1.0 Introduction
In the 21st century, it can be seen that the demographic characteristics of the aged
population are increasing on a large scale due to the increased medical support and changing
lifestyle. But in few parts of Australia including Sydney, it can be seen that the senior citizens
are not getting the security to lead the rest part of their lives in a happy manner. An integrated
welfare system is considered to be the framework that can be applied into the society for
overcoming certain societal issues related to the aged persons. The chosen scenario is to develop
a welfare integrated system for an old man named Fred who had been facing various kinds of
issues related to health, shelter, and social isolation.
Primarily, the research concentrates on planning a welfare system framework for the old
man named Fred. The research then focuses on the demonstration regarding how the human and
societal elements allow shaping equality. The discussion continues with the assessment and
evaluation related to the chosen scenario followed by the identification of the resources required

2.0 Planning of a welfare system framework related to the chosen scenario
According to the given scenario, it can be seen that the old man named Fred had been
working hard all through his life and currently he was facing difficulty for not being able to give
his house rent as his savings are getting decreased day by day (Davies & James, 2016).
Moreover, he had several other health-related issues and presently feeling depressed due to the
isolation. The welfare system framework for this chosen scenario needs to consider three
important aspects to reduce the pressure that is being felt by Fred which is as follows:

1. Economy: Most of the ageing population has common issues of the financial
crisis after a certain interval of time and for that reason, it is necessary to increase
the age of retirement for the Australian citizens so that they can increase their
savings for the future in order to lead a joyous life (Pettinger, 2016).
2. Medicine: The ageing process is unstoppable and the people after retirement
starts getting weaker from within and in case of an unmarried person it becomes
very difficult to obtain the medical facilities all alone (Schirmer & Michailakis,
2016). For overcoming these issues, the ageing population needs to obtain home
care facilities with age-friendly infrastructure for maintaining the livability of
their society (Radey et al., 2017). Home-based care is the best possible way of
medication for the ageing population.
3. Religion: According to the research it has been identified that loneliness is found
to be a most critical factor regarding health issues for the ageing population. It can
be seen that religion has a correlation with the improved mental and physical
health as the religious people have a common belief in their mind that God is the
creator of this earth and all the benefits are being provided by God for the good of
mankind (Kaplan, 2016). The ageing population is required to chant prayers and
devote their mind towards their respective religions for overcoming the feeling of
loneliness after retirement.

3.0 Demonstration about how the human and social elements help in shaping
equality
According to the research it has been found that there is a correlation between the human
as well as the social elements that results in shaping the equality within the overall population
present the society. The characteristics of human beings vary from person to person and due to
which their behavioral trait for the young generation is not going to be the same with the ageing
population (Cook & Dong, 2017). Moreover, the choice of the male population is not going to be
similar with the female population and for that reason, it is necessary to implement laws related
to equality of rights for overcoming the discrimination related to the human and societal
elements thereby shaping the equality in the best possible way.
4.0 Assessment and evaluation related to the chosen scenario
During the assessment and evaluation of the chosen scenario, it can be seen that old man
named Fred was 70 years old and had been suffering from three major issues including the
financial crisis, medical issues, and isolation from the society. After the thorough research based
on this particular scenario, it is recommended to increase the age for retirement for Fred so that
he could have saved more money for his future (De Vroom & Øverbye, 2017). Home-based care
needs to be implemented for Fred who was suffering from health-related issues. Furthermore,
Fred also started feeling depressed as he was unmarried and had no kids due to which he was
feeling isolated from the society. For overcoming such situation, Fred was required to involve
himself in the devotional activities like chanting religious prayers for engageing his mind into
religion.

5.0 Resources required for management related to the chosen scenario
After the analysis of the report, it can be said that very few resources are needed for
manageing the condition of Fred based on the chosen scenario. For gaining the financial status of
Fred some home-based job can be arranged which would be easier for him to perform at the age
of seventy. Home-based medication needs to be arranged for Fred to manage his health-related
issues thereby providing him with the best possible medication (Oliver, Foot & Humphries,
2014). Smartphone and applications related to religious beliefs need to be given to Fred for
reducing his loneliness thereby providing him mental support to lead a joyous life in the future.
6.0 Conclusion
After the analysis of the given scenario, it can be concluded that the issues found in the
given scenario were based on three common factors that included financial crisis, issues related
to medical support, and issues related to isolation from the society. It is recommended to increase
the age of retirement for Fred so that he could have saved more money for his future. Moreover,
the research has found that home-based care needs to be implemented for Fred who was
suffering from health-related issues. For overcoming the situation of isolation and depression
faced by Fred, it was required to involve him in the devotional activities like chanting religious
prayers for engageing his mind into religion.
