Abstract The processes of work and communication in companies and organizations are difficult today to imagine without having an efficient support of diverse IT resources. However, many organizations are feeling the negative effects of organic growth of their IT infrastructures, which too often develop without proper control. Many of the IT management strategy and process approaches that were considered appropriate and even necessary in the 1990s in order to face the modernization of organizations, are nowadays manifest as clear obstacles for the adequate development of the majority of the current companies. Optimal use of Information Technologies creates concrete improvements, clear savings potential, increases flexibility, and as a consequence of all this, there is a noticeable improvement in the effectiveness and adaptability of organizations in the face of the constant challenges that currently exist. We offer a wide range of consulting services, ranging from the study of the correct IT strategy, to the consolidation of consulting through the design and implementation of specific and customized solutions that are best suited to each environment. An integrated approach that encompasses the needs of the organization, the users of the service platforms, the economic efficiency of the implemented solutions, the correct choice of all the architectures from the point of view of their use future and that they have sufficient scalability to guarantee uninterrupted growth, according to the needs of the company is opted.
Introduction Solutions, development and delivery in IT management is dependent on the type of integrated IT systems and solutions in place.Systems carry out complete management of the life cycle of all the projects implemented, thus ensuring that the client will always obtain the highest possible quality and the best possible satisfaction in use. Solutions in IT management should lead to high efficiency and effectiveness in an organization(Scott, 2006). Development and delivery in IT management should be in phases and depending on the current trend, development should always have the best impact on business. Since technology is always changing, the better the system the better the better output. Literature review Today, organizations, public and private, depend on Information Technology (IT) for optimal performance. This dependence has led to large investments in IT with the aim of fulfilling the mission and the key aspects of strategic planning. However, within the same organizations, the areas tend to be isolated from each other and the efforts may be unknown (Good practices in information and communication technology policies in Asia and the Pacific, 2004). The IT area is one of the most affected by organizational disarticulation, since technology may have clear objectives but they are not necessarily aligned with the business objectives. Our main consulting areas could be summarized in the following sections: IT strategy and consulting for infrastructure development and consolidation
IT and management for business processes Selection and implementation of products and solutions Monitoring and control projects Analysis and management of IT service processes IT solutions, development and delivery needs necessary skills and experience to guarantee customers a global service for the analysis and design of excellent infrastructures and being able to cover any of the aspects and technologies currently most used in providing precise solutions, highly efficient and with a high value added(Barney,2014). IT operations management platform IT operations need a new approach to overcome the differences between the ability to develop, deliver applications and the ability of IT operations to implement them. Delivery solutions in IT management offers the ITOM platform, which, combining the Container Deployment Foundation, the micro services and the Big Data analysis, enables the uninterrupted operation of modern IT. Micro services that can be combined and shared and easily integrated into the ITOM domains(Saeed et al., 2018). Flexible implementation includes systems in situ, in the private cloud and in the public cloud. End-to-end AIOps environment that provides information on use cases that would not be possible with stand-alone solutions. Integrated orchestration and ChatOps functions for workflow and cross-domain collaboration. Ecosystem of development based on containers and micro services to obtain personalized value quickly. IT government should have a system, entities, areas and collaborators with clear ideas about the decision-making processes, so that when IT strategies are designed and executed the fulfillment

of the expectations of each organization is achieved(Gaol, 2012). Thus, a good IT government is clear about the following aspects of its IT strategy: Graphic aspects IT strategy In many countries and organizations, the ICT Ministry indicates that the State requires a new model for the management of Technology and Information (IT), with the ultimate goal of maximizing benefits and offering better services to people and institutions, more efficient and transparent way. Many organizations have made sufficient efforts to facilitate access to technology and to provide solutions that improve relations between public entities and society. To respond to these needs, the ICT department creates the IT Strategy, which seeks to boost the development of the country through Information Technology(Gaol,2012). Digital has accompanied the formulation and design of public policy, guidelines and standards for IT Management in the State; as well as the development of the capacities for effective IT management in organizations.Today for the ICT department, the 'IT Strategy' is part of one of the domains of IT Architecture in the organization, by allowing the alignment of organizational and sectoral strategies in different areas: examples of solutions, development and delivery in IT management include; Integration of Microsoft infrastructures and Virtualization:
