INTRODUCTION
Safeguarding deals in the action and the activities which are undertaken for the welfare of
the children and the adults so that they can be protected from the harm and the risks. The main
aim of safeguarding is protecting the rights of the person so that they can live in safety free from
neglect and abuse (Chou and et.al., 2019).
The report will shed light on the case study of a family which have 5 members parents, 2
daughters and paternal grandmother. The study will be analyzed by focusing on the child
protection act and the care act 2014 for safeguarding the children and the adults. This will be
followed be elaborating the concept of vulnerability, risk and resilience integrated in the study.
The multi-disciplinary working will be promoted for social wellbeing and then the ethical
implications will be examined for safeguarding the vulnerable people.
CHILD PROTECTION AND ADULT SAFEGUARDING
Child protection is considered as a measure or initiative which helps in addressing or
preventing children from the situations of abuse, violence, exploitation or neglect. This also
ensures that the children are protected from such actions or danger/risks (Featherstone and et.al.,
2019). This also helps in reducing their vulnerability in such harmful situations. The children
protection can be linked to the case of Nahal and Eman. The given case shed light on the family
which has only 5 members: father named Abdullah Siddiqi, mother named Khadija Siddiqi, two
daughters named Nahal and Eman Siddiqi and paternal grandmother Amina Awan. I observed
from the case that the family belonged to Pakistan but moved to UK in 2011. This is why, the
mother and father were poor at English but the children were good at English because they were
studying in such school and also they were British born. But the condition of the children was
destroying day by day as noticed by the Classroom Assistant (CA) that the presentation of the
girls were becoming untidy and dishevelled. Sometimes, Eman was found wearing the uniform
of Nahal and Nahal was found sleeping in class. This identified that something is wrong with the
children and the family which is why they are behaving abnormal at the schools. Sometimes
Eman was also found in tears after coming to school as he did not wanted to leave the side of her
mother. The CA also persuaded Eman for telling the reasons behind all these and found that she
also observed some kind of bruising on the face of their mother Mrs. Siddiqi. This also
considered to be an evident behind something being wrong.

This is how, I found that CA was worried about the condition of the children as well as the
family. The need of child protection and adult safeguarding was thus found in investigating
about this case (Sadjadi, 2020). The Children Act 2004 has many changes as compared to the
one which was developed in 1983. The acts were becoming more prominent with the progress of
child protection and safeguarding. The main focus of this act is in the interests of the children
and the young people. Its responsibility is to safeguard the outcomes of the children as in this
case the main reason for integrating this act is safeguarding Eman and Nihal (Robichaud,
Sansfaçon and Poirier, 2020). The conditions of the children are improved from all the aspects
such as safety, economic, health, education and development and may other circumstances.
Under this act, the major people and the bodies work in collaboration and coordination with each
other for designing and delivering more integrated services for fulfilling the needs and desires of
the children around the country (Siregar and Rahmi, 2019). I consider this act to be helpful in
providing a legislative spine to improve the lives of children by developing and implementing
various wider strategies. This also covers the universal services which must be accessible by the
children like Nihal and Eman. This can be possible only when the services are targeted to the
people having additional needs.
After the death of an eight year old girl Victoria Climbie 2000, it was investigated that there
is a need for new guidance and regulations for developing of a safeguarding of child system in
England. The government then decided of creating a Children’s Commissioner for making UK
better and much safer for children of every age. The main of the government under this Act is to
be healthy which means they enjoy good mental and physical health along with healthy lifestyle.
Eman and Nihal can be facilitated by the Children Act 2004 as it will also involve their parents
and the carers along with proving them effective security from any kind of harm (Mochizuki and
et.al., 2018). I identified the major change in the Children Act 2004 as the commissioner is
appointed who can protect and promote the rights of the children like Eman and Nihal in
England.
The guidance of Care Act Statutory can be identified in this case where the adult
safeguarding is discussed as protecting the rights of the adults to be free from abuse, to live in
safety and be free from neglect. This also deals in providing support to the adults in making
choices and also having control regarding the ways in which they want to live (Hyslop and
Keddell, 2018). Along with proving safety to the children, I also found that the mother also has
