Decision to legislate
•Legislative programmes-The

Bill preparation
• Creation of team for the drafting of the

• The team would consist of a Bill

would be issued with the instructions
with regard to drafting of the bill
• The instructions would imply the
background of the law

Bill Introduction
• Can be introduced in
both the houses of the
Parliament-The decision
would be made by the
PBL Committee
• Pre legislative scrutiny-
The process where the
Parliamentary Committee
has the key role to play

• A meeting is to be held by the PBL
Committee to introduce the bill
• Such a committee has to look for
the aspect pertaining to the
compatibility of the bill with the
European Convention on Human
Rights

Parliamentary stages: Passing of bills
The Parliamentary stages are
follows:
• First reading- The bill is
simply introduced in this stage
• Second reading- The principles
of the bill are debated
• Committee stage- The details
of the bill are considered
• Report stage- Discussion
of amendments
• Third reading- General
discussion
• Later stages- The houses
of the Parliament have to
agree with each other for
passing of the bill