Provision of quality services and solutions that allow cost savings while increasing the value of the business for organizations, with the advantage of having a single point of contact for Microsoft, VMware and 2X, both in the integration and deployment as in the support of these technologies(Khayyat ,2017). In the advice and orientation of the solutions, there is guarantee in the neutrality of suppliers, thus achieving the optimal and integrated use of the solutions they propose. Project Managers and specialized Consultants, who approach integration projects based on these technologies have proven methodologies and great experience in projects of great complexity and magnitude.Licensing Support Engineers, to offer the most suitable solutions in licensing and the support and management of volume contracts, in close collaboration with the manufacturers(Hirakawa et al., 2017). Training, special agreements and strategic alliances with Microsoft, VMware and 2X manufacturers, which allow the highest level of certification, preferential access to technical resources and presence in the most advanced international technology collaboration programs. Base of knowledge and experience of clients that guarantee solid and lasting designs in these technologies and a correct management of software assets(Ahmad, 2010). The permanence in this system supposes the absence of support, security updates and patches to solve incidents, this means compromising the potential of IT investments as well as the adaptability of the organization in changing environments(Pickard, 2013). In addition to those mentioned, there are several additional reasons to migrate from Windows XP such as Energy Saving, Incident Reduction, Security Improvement, Productivity and Agility. Fujitsu has a leading migration services practice that guarantees this transition. We
propose a change to light computing that will solve this problem and future with Windows 7, Windows 8 and future client operating systems. System integration Both in the resolution of problems and in the integration of the mentioned technologies, our clients have the advantage of a single point of contact, and with the guarantee of supplier neutrality. What makes the difference? Support Engineers - to offer solutions and technical advice and guidance in licensing. Project Managers - who deal with integration projects based on these technologies, and certified in project management methodologies? Testing laboratories - real and virtualized, being able to test the solutions to be implemented in the clients(Carr and Williams, 2010) This Directorate is responsible for directing the design, formulation, implementation and monitoring of IT policies, as well as the regulatory framework for the Information Technology Industry in the context of the Political Constitution, current legislation and government policies. From there, we contribute to the transformation of the IT industry into a competitive sector, an engine of development in the country, generator of employment and a line of the

economy that encourages the export of products and services as part of our purpose of moving from the Internet to the Internet. Consumption to the Internet of the production, and to advance in the evolution of the country towards the Digital Economy(Agarwal, Lim and Wigand, n.d.). Industry it Industry of Information Technologies Responds to Challenges of the Digital Economy. The IT industry is a line of the economy that consolidates as an engine of economic development. In the last 6 years, this sector has had an average growth of 13.4%, well above the average of other industries. This shows a great dynamic of entrepreneurship in the sector, because at the end of 2014 we had 4,016 companies in this area ofthe economy. The dynamic of creating new companies has a decisive impact on the number of jobs(Pick, 2005). To transform an economy through information technology, convert the IT industry into a highly productive and competitive sector. There are many challenges and challenges, but we believe that if we improve IT talent we will continue to strengthen this line of our economy until we place it in a world-class one. One of the challenges is to improve the competitiveness of the IT industry in national and international markets, understanding that this has become a promising economic sector, capable of boosting the supply and demand of services for the energy and banking, tourism, agriculture, educational services and construction sectors, among others(Pick, 2005).An important clarification: I do not intend to make a technical review in detail of ITIL in any of its versions, so if you are looking for training or deepening your knowledge in this regard, this is not the appropriate text.
