2. Overview and significance of proposed study
In the 21st century, business has become more organized than before. It is true that the current
business trend has got highly influenced by the technologies (Beirne and Ramsay 2018).
Analyzing the situation in UAE, it has been identified that digital technology has made a
significant contribution while transforming the workplace activities. The technological journey
in Dubai workplace has started in 1993 and after the announcement of technological involvement
in public sector in Dubai, various financial benefits have been seen (Deloitte.com 2020). After
the urbanization, interconnectivity, planning and efficiency have become necessary in the
working sector. Numerous digital transformation initiatives have driven the public adoption of
ICT in all the aspects of workplace. Promoting the global competitiveness the disruptive
technological innovations have empowered the country economy. However, recently, cyber
security has become the important concern for the companies. After the digital transformation,
employees have become mobile and they are not bound to be present in the office space, which is
influencing the employee attrition rate. It is true that the use of artificial intelligence in the
profiling and data analysis process in the workplace are creating emerging threat (Consultancy-
me.com 2020).
The significance of the study is it is going to identify the various aspects of technology those
influences on the emerging public sector in Dubai (Grantthornton.ae 2020). The emerging tech
trends in public sector has brought different threats as well as challenges those are influencing

the operational activities in the organizations. Therefore, through this study the new area of
research based on both the threats and opportunities of tech trends in the emerging public sector
have been identified, which can enhance opportunities for future research in the particular area.
3. Aim and objectives
Technology has got evolved in every part of public sector for promoting better economy in UAE.
The aim of this study is to analyze the technological trends that can promote betterment in both
the social and economic context. By continuing this, examining the factors those are responsible
for creating challenges for the organizations while dealing with the emerging technological
trends the study has provided solutions for betterment.
To identify the technological trends in public sector in UAE and its impact on economic
and social context.
To examine the factors those are responsible for creating challenges while dealing with
the emerging technological trends in the public sector.
To provide effective solutions for dealing with the challenges in the public sector.
4. Relevant literature
4.1 The digital transformation in public sector
Across the globe, the government agencies have started implementing the digital transformation
projects for saving the cost and promoting better experience to the citizen (Gray 2019). By
investing in the comprehensive digital transformation, the government agencies have enabled
citizen trust, satisfaction and optimized efficiency. It is true that in case of private sector, the
technological innovation is not new, which has created pressure for the government agencies to
survive in the competitive environment. Therefore, it can be said that adopting the digital

transformation, the government agencies have responded to the changed demand among the
citizen (Information-age.com 2020). Especially in the Middle East, the economic shifts from the
traditional income sources towards insane economic growth has become possible due to the
digital transformation. It is true that the international dimension of the digital transformation is
not limited to the economic context, but also it brought betterment in social context too. In terms
of achieving the strategic business goals, the digital processes have become the major strategic
move that has brought the massive cultural shift in the workplace (Information-age.com 2020). It
is true that after the introduction of digital transformation, four important domains such as
business model, culture in the workplace, business process and business output have got
significantly influenced. The entrepreneurial infrastructure has got changed after the
transformation and due to both the hardware and software affordability, better communication
with the stakeholders has become easier.
4.2 Emerging technological trends in workplace across UAE
In the technological report published in 2018, it has been identified that the noticeable strategic
shift has been visible across the UAE firm. In respect to the artificial intelligence, the first
technological trend has significantly influenced the human life. Maintaining the transparency as
well as accountability, the raising AI in the workplace has enhanced the employee efficiency (I-
scoop.eu 2020). The second technological trend is all about data veracity, in which the errors
such as data manipulation, inaccuracy and biases have got minimized. After the introduction of
this trend, the physical distance between the customers and the employees through the
augmented reality has got reduced. This has significantly contributed in creating intelligent
distribution system and made the robotic workplace environment. Especially in case UAE, it has
been identified that maintaining the exponential speed in the disruptive workplace environment,

it has become the future focused country. With the strong mindset of technologically advanced
workplace, the UAE based firms have started developing the trust among the consumers
(Mckinsey.com 2020).
4.3 Innovations in UAE public sector
The government of UAE has improved the workplace situation after the transformation from bog
data and cloud platforms to the smart government apps. Through the recent advancement, the
government has started delivering better services to the customers (Mckinsey.com 2020). In the
year 2015, wood recycling system has been introduced in which the trash has got transformed
into treasure. The idea for bringing changes in the waste management system has brought cost
effectiveness in the workplace. The artificial intelligence has brought the concept of smart
Mosque system which has helped to promote the better environment. It has also contributed in
reducing the inefficient power consumption rate. The smart mosque idea has got influenced with
the idea of electricity consumption. In the year 2015, UAE national innovation strategy has been
adopted in which it has been mentioned that it will focus on education, health, technology, water,
space, transport and energy sector (News.itu.int 2020). By underlining the innovation and
creativity, the Dubai government has become more concerned about the employee actions.
Through the enhancement of economic and social status, the government organization has
developed it image as the primary destination of business and talent. In the global innovation
index 2017, UAE has positioned itself in 35th rank. Increasing investment in the innovation sector
has reached AED 14 billion yearly.
In the year 2014, the innovative initiatives have been introduced in the public sector for
promoting better services in various area. Depending on the innovative capabilities, innovative
ideas and support towards development, by developing global network, the capacity of

