Introduction
Under the international law the refugees or migrants seeking asylum or persons who are
declared enemy combatants are kept in the detention centers by the government agencies for the
purpose of prosecuting them to determine their status. During the period of their detention these
detainees are subjected to torture. The main topic of debate that arises here is that whether these
detainees have no human rights at all and the government agencies by which they are detained
have arbitrary right to exploit them.

Human rights violation by perpetrators
With the ramified economic changes, there are several facts which reflect that people
who were kept in solitary confinement and were beaten and tortured during the period of their
detention are taken as human right violation cases.
Human trafficking is also considered under the Human rights violation by perpetrators. For
instance, there are a number of other real life examples which give a picture of human trafficking
by the persons in authority. It is evaluated that people facing torture and domination former other
persons are considered under the Human rights violation cases (Shelton, 2015). This Human
rights violation cases could also be justified by another example of in which immigration centers
kept under detention with male detainees as a consequence of which the former face sexual and
mental torture by other male detainees or even by the detaining authorities. Human rights
violation by perpetrators are not only limited to not providing fundamental rights to humans but
also extending to referring from doing normal acts as per their wishes and concern. In several
cases, it is observed that people are detained in cases or under custody without any justification
in particular country. These detainees are sometimes not even given the right of habeas corpus
(Smith, 2016).
It is evaluated that The Universal Declaration of Human Rights provides equal right to
life, respect, security and personal liberty to all human beings irrespective of their nationality. It
is observed that each and every persons should be treated with respect and should be given equal
rights (White, 2016).

There are several countries that are taking efforts to stop trafficking and exploitation of persons
from other countries. After analyzing the facts and details, it is given that according to a report
published by two research fellows of UK the government of UK is giving training to the Border
Security Forces of the territory of UK to recognize and guard the sufferers of human trafficking
(Close & Askew, 2017).
It is the requirement of the international law that all persons should be treated as equal in
the eyes of law. The authorities who are held to protect the rights of the persons have no right to
act as perpetrators of human rights violation. They should act benevolently with due respect to
the human rights of the detainees.