What is IT service management? Let's see: if we recognize the increasing dependence in the IT areas for the fulfillment of the strategic objectives, then this dependency implies a higher quality of the IT services. Therefore, quality must align with business objectives and the needs of users, which leads to a paradigm shift: IT areas must change their vision of device managers to IT service administrators(Moss, 2012). Traditionally when asking someone from IT what do you do. We are used to hearing answers like "I am a firewall administrator", "I am a server administrator", etc., but what is the problem with it? If we think about it, users do not think, as technicians say, in "boxes". They may not even know, or care, what a firewall, a switch, a router, etc. is or what it is for. What users want is to make use of certain services, the famous IT services, such as email, Internet access, printing service, and so on. It is precisely this dichotomy between an IT area and its users that can often cause their opinions to be diametrically opposed as to what the former offers: while the technicians focus on "managing boxes", without realizing that the relationships between them are relevant, the users what they see are services, which are provided through a whole set of different boxes, so that a failure or deficiency in one of them spreads throughout the system(Ahmad, 2010) Current practice report The current practice in solution, development and delivery in IT management is that a robust IT system should be established for an organization. The solutions cut across aspects of developments such as caching, data access, security, exception management and validation. There are also other aspects of current solution, development and practice which are; software
development life cycle( SDLC), development process, application life cycle guide and architecture application. Current practice in solution, development and delivery is in enterprise library which address current problems faced by developers when developing IT applications (Ramakrishna and Ng, 2012). Other active releases includes the Semantic Logging 2.0. Semantic logging reduces the chances of errors and inconsistencies and the errors to conform to modern practice in generation of logs using semantically typed information. Application block in semantic logging is a framework for manipulating and capturing events that are application raised and have structured information. Other applications include data access in highly scalable solutions that use SQL, Polyglot Persistence and NoSQL. Access codes shores how the data access applications store data in a variety and how to access business logic from the application. They help improve the testability of the data and facilitates the design(McShaffry and Graham, 2013). Some of the application include parallel programming with Microsoft which is commonly reffered to as parallel extensions. Adaptation of patterns in codes makes the application run faster and also helps to prepare any future hardware environments which help in computing architecture(Gil-Lafuente and Merigo, 2010). Other responsible applications are CQRS Journey which is an abbreviation to Command, Query , Responsible Segregation. It is a journal that usually describes the development and experiences of a team that has no prior proficiency in CQRS. A guide to identity based claims

and access control in the second edition when planning a new application. The foundation server is used to build, test, deploy and release a pattern. Others include testing for continuous delivery by use of Visual studio 2012 infrastructure, which help developers and testers use team foundation effectively as a lifecycle management solution. This is how, for example, we got to see IT reports that boast 99.9999% availability in the Internet access firewall, while users complain that the Internet access service is very bad because of slow, intermittent, or for other reasons(Ramakrishna and Ng, 2012). What is the core of the matter? Precisely is that an IT service is delivered to users through a set of boxes (technology), people who handle the boxes instructions and relationships between them (processes). That is why the IT area must understand that what it manages and gives its users are IT services, not devices. The challenge is to achieve the efficient integration of people, processes and technology for better management of IT services, optimizing the use of resources and constantly improving service levels(Cadle, 2014). IT Service Administration: integrating people, processes and technology What is administration by processes? To facilitate the explanation, a bit of history: Traditionally, organizations have been structured based on functional departments that hinder customer orientation (for example, Finance, Production Management, Sales Direction and Systems Management), with very hierarchical flow charts divided into multiple levels. Normally this type of organization
It suffers from two major problems: Official communication flows vertically and can be very slow. Even sometimes propitiates the well-known game of decomposed telephone. For example, two operators from different areas that require an official agreement must go up through the organization chart to the common branch, going through all the levels of the same(Jin and Lin, 2012). Some examples: The director of a certain area defends to coat and sword his privileges and, in many occasions, more than collaborator of other directors is an enemy of them, and they of him. Finance people only see the company from their point of view (financial statements, costs, expenses, etc.) and do not consider other variables and other points of view such as customer satisfaction, work environment, etc. However, in the daily life of the organization what you have are processes that flow horizontally, going through the hierarchical organizational charts. That is why the administration emerges by processes, which perceives the organization as an interrelated system of processes that contribute together to increase customer satisfaction. Administration by processes coexists with functional management, assigning "owners" to key processes, making possible an interfunctional management that generates value for the client and, therefore, seeks their satisfaction; determines which processes need to be improved or redesigned, establishes priorities and provides a context to initiate and maintain improvement plans that allow achieving objectives; and makes it possible to understand the way in which business processes are configured, their strengths and weaknesses. It also gives the way in which the organization manages and continuously improves business processes to achieve its objectives and create value for its business(Gil-Lafuente and Merigo, 2010).
