body to commence those laws and regulation through which everyone can be benefited. It is
necessary to understand that laws and regulations always\ remains same for each of the person
and they must follow proper guidelines of law. Basically, two different proceeding can be started
whenever any of the law is breached and they are civil and criminal proceeding where penalty is
imposed upon defaulter. In context of the report, comparison between Japanese and Australian
law will be done that where action taken by Ms. Koikess who is a Governor of Japan.

situation where people might have to suffer from huge losses and even it do not fall under the

addition, due to pandemic this was among the important decision to close all of the parlour with
immediate effect because it was seen that people were still engaged in pachinko which may
create future issues for them. There were number of other issues in this types of parlour because
it is said that this types of parlour do not follow legal compliances and base of the business is
also illegal which may create issue for the local public. For the welfare of public, it is necessary

that company must be able to follow ethical values but pachinko parlour do not follow them due
to which problem for the public increases automatically in it.
Looking at all of the scenario and laws and regulation of government of Japan, the action
taken against parlour was correct because of the way it was operation within the different cities
of Japan. If governor had not taken this particular decision, then people may have to suffer from
huge losses and losing huge amount of money during the time period of economic crisis might
create huge problem to survive (Wakui, 2018). The decision to close all of the pachinko parlour
with immediate effect will allow the people to remain safe within their house and even control
can be brought within those business activity which are illegal in nature in the eyes of laws and
regulation. The guidelines of Entertainment Business law say that any of the gambling machine
should be use in that particular manner where problem can be created for public but in case of
Japan Pachinko Parlour they were doing exactly the same thing due to which people had to suffer
from number of problem.
In present scenario, there are number of nation which is against gambling game due to
which they imposed ban on any of the company which has been involved themselves within the
activity of gambling. But, on the other side talking about Australia which is among top 10 nation
on the basis of geographical area where less 3% of the total world population believes within the
gambling. Even government have legalised that any of the city get the right to start the gambling
association as it directly allows to generate revenue for the country because every year number
of tourist visit where they like to play gambling games as well. While talking about specific
place like Queensland which covers large part of Australia have legalised gambling gaming. So,
looking at the given scenario if Governor of Queensland had taken the decision related to
Pachinko Parlour to shutdown with immediate effect then it would have been completely against
the law and still the companies which is operating within Queensland for Pachinko Parlour could
have operated their business activity in best possible manner (Botta and Yamasaki, 2020). But,
there are certain criteria which must be fulfilled by all of the gambling association that they must
perform their business activity in ethical manner where they should be able to guide the player
about profit and losses which may occur in front of them. It is said that organisation are allowed
to conduct business activity related to gambling games but they are also needed to ensure that in
any of the situation they will not be allowed to change the operating system of machines because

that might not be fair thing with players and it can create issues for the licence holder if any of
the evidence are found against them.
While comparing both nation or two different cities i.e., Tokyo and Queensland, it can be
easily determined that laws and regulation are different in any of the places but major focus is
always given towards following legal laws and regulation and if in case they are not followed
then legal action can be taken upon business entity (Ogden and et. al., 2017).
CONCLUSION
From the above discussion, it can be concluded that the decision which has been taken by
the government simply says that laws and regulation must be followed by each and every
commercial sector. Although, gambling related games are legal within Japan but there are some
of the standard which must be met and companies where unable to do so which created the issues
in following the laws. The decision taken by the Governor was appropriate because Pachinko
Parlour were unable to follow proper laws and regulations. On the other side, government of
Queensland have permitted the gambling games because of the return it gives to generate
revenue for the nation.
