This report discusses the hazards and risks in business enterprise environment, including crowd management, hooliganism, and terrorism. It also covers the efficacy of risk assessment plan and success in achievement of safety. The report includes a risk register and risk matrix link with organizational strategy to develop safety in business enterprise environment. The robustness of the risk assessment plan to reduce the errors and mitigate is also discussed.

INTRODUCTION
Risk assessment is the process of identification of the hazards which has negative effect
on the smooth working of the organizations (Davis, Slaterand Baker, 2021). These assessment
helps to identify the risk accordingly implementing the solutions to overcome these risks for the
businesses. It considers following while analysing such as what can cause injury or harm, what
prevention can be taken to eliminate these risks. On the basis of the case study, there mainly
three types of risks crowd management, hooliganism and terrorism. This report will also include
the risk register, analysing the robustness of the enterprise and efficacy of the risk assessment
plan.
MAIN BODY
Hazards and the risk from the hazards-
Hazards is a object or behaviour that has potential to harm which can generate risk for the
people. They can be classified in many ways such as natural, technological etc. The main theme
of the hazards it that it stores the energy which can cause harm. The word hazard and risk are
usually interchangeable, but they have some difference between them.
Risk is the probability that person may cause harm and can experience some adverse effect
(Hopkin, 2018).
In this case study there are hazards which can cause risk to the people such as-
1. Crowd Management as hazard- Crowd can cause many problems to the environment which
includes humans as well as animals such as-
 Surging and swaying- The falling and rising activity can lead to crushing between the
people. Because of this activity, many people can lose their lives as they can have
breathing problem.
 Trampling- Usually, at the big events there is the risk of trampling of people under the
foot. When their happens something wrong then everyone runs and that time this risk can
happen as well as people are squashed under the foot.
 Danger behaviour- This can cause dangerous behaviour of the people like throwing
objects on other people because of which many people can get injured.
The factors that affect crows management are vehicle and pedestrian flows, security services,
communication of rules and planning etc.

2. Terrorism as hazard- Terrorism is the threat to the people. This is also the major threat to the
insurance industry. Terrorism can have many risks to the people as -
 End of the event- If there will be attack of the terrorism on the event spot then the event
will not held. The risk of terrorism is much higher for everyone.
 Property destruction- This has the risk of destruction of the property where the event
will be held. The money invested in this event will be wasted.
 Loss of life and injury- The biggest risk is of loss of life as well as the injury of the
people. Terrorism is the attack which takes away lives of many people.
 Feeling of fear- This can create fear and terror among the people by which people may
not even come outside the house.
3. Hooliganism- This the illegal or unlawful behaviour usually happens at sporting events. These
activities can be like rioting, vandalism and bullying (Vinnem, and Røed, 2020). The risk from
these activities such as-
 Conflicts- There many happen the squares may turn into battlefields for fighting which
may lead to death of the people. The audience at the stadium will be the most affected by
these hazards as they may lose their lives and can get injured by these fights at the
stadium.
 Property destroy- The stadium may destroy by these activities. People fighting with
weapons like sports bats, rocks, knives, glass bottles all these disorder behaviour of the
people may lead to destroy of the property. The people visited stadium as well as the
management could be affected by this hazard.
Efficacy of risk assessment plan and success in achievement of safety-
Crowd management- British Association of Chief of Police Officers came up with new
design of the stadium to control the risk of the crowd at the sports events. Proper stadium design
has helped much to control the crowd at the stadium (Pouw, et.al.,). Screening has enabled the
people to follow the regulations of the stadium which has been divided into two parts one with
their belongings and another with nothing with them. This helps to control the traffic or crowd in
the stadium. Traffic and parking has been controlled by parking the vehicles away from the
stadium. These all have impacted positively and had better effectiveness in eliminating the risks
as well as has helped in reducing the probability of crowd in the stadium.