For example in 1987 the CCTA, a British government agency (now called the OGC) initiated a project called GITIMM (Government IT Infrastructure Management Method), in which they involved several consulting firms to investigate and document the best practices for planning and operating the IT infrastructure. Shortly thereafter, as the project evolved from infrastructure management to IT service management, ITIL was renamed(Scott, 2006). As a reference framework, ITIL was created as a model for the management of IT services and includes information about the goals , the general activities, the inputs and outputs of the processes that can be incorporated into the IT areas. Since its inception ITIL was made available to the public in the form of a set of books, hence its name, so that organizations from all over the world could adopt it. Service support and Service delivery, as well as a series of complementary books that covered such dissimilar topics as the administration of continuity or issues related to wiring. Planning to implement the administration of services. Precisely with version 2, in the mid-90s, ITIL was recognized as a "de facto standard" for the administration of IT services, which, as always, had to keep evolving to consider the new ones(Gil-Lafuente and Merigo, 2010). As we know, different legislations, regulations and standards make it clear that for companies to offer greater value and benefits to their stakeholders, the executives and the IT department of the organizations must be very well aligned. But for that to happen, it is extremely important to know how to differentiate Governance and IT Management. Could you differentiate and separate Governance and IT Management.

Currently, there are several different theories and theories of how each company should structure and differentiate the formulation of its strategic planning from the execution of the strategic plan. Why, then, should we separate governance and management. What is the best framework to support that model . The following have to be observed; Duration Identify possible bottlenecks in process control and provide positive remedial actions Learn tips to gain support from management and the employee That means that governance must: Evaluate and determine balanced objectives that the company must reach Address through prioritization and decision making Monitor performance, compliance and progress based on the agreed direction and objectives The main responsibilities of governance are to evaluate, direct and monitor. That definition came directly from COBIT, which adopted it from the international governance standard ISO 38500. Management, on the other hand, plans, constructs, executes and monitors activities that must be aligned and help in the achievement of the objectives of Governance. Compare literature and current practice
There are also other aspects of current solution, development and practice which are; software development life cycle (SDLC), development process, and application life cycle guide and architecture application. Current practice in solution, development and delivery is in enterprise library which address current problems faced by developers when developing IT applications. The current practice in solution, development and delivery in IT management is that a robust IT system should be established for an organization. The solutions cut across aspects of developments such as caching, data access, security, exception management and validation(Li, 2012) The current standard in practice and literature as used in software solution development and delivery is high. In most practices, application literature is used for study’s while current practice is used in storage of application data and information(Li, 2012). One of the challenges is to improve the competitiveness of the IT industry in national and international markets, understanding that this has become a promising economic sector, capable of boosting the supply and demand of services for the energy and banking, tourism, agriculture, educational services and construction sectors, among others. Most of the application literature and practice is used in making of materials to help in disseminating of important information technology materials that are useful for many organizations and countries databases. Many application systems are used in coding as current practice in information technology while in literature they are used in making extensive research in information technology. Digital has accompanied the formulation and design of public policy, guidelines and standards for IT Management in the State; as well as the development of the capacities for effective IT management in organizations(ScottConclusion
Currently, there are several tools that can help you in this task. Solution and delivery offers a solution that can help you, through the complete set of resources, to translate the strategy into operational objectives, defining and collecting data that allows the high performance of the business and monitor its progress. COBIT supports Governance and IT Management based on five essential principles and seven enabling principles. The principles include: meeting the needs of stakeholders, involving the company from top to bottom, applying a single framework, allowing a holistic approach and separating governance and management. In the illustration below, we can see how COBIT classifies not only the IT Governance of the company, but also the IT Management(Courtney, Shabestari and Kuo, 2013). There are five domains (four of management and one of governance) that align and help the separation of governance and management. Currently, COBIT is the only framework that helps companies achieve their IT governance and management objectives, encompassing benefits and optimizing risks and resources.
