Introduction
The major reason behind the negativity within the local community has been the various
ethical issues that are prominently presented in the tourist destinations that remain
underdeveloped till date. The following paper attempts to shed light on the several ethical issues
that have been highlighted in the video entitled “Vanuatu’s Broken Dream”. The paper further
opens with the identification of the issues and proceeds further to discuss the role that is played
by the P&O Cruises in the resolution of the issues. The paper ponders on the authorities that
might be helpful in the rectification of the issues as well as the role of the government in
resolving the issues. The paper nears the conclusion with recommendations for the resolution of
the issues.
Discussion
Question 1: Issues presented within the Vanuatu’s Broken Dream video
According to the prime minister, Vanuatu has been facing huge issues due to the increase
in the corruption levels within the society. The area attracts a large tourist footfall every year due
to the popularity of the islands as a potential tourist destination. The members of the local
community have been known to contribute to the huge developments that have been brought
about in the area for catering to the needs of the tourists of the area. These measures include the
installation of the toilets within the area. Oxfam.org.nz (2019) state that the toilets that have been
installed in the islands are capable of withstanding the cyclones. Analyzing the economic growth
in Vanuatu, it has been identified that from the year 2013 to 2016 the rapid growth opportunities
have impacted on the economy in both direct and indirect manner. In between the year 2013 to
2016, the economic growth rate had risen from $34.6m to $42.8m (Ifc.org 2018). Though the

place has gained a high amount of popularity among the tourists, the people who belong to the
local communities have still been suffering from the financial crises. It cannot be denied that for
improving the infrastructure in this place, near about $8.8m have been invested, however, the
local community have not got the single benefit (Ifc.org 2018). The installed toilet within the
area had been made completely exclusive for the use of the tourists. This discrimination has led
to the creation of an ethical dilemma within the place. The other factors that have posed to be
major concerns within the area are the sanitation and the health factors. According to the SBS
Dateline (2013), the local people of the area were deprived of the basic amenities besides refusal
of the access to the electricity and the toilets within the area. The analysis of the initiative of the
development that were undertaken in the last 10 years revealed the fact that the only
development that was undertaken for the local community referred to the development of the
water system that was installed beside the area that was entitled as the graveyard. This water
system was helpful in the maintenance of the water supply to the tourist toilets in an
uninterrupted manner. Due to lack of administrative setting in this place, it has become
important for getting the cooperation from both the government for improving the tourism
development practices in the Vanuatu Islands. Analyzing the situation in situation of local
community, it has been identified that due to lack of availability of cooking gas and drinking
water, people depends on portable solar lights and rainwater. The people of the local
community claim that the initiation of the cruise ship business has led to the lack of the proper
use of the financial resources in the development of the community. The local community faces a
huge lack in the development while the footfall of the tourists has increased within the island.
The survival of the locals within the area have become challenging due to the visible lack in the
social and the financial benefits that are being provided to the locals. According to the SBS

Dateline (2013), the sanitation facilities that are being offered to the locals are dependent heavily
on the water collected during the rains while the tourists are being provided with proper toilet
facilities. The analysis of the issue has revealed the fact that the social and the economic
opportunities have not been beneficial for the people who have been living in the area of
Vanuatu.
The financial income from the business of cruise ships have not led to any specific
development within the area. The residents of the area have been expressing their concerns
regarding the areas wherein the money is being spent. The video states that the report of the sales
from 2004 to 2012 are yet to be published. The analysis of the issue reveals the presence of a

personal advantages and the benefits of those who had introduced the concerned opportunities.
Question 2: Role of PO Cruises
P&O Cruise line of Australia is being considered as one of the popular cruise lines that
has connected Australia with the islands of Vanuatu. According to Huber and Hirsch (2017), the
prime minister had implemented the decision of the improvement of the location through the
introduction of the required facilities within the area. The local community, however, is non-
expectant of the support that has been promised by the governmental bodies. Despite this

mistrust, the opportunities of business development are found to have been developed by a
certain section of the alliances. In the documentary, Flavian Lelekte has been asked for the

amount of expenditure does not reach to the villagers. The P&O Cruise Lines should make an
attempt at the resettlement of the people who have been residing within the given area. The
business development within the areas has been initiated through the introduction of the micro-
finance collaboratives. The P&O Cruises might further be advised to bring about the
sustainability initiatives through the fulfillment of the several environmental responsibilities.
This might help them to contribute to the society in a better manner.

developing the society through the proper contribution to the community. The activities that are
maintained by the P&O Cruises are in accordance to the ethical principles, though the company

corruption. The video, however, does not suggest that P&O Cruises is involved within the
corrupt acts. The responsibilities that have been undertaken by the P&O Cruises include the
providing of the basic human rights as well as the proper living standards that follow
sustainability. This might help in the reduction of the exploitation of the humans, one of the
major issues in Vanuatu. Thus, it might be inferred that the P&O Cruises should be held
responsible for the issues faced by the residents of Vanuatu.

The major bodies that might be held responsible for dealing with the challenge that are
faced by the residents of Vanuatu are the local communities, the governmental bodies and the

to engage in the fights for attaining their own position within the nation. The various allies
should be asked to deal with the activity of informing the people about the various rights that
they have been entitled to. Crew-center.com (2019) further states that this step will help in
attracting the attention of the government to the various issues that are being faced by the local
community. The new governmental bodies in Vanuatu might centralize their focus on the
increase in the financial opportunities that are being faced by the concerned locals. The
concerned governmental bodies might also focus on the issues that are presented in the education

and Vanuatu should be achieved through the sustainable developments in the matters of business.

Analyzing the entire issues faced by the local community, it can be suggested that -
By introducing different health and educational benefits, the indigenous community
can be encouraged towards contributing the trade. In that case, cooperative bank and
others administrations can be introduced for improvement.
The emerging corruption issue has become major concern for the government, in that
case effective involvement of social media and news channels, awareness regarding
human rights needs to be increased.
The Vanuatu government can focus on introducing the self-governing ferry system so
that the monopoly business practices can be reduced. It can also help to avoid the
financial spoil in P&O Cruise line.

Thus, from the above discussion, it might safely be concluded that the major issues that
are being faced by the local communities arise form the social and the environmental factors that
remain unresolved. This might be resolved through the increase in the involvement of the
governmental bodies of both Australia and Vanuatu.
