Introduction
Structures have a lot of impact on normalizing then the homeless youth through their
policies and practices of their institutional. Structures may refer to either state or non-state
organizations that implement policies and laws. For homeless youths, the factors that affect
homelessness are interactive in nature and also very complex. Social factors such as family
breakdowns, addictions and mental health are all compounded by structural forces like poor-
economic conditions, inadequate low-cost housing and insufficient or lack of mental health
services (Allen, 2018). . All these factors created by structures especially state structures lead
to impacting the levels of homelessness through their dynamic relations. Models which have
been static in nature have not been successful in capturing the relationships with the
homeless.
Methods
Fuzzy Cognitive Maps (FCM) and Fuzzy Logic (FL) are models suited for complex
social problems due to their intricate systems to organize.
Results
The areas that were identified include describing and counting homeless persons,
labor market and income including market issues, low income and social assistance systems.
Other issues contributing to homelessness are issues of demographics to family structures,
public attitudes for homeless people, immigration and citizenship (Rollinson & Pardeck,
