INTRODUCTION
Information technology is defined as the use of computer systems and technical devices
in order to manage the big data for systematic working of the organization (Andrei, Casu-Pop,
Gheorghe and Boiangiu, 2019). Agile method is used for the project which is an iterative
approach of developing the software. The following discussion is based on the project proposal
of information technology which is related to the software development in a firm which will
cover the project problem, benefits or values to the specific domain, project scope, MOV steps,
estimated time to complete the project, estimated cost of the project, project framework, project
assumptions, ways of solving the problem, identification of IT risks, mitigation of risks and
project management approach with proper conclusion.
MAIN BODY
Project problem
Problem identified in various organizations related to the information technology are
associated with the software designing and development as per the needs and requirements of the
employees and technical staff. Software used by the firms are based on individual departments
which means that every department has different software related to marketing management,
human resource management, financial management, operations management and many more.
Therefore, it is recognised that it is lacking the collaboration of different departments along with
the expensive maintenance and reduced interdependence on each area.
Benefits/values to the specific domain
Problems identified above can give benefit or value to the software development project
proposal on an attractive basis because software development is an important task for every
organization if firm is running on technical terms and if they need proper management within
their departments. Problems identification has benefited the need to update and innovate the
software development process in a more creative manner for better using of the software in a
more comfort way by rectifying the problems identified for the same (Tam, da Costa Moura,
Oliveira and Varajão, 2020).

Project scope
Scope of the project is to develop a software which benefits the organization in an
effective and efficient manner while working within the firm with various departments. It will
help to maintain the secrecy using assorted log in ID and password as well as ensures the
collaboration of several areas of the company with worth cost on the maintenance of the software
along with an appropriate interdependence on each other. This can support the company in
increasing its productivity with better coordination using software which has the nature of all in
one features of each and every department of an administration (Bhavsar, Shah and Gopalan,
2019).
MOV steps
Identification of desired area of impact
Project based on software development where all in one features of all the departments
are managed will have the greater impact on entire organization but specially on the customer
relationship management and strategic management along with the operational management and
social management which includes employees and employers communication flow in a tactical
manner. All these areas are identified for the positive impact of software development in an
organization. This is because these areas are responsible for the succession of the project
proposal and its effective working (Pace, 2019).
Identification of desired value of the project
Desired area of impact has a value associated with the software development project in
information technology such as it can help in optimizing the business process and new invention
in the management of the company. It supports in emphasising the business acumen along with
the reliable nature and uniqueness in operations among various departments. It aids in the
adaptability and compatibility along with the exclusiveness and flexible characteristics in the
software. Moreover, security and cost effectiveness is a valuable benefit of the project.
Developing an appropriate metric
Metric is a form of measurement of the project success which helps the people who are
involved in the overall project to identify that the project is actually progressing or not. This
measurement is necessary so that the improvement and amendments can be performed as per the
needs and requirements of the project. Metric developed for the project of software development
is the efficiency of the undertaking which means that project targets and expectations of the

stakeholders are matched with the actual accomplished targets and expectations. This can easily
help in developing the metric for progression (Christov and Hoffman, 2019).
Setting a time frame for achieving the MOV
Time frame for achieving the measurable organizational value must be set as per the
project completion time schedule because it clearly states that the time frame of MOV must not
collide with the time frame of the accomplishment of the whole project. Therefore, according to
the current project of software development, time frame set for the MOV steps must be in the
initial stage that is the planning stage of the whole project development. This is because the
value of the project must be initially be well known so that the proper reasoning must be
available for the undertaking (Fair, 2021).
Summarizing the MOV in a clear, concise statement
It is summarised that MOV steps are essential to conduct for the clear picture of the
project as it renders an appropriate reason of development of the software and how it can benefit
to the organization in an innovative and strategic manner. Therefore, identification of desired
area of impact and identification of desired value of the project along with the developing an
appropriate metric and setting a time frame for achieving the MOV is discussed in the entire
MOV steps.
Estimated time to complete the project
Estimation of time in order to complete the software development project is calculated
with the help of Delphi method. This is a technique or approach to the time estimation of the
project which says that the people who are involved in the project conducts the surveys and
prepares the questionnaire from the people who are experienced in the particular field. They
communicate their personal opinions regarding project. Therefore, estimated time to complete
the project on an average is all about four to nine months to design and develop as per the size
and complex nature of the project (Alaidaros, Omar, Romli and Hussein, 2019).
Estimated cost of the project
Estimation of cost in order to complete the software development project is calculated
with the help of Expert judgement method. This is a technique or approach to the cost estimation
of the project which says that expertise who are involved in the software development project
have special skills and knowledge about the specific field and suggest the budgeting and proper
cost of the project according to the past experience. Therefore, estimated cost to complete the

project on an average is all over $60K for small size firms to $125000+ for large size firms to

in an accurate manner.
Project assumptions
Software development assumptions by the software developer can be find out in such a
way that testing the software will definitely bring out the bug or error because everything cannot
be perfect specially the development of such a big software. So first assumption is the high level
of bug can occur while testing the software. Testing is done either by the final user or by the
testing person hired by the company. Another assumption can be the time frame because
estimated time can fluctuate at the stage of testing as it can take time or even at once it can be
approved.
Ways of solving the problem
There are ways to solve the problems of bugs and time frame of testing and it is required
to resolve these assumptions because the assumptions are negative rather than positive. Bugs
assumptions can be rectified by developing the software by concentrating on the initial planning
and designing stage of the software development so that there can be the minimum chance of
bug. Moreover, time frame bug can be rectified by proper bug maintenance of the software (Haq,
Gu, Liang and Abdullah, 2019).
Identification of IT risks
There are various risks which are associated with the software development project and
the three major risks are such that first is the security of data in the software which is installed at
the time of development of the project. This is because data can get breached due to insecurity of
the software. Another risk is the poor management of the software which includes the working
and functioning of it. Third risk is poor budget estimation which includes the excessive cost on
the project (Raharjo and Purwandari, 2020).
Mitigation of risks
The risks discussed above are highly and essentially required to get mitigated on a prior
basis. Security risks can be mitigated by proper testing of the security functions in the software.
Poor management risk can be mitigated by adopting the strategic management of software and
the users. Poor budget estimation risk can be mitigated by consulting the technical expertise of

finance and budgeting so that they can render a proper recommendation and suggestion
regarding cost and expenses of the project along with the resources used in an efficient manner
(Akgün, 2020).
CONCLUSION
