government organisation which conducting survey on employees in order to Human resources
department effectively and efficiently working or not. It includes analysis HRM practices in
context of employees. The paper consist is various issues and challenges which are facing by an
employees which impact on HRM process as well as providing various recommendation in order
to reducing the issues and challenges which are faced by organisation and employees.

Human resource management plays vital role in an organisation in order to includes
various functions such as recruiting, training, staffing and orientation which are help to
achieving organisational goal and objectives. In relevance to Westonwich District Council, it is
process which refers to most of organisation establishing effectively and efficiently in order to
gaining competitive advantages as well as enhancing profitability and productivity of company.
Due to changes in an economy organisation faces so many problems because in present
environment changes very first which refers to HR manager of company accordingly making
improvements in HRM practices and arises so many issues (Al-Tit, 2016). On the basis of case
study they are various kind of changes such as tax collection, refuse collection and recycling,
administration of housing benefit, and they are restriction on recruitment so this kind of situation
organisation have facing challenges and issues. On the basis of survey which are conducted by
employees so they carter various challenges and issues in HRM process so this challenges which
are discussed below.
Change management-: It is first challenges which are facing by HR department in order
to focusing towards HR professional training and development which refers to it is first key
issues and challenges in order to organisations not conducting proper training programmes for
employees in order to they cannot perform in effectively and efficiently. HR department plays
important role which help to achieving organisation goal and objectives. In reference of
organisation, it involves this challenges face by employees so they cannot developed their career

and not effectively achieving their career goal. On the basis of survey most of employees faces
this challenges they are not provided effective and efficient training session so affect their
performance and directly impact on profitability and productivity of company.
Leadership development-: Human resource management is important for an organisation
in order to providing various facility for employees (Alvehus, 2018). It includes but they cannot
perform effectively and efficiently which affect the employees performance as well as impact on
profitability and productivity of company. In context of Westonwich District Council and above
case study, it includes HRM practices are ineffective because they are not utilised effective tools
and techniques in order to leadership development. It is essential for improving HR effectiveness
as well as positive influencing in business and operations of organisation. On the basis of survey
which shows participant feel that they are affecting Organisational effectiveness so difficult to
achieving organisation goal and objectives.

companies face this issues in order to essential to increasing Human resources effectiveness. On
the basis of survey which refers to organisation essential to developing and providing training
programmes for employees so they can smoothly run the business operations and functions. It

and many other which helps to increasing effectiveness of HR department.
Expand skill and enhancing expertise-: It includes human resources management faces
so many challenges and issues so accordingly utilising various strategies and tools in order to
