Introduction
The following report deals with the West gate tunnel project, which aims to provide a
solution to the transport issues affect Melbourne West. This particular project will have both
social and economic benefit to Melbourne. The project comes up with a tender design and
framework has been given for environmental regulation. The project aims to deliver some
benefits to the people of Melbourne. The community will enjoy an improved flow of traffic on
the M1 side of the corridor resulting in a reduction of reliance on West Gate Bridge. This has
merely expanded the capacity on the west gate freeway and even improved overall connectivity
in between the expanding capacity of the central city and western parts of Melbourne. Most of
the communities will be benefitted from this less truck traffic on the local roads. Along with this
inner west will also be benefitted from the enhanced cycle links and different kind of open
spaces. West Gate freeway will receive much greater protection of noise from additional traffic
noise reduction measures. Along with this, the operation at the port of Melbourne will also be
improved.
In the above pages of the report, an analysis has been done regarding the strength and
weakness of Westgate Tunnel project. The comparison has been done using best practices of
Green Book. All the key assumption with the project has been discussed in details.
Strength and Weakness of Westgate Tunnel
The five case business model can be defined as the approach for business development,
recommended by UK officials. This has been used widely on various government departments
and public sector organization within the last ten years. The five case model provides a much
discipline and structure approach for approving at the best possible decision. It is not completely
suitable for overall judgment and experience. It will be required at different points of the

decision-making process. It can be used in a wide range of sectors that are for the capital scheme,
which result in something being build and procured.
Strength
The project aims to produce a huge number of benefits in term of communities for both
inner west and outer west.
As Green book, as a result of massive public subsidiary most of outer west in particular
condemned for long and daily commutes by cars. It will save time around eight minutes
on daily basis by the project.
As per the Green book, this project will bring huge number of benefits to Transurban. It
is a new tunnel involved in designing additional cars to CBD through spencer Street. The
extension will considered to be profitable. If approvals are obtained for Transurban for
collecting tolls for next 12 years in the year 2047. All the city link will pay much
unnecessary road for much longer time.
Weakness
The project improves access to port which is the key objective of the project but only for
trucks. It is only available to Swanston Dock, north of Yarra. As per best practices in
Green Book (five case model) fifty per cent of the container moves by using rail but here
only nine per cent is seen.
West gate tunnel come up with huge number of drawbacks and hazards. It merely focus
on the point that there is increase in air and noise pollution for the local residents. It
merely result in increase in local and arterial roads being increasing congested by much
more number of trucks and more 37,000 cars on daily basis. It merely focus on any kind

of public transport improvement and loss of amenity in the present a proposed parks and
sport grounds.
As per five model, Lifestyle results will have a huge negative impact on health. This is
far more expensive in comparison to providing alternatives to public transport.
The project aims to improve access to the port which is a plus for the trucks only. In
order to make the situation much more badly, it will make the shift to Web Dock on its
bay. By the 2050, Swanston Dock will close and second port will be established at the
Point Wilson. This is all about connecting some of expensive tunnel to wrong parts of the
diminishing public benefit.

is merely all about shaping the risk profile during the execution period and mitigating various

and level of freedom which an individual to shape the risk profile. There is huge conflict in
between aspiration for limiting the number of volatility of upcoming risk in the project. It is

materialize in the next stages. But, this can result in earlier stages under various responsibilities.
In addition, this requires an end to end risk management. It can be applied and developed

For the overall success of west tunnel gate project, public procurement, all the
stakeholders need to have value chain of infrastructure project which should be subjected for
various private sector risk management. It needs to be contributed for effective implementation
of risk management and capabilities in the project lifecycle. There is need for accessing project
life cycle which can be powerful way of making it powerful way for making it much more
resilient.
Social acceptance of this west gate tunnel project stand out to be a key variable in
analyzing the protest against infrastructure project. Social mechanism merely highlights the level
social acceptance which ultimately lead to mobilization that received much less mobilization.
The report merely aims to understand one specific element of mobilization that the social
interaction in neighborhood. A list of data has been calculated for participating in the project that