Terrorism- The development of stadium and its new design was done by British Association by
analysing the risk assessment at the sports event. This has helped in controlling ion the risk of the
terrorist at the stadium. The best way used by British Association was the use of the advanced
technology by applying the CCTV camera at the appropriate places which allows the police to
monitor the outside as well as the inside areas (Bennett, 2018). Accessing control helped to
monitor that no suspicious person enters the stadium, this has controlled the terrorism in the
stadium. In screening process the bags are checked so by this also terrorism was reduced. All
these processes of reducing the risk of terrorism at the stadium was achieved and the probability
of happening of this risk was reduced much.
Hooliganism- To eliminate the risk of hooliganism at the stadium many strategies were used by
the British Association which was successfully achieved by them. After the development of the
stadium has incorporated the unique dining area with leisure experiences as well as the shopping
venues which leads to creation of atmosphere that discourages the hooliganism at the stadium.
Along with this, new technology of CCTV was used to monitor the actions and behaviour of the
people at the stadium. These all methods of eliminating the risk at the stadium has impacted
positively and probability was reduced at the stadium (Ágnes, 2018).
Thus, the risk assessment plan of the British Association of Chief of Police Officers was proved
effective and had positive impact.
Security and safety can cause many problems to the people. As in the case study it has been
stated that there is risk of terrorism, hooliganism and crowd at the stadium. These risks can cause
the loss of life, destruction of property, injuries to the fans, trampling under the foot etc. all these
risks are increasing in the sports events so to eliminate these risks, British Association of Chief
of Police Officers has done the risk assessment. For ensuring the safety and security of the
people they have done changes in the design of the stadium which enables to reduce the risk of
the terrorism at the stadium (Menaker, et.al. 2021). They have also used the advanced technology
as CCTV cameras to monitor the outside as well as inside area of the stadium, monitoring the
behaviour and actions of the people so that at the same time action could be taken by police.
Accessing control so that no suspicious or danger person can enter the stadium, management of
the staff members so that the behaviour of the staff can be monitored. These all strategies of
company used is proved to be successful in ensuring the safety and security at the stadium.

This plan makes a better understanding in the context of how risk can be resolved and
managed with the application of information collected from different aspects (Oliva et al., 2022).
Football event management is not easier. Almost event managers get to suffer from similar
issues. Strategic, operational risk are major two risk within event management and its long term
sustainability. So they decide to evaluate and identify specific activities which can resolve
conflicts are as follows.

football event, and it badly impacts activities of overall event success and continuity.
Crowd management risk is one of the most challenging terms to manage within an event
because different propel behaviour, their activities, hooligan activities are major significant
issues in England football event. However, this error and risk can be resolved when the
management team develops a higher attraction and engages resources to manage risk. So crowd
management risks like life issues, breathing issues, body injuries, and many more errors can be
mitigated by applying and utilising appropriate and sustainable tools.
Terrorism risk management is not easier because identification of this risk probability is
not specified, and the solution of this risk has low chances (He et al., 2021). However, the
application of CTSAS, which provide helps and advice to manage and protect with security
experts, is essential to reduce risk within an event. Application of this type of risk will defiantly
reduce conflicts to this term or risk mitigation strategic approach.
Robust risk management is complex, but event organiser and event manager has a
responsibility to develop a team that must engage some specific tools for resolution of risk errors
and mitigation includes which are as follows,
Technology involvement: The addition of technology resources helps analyse the risk
that will happen in the event. And it includes tools for risk management like electric safety and
fire safety, CCTV cameras and many more safety tools can helps to reduce conflicts with great
manner. Idea of this term its essential to includes technology involvement within business
practices.
Risk management indicators: Health safety awareness development in the audience, a
large amount of security and protection guards’ involvement, safety doors for audience, solid
event management plan, crises management plan, medical services availability, and many more.
Access control with rules and regulation involvement and it can be only maintain and control
issues within business activities when risk management indicators develop higher effectiveness
in their performance and they continuously identified misbehaviour of people so its essential
terms to engage within event management. Because it clarifies to the audience that they have to

follow and apply appropriate regulation when they appreciate the event. Because indiscipline can
badly impact the legislation of event participators' activities.
Safety and security guards or experts’ involvement: Terrorism related issues or
conflicts is not easier to manage with an event, but the application of appropriate sources and
security experts which provide information of terrorist that has a chance to happen within the
business. Security experts who have excellent knowledge in technology tools for identifying
terrorist activities can affect event success. So it is clear that terrorism-related risks can also
mitigate by applying the protection act. For the safety and security when event management team
involves appropriate experts bodyguards the it’s easier to control and manage risk factors with
great manner.
CONCLUSION
It has been summarised from the above reflective study that hazards provide information
on which type of risk can accrue from the specific term. It has been easier to develop a risk
register plan and risk matrix by identifying risks. It makes more and better understand which
strategic tools can resolve issues or conflicts within England football even management. It has
also been identified from the above study that robust risk can also be resolved with a proper plan
or framework development or various risks. Hence, crowd management and terrorism-related
risk have a chance to resolve and manage with risk mitigation strategic approaches.