government innovation has got increased (News.itu.int 2020). In terms of increasing the
efficiency of government administrative work, in the year 2013, recreation of cabinet by MBRGI
has brought revolution in the Dubai public sector. Maintaining the collaboration with ministry of
community development, youth development, culture, the brainstorming session has been
arranged by the government. In terms of fostering the innovation and creativity, in the year 2015,
the Dubai innovation week has been celebrated in which almost 800 activities have been
launched.
The community development authority in Dubai has made major contribution while adding the
technology in labour appreciation initiative. In terms of promoting the self-confidence as well as
collaborative workplace culture, the professional transparency has been maintained by the
employee portal. The global star rating system for employee performance evaluation program
has been introduced in the year 2015 (Nica 2016). In terms of promoting the high quality public
service, smart applications as well as call centers and websites have been launched by the
government.
4.4 Challenges of technology in workplace
It is true that in the rapidly changing technological environment, huge changes in both the private
and public sector have been identified. Analyzing the tech advanced business environment, it can
be assumed that in the year 2020, almost 30 billion devices will get connected with the internet
(Worldgovernmentsummit.org 2020). Due to the mass connectivity, the online world can bring
the negative impact on the both the personal and professional life of human (Thenational.ae
2020). In case of UAE, it has been identified that media and telecommunication has influenced
the risk of customer privacy. It is true that technology has changed the transaction process in the
workplace where need for human resource has got reduced. On the other hand, increasing

amount of cybercrime has made the situation challenging for the government and private
agencies. After the introduction of technology in the workplace, lack of focus among the
employees has influenced the workplace culture.
5. Research design
The purpose of research design is to develop the interrelationship between both the dependent
and independent variables (Quinlan et al. 2019). Developing the framework by adding the
research methods, research design helps the researcher to properly address the research issue. In
the research design adding different components in logical way. It significantly contributes in
data management and the analysis process. Research design can be classified into three types
such as descriptive, explanatory and exploratory. Descriptive research design can be considered
as the scientific method that significantly helps to describe and observe the behavior of the
research theme. In the explanatory research design, generating the operational definitions, better
research model is being provided by the researcher. In terms of providing the better clarity of the
research problem, exploratory research design is being selected.
Justification of the chosen research design
In the particular research paper, the descriptive research design will be beneficial for the
researcher in terms of developing the correlations in better manner. By continuing this, it can be
said that using the descriptive research design, the researcher can justify the research objectives
in detailed manner.

6. Methodology
6.1 Research philosophy
Research philosophy can be considered as the important part in a research paper that provides the
systematic explanation of the assumptions of the researcher on the particular research area.
Here, following the research thought, the research design helps to share the relatable knowledge
to promote the research belief. Research philosophy can be classified into three types such as
positivism, interpretivism and realism (Bresler and Stake 2017). The positivism research
philosophy is being developed depending on the natural phenomena and developing the
relationship between the research properties, the researcher tries to provide the logical approach
to the paper. Interpretivism is associated with the idealism philosophical position that helps to
combine diverse approaches for developing the independent research paper. Realism research
philosophy is relied on the independent idea that is being generated from human mind.
Justification of chosen research philosophy
In the particular research paper, positivism research philosophy can help the researcher to form
the logical explanation of the research problem. It can help to promote the true of nature by
adding the scientific evidences. On the other hand, interpretivism and realism research
philosophy will not promote the scientific understanding of the research topic.
6.2 Research approach
Research approach is about developing the research hypothesis that can help to identify the
distinctive points related to the research topic. By continuing this, it can be said that research
approach can be defined as the formal deduction of the logical consequences from the initial
assumptions that can promote the objective in the structured manner (Quinlan et al. 2019). There
are two types of research approach such as deductive and inductive research approach.

Developing the existing theory based hypothesis, the deductive research approach helps the
researcher to get better understanding. On the other hand, inductive research approach is being
generated based on new emerging theories based on the collected data.
Justification of chosen research approach
In the particular research paper, the researcher will choose deductive research approach that can
help to test the hypothesis by using the existing theory. It can help the researcher to bet more
understanding on the particular topic. The inductive research approach will be avoided as the
researcher will not introduce any new theory.
6.3 Data collection and analysis
In the particular research paper, primary and secondary sources will be used for adding
information for strengthening the paper. The secondary sources such as existing journals,
articles, books and websites will be used for collecting the statistical information and different
technological trends in the workplace. Primary information will be collected by conducting the
interview on 5 government employees from transport, energy, water, community development
and education sector. The secondary information will be analyzed by using the thematic analysis
technique. On the other hand, the information collected from the interview process will be
analyzed using the qualitative data analysis technique. Each of the participants will be asked 5
questions and the information will be transformed into transcript.
7. Ethical issue
In terms of avoiding the ethical issues, the privacy of the participants will be maintained
properly. The information will only be collected from the peer reviewed articles and in texting

will be done for avoiding the ethical errors. Researcher will not try to manipulate the information
provided by the participants and strict guidelines of Data protection Act 1998 will be followed.
7.1 Assumed risk
It can be assumed that biased information from the employees’ end can create little difficulties
for the researcher to add it in the research paper. It will be tough for the researcher to convince
employees for the interview process. Budget ay create challenge for the researcher to access all
the information related to the topic.
8. Assumed outcome
It can be assumed that the research paper can significantly identify the areas in public sector
where the government needs to be more concerned while implementing the strategic innovation.
It is true that the research paper can also help to understand the perspective of the government
employees working in UAE and their needs. This can significantly promote the betterment by
identify the factors those are creating challenges for dealing with the rapid tech advancement in
the workplace.
9. Implications
The research paper will help to promote some solutions that can help the administrative
authorities to underhand both the positive and negative impact of technological advancement in
the workplace. It can help to take measurable strategic move for dealing with the situation.
