GLOBAL CRIMINOLOGY AND HUMAN RIGHTS2IntroductionUnder the international law the refugees or migrants seeking asylum or persons who are declared enemy combatants are kept in the detention centers by the government agencies for the purpose of prosecuting them to determine their status. During the period of their detention these detainees are subjected to torture. The main topic of debate that arises here is that whether these detainees have no human rights at all and the government agencies by which they are detained have arbitrary right to exploit them.
