INTRODUCTION
Issues regarding the Floods emergency and preparedness plan is regarding the barrier is
the cultural communication. It has been identified that CLAD (culturally and linguistic diverse)
communities which have the consistence of migrant and ethnic minorities had become more
vulnerable to natural disasters (Bundy and et.al., 2017). The issues are faced is because of the
linguistic barriers along in limited proficiency in the language dominance. This results their
inability to access, interpret and the warning despondence. The cultural and linguistic barriers
have turned out to be significant in communication challenges in estimating the disaster risk to
the migrant and the CLAD communities. There is the organizational effort in order to have the
