Executive Summary
Alternative Technology Associate (ATA) under the leadership of Kate Greenwood has a plan to
provide residents of East Timor region with affordable and sustainable lighting and electric
system. The lighting and electric system is to help improve the living standards of East Timor
residents. This proposal outlines a scrupulous analysis regarding the ATA and the risk
management plan to be used to implement the project. The proposal displays the risks that the
project crew experiences while advancing the project. ATA solar project system will provide
alternative electric as well as illumination system to the people of East Timor to better their
economic activities and allow children in the region with light for studying at night. The project
is financed by Google. ATA has been organizing to supply the solar power project hence with
the monetary support from Google they project is set to be developed and later on delivered to
East Timor residents.

Introduction
Alternative Technology Associate (ATA) team intention is to see to it that East Timor residents
are well supplied with affordable and sustainable source of energy. As a result, ATA being a
solar energy organization, it objective is to supply East Timor residents with solar generated
power as well as lighting systems to aid these people improve their economic condition
(Gonçalves, Ferreira, and Christiaans, 2017, p.109). To actualize the solar production project
Greenwood in collaboration with her project team should engage the local people by training a
number of them about the cosmological powered system high-tech. These peoples will aid ATA

team in installing and maintaining the project. In this light, this research give a breakdown of
ATA solar project and the various administrative preparations undertaken by Greenwood with
her group to realize and effectively complete the project. Besides the paper will discuss a number
of issue experienced by the project throughout project management.
Description for East Timor Solar Project
Alternative Technology Associate (ATA) is not-for-profit non-governmental organization from
Australia that that deals with delivering of solar powered projects. ATA’s goal is to ensure that
that Australian people living in place without hydroelectric power have an alternative form of
power (Liang and Ku, 2014, p.1542). Therefore, ATA through its solar power project work to
decrease the usage of kerosene among individuals living in regions that do not have hydroelectric
power supply like East Timor. ATA’s solar project is to ensure that resident of East Timor
especially women and children do not continue to experience health problems as a result of using
kerosene as the lighting source among homestead in East Timor. In this regard, ATA solar
electric and lighting system will significantly help school going children since it will provide
them with lighting system for studying and for women in the homes they will enjoy improved
security in homes with the enhanced lighting during the night. Indeed, ATA project will
significantly improve the lifestyle of East Timor residents by cutting unnecessary expenses
associated with kerosene buying and on health complication caused by use of kerosene as a
lighting source. (Sully, 2015) In addition, the solar project will improve residents’ income
generation by using electivity to run several business activities.

In order for Greenwood and her tam of associates to execute ATA project they will have to
involve themselves in the following activities:
Train the residents as technicians to aid in installing and maintaining the project: The first
thing that ATA associates will have to engage in is to look for operators from the village having
electronics expertise. These technicians will have to be trained on the way to install, maintain
and monitor the solar project (Gusmedi and Komalasari, 2014, p.136). In regard to specialist
training ATA shall work in collaboration with CNEFP to train the local picked technicians’ ways
in what ways to install, and sustain the solar power project. The payment of the technician team
shall be supported by money form the community kitty while ATA will provide the materials for
the project.
Plan to accomplish the project: ATA will have to install the solar program in two dry periods by
discounting the wet season due to the poor geographical topography of the area. Therefore, a
well-organized plan should be put in place to ensure the project is accomplished with the two dry
seasons.
Installation and maintenance: since maintenance needs money each home connected with the
solar project will be required to an annual maintenance fee to cater for purchases to replace any
faulty solar system parts (Meredith, Mantel Jr, and Shafer, 2017). ATA in partnership with
CNEFP team will ensure there in an onboard team of technicians to install and resolve basic
issues related to the solar program. CNEFP will only come to help in solving critical repair
problems.
Implementation of the project: The solar program will be executed in a systematic manner to
ensure that the three districts of East Timor with a population of more than 12000 households is
