INTRODUCTION
Construction industry is one of those industries which has to remain updated with new and
advance technologies and techniques as per the changing demand and needs of the market
(Agyekum-Mensah and Knight, 2017). There are many civil engineering and construction
problems that can impact overall construction project and can also degrade overall quality of the
project, increase cost associated with project completion or can delay the project. Changing
weather is one of the main problems associated with civil engineering and construction project.
This project will lay emphasis upon addressing weather problems in civil engineering and
construction industry. Organization focused upon in this project is Keller Group Plc
organization.
TASK 1
(a) Project Identification
Construction industry is one of those industries which is growing continuously. Usage of
advance technologies and techniques within this industry is also increasing. There are various
kinds of problems that can impact construction done in civil engineering and construction
industry. Weather problem is one of those problems that can impact this industry in many
different ways. Due to extreme weather condition or sudden change within weather condition
various kinds of problems are occurring (Moohialdin and et. al., 2019). Weather problem is one
of the biggest barriers in this industry and can result in delay of project, increasing cost of
construction and many other problems. This project will focus upon “addressing weather
problems in civil engineering and construction”. Some most common weather problems
identified in civil engineering and construction industry are as follows:
First problems identified is equipment or material damage or reduce in its efficiency.
Unfavourable weather condition can impact overall performance of construction equipment’s
and many times it can result in wear and tear of construction equipment’s.
Labour shortage is another problem that can be created because of weather. Keller Group Plc
is already experiencing shortage of skilled and knowledgeable labour and bad weather can
enhance this problem to a certain extent.
One of the most common weather problems is hot and dry condition of weather. Extreme hot
weather condition can result in fast evaporation of water in concretes due to which its overall
1

strength can be compressed and sometimes it can result in decolouration as well (Yi and
Wang, 2017).
This clearly explains that there are many weather problems that are required to be
addressed in this industry because it can impact overall construction work in various ways.
Project aim
To address different kinds of weather problems in civil engineering and construction.
Project objectives
To analyse different kinds of weather problems in civil engineering and construction
industry.
To recommend various ways though which weather problem can be addressed in civil
engineering and construction industry.
Reason of selecting this aim
The main reason because of this aim has been selected is because weather problem is
one of the most common problem that occurs within this industry and can impact construction
project in many ways. It is extremely important for organizations like Keller Group Plc to focus
upon addressing weather problems in a timely manner so that damage that weather problem can
create can be reduced (Ballesteros-Pérez and et. al., 2017). Many times, it is one of the main and
primary reasons for increasing budget of the project and for delay in completion of project.
(b) Research methods
There are many methods though which data or related information for the project can be
collected. It is extremely important to select an appropriate method for data collection as it helps
in providing a brief idea about the project. For this construction project secondary data will be
collected. By using different kinds of articles, books, research papers, journals weather problems
in civil engineering and construction industry will be identified. IT will also help in identifying
ways in which these problems can be addressed. From this secondary data it has been identified
that weather problems mostly result in reducing performance of construction equipment or
materials or in extreme cases it can result in wear and tear of construction equipment’s and
materials (Sambasivan and et. al., 2017). So, for his project weather problems that has been
chosen to be addressed is equipment or material damage or reduce in its efficiency.

(c) Feasibility studies
Feasibility of a project is one of the most appropriate way though which all the areas of
the project can be focused upon. Feasibility study of a construction project can help in
identifying ways of addressing weather problem in civil engineering and construction industry so
that projects can be completed successfully within specified deadlines. It can also be used for
identifying alternative approach that can be used for addressing weather problem in this industry.
It also helps in making sure all the work related to construction project are completed in an
appropriate manner. There are many aspects or factors that can result in success or failure of
construction project due to weather problems:
Pre-emptive steps: These steps are one of the most important aspects that are required to be
taken within construction industry especially at places where there are chances of weather
problem to occur. These pre-emptive steps can result in success or failure of a project and
many times in delay of project (Balogun, Anzari and Thwala, 2017). Keller Group Plc
organisation need to focus upon all kinds of pre-emptive steps that they need to take so that
adverse impact of weather upon construction project can be reduced. Not focusing upon pre-
emptive steps that are required to be taken within construction project can result in:
damaging construction equipment and materials or reduce in their efficiency, reducing
quality of the construction project, delay in the project and many more.
Detailed design: It is another important factor which is required to be focused upon within
construction project that can impact a construction in many different ways and can become
prime reason of success or failure of the project (Zuo and et. al., 2018). At detailed design
stage all the problems associated with weather that can impact a project are identified. In
detailed design all the precautionary measure taken within a project are included, additional
material which is required to be included for protection of building from bad weather and
many other steps are included.
Financial plan: Detail study of financial plan helps in identifying all kinds of issues that can
result in increasing budget of the project that can impact a construction project.
(d) Specification and brief
This project will lay emphasis upon “addressing weather problem in civil engineering and
construction industry”. It is an important topic which is required to be focused upon because in
this industry one of weather is one of the most common problem which is faced by civil

engineers in construction industry. Organizations like Keller Group Plc need to identify all kinds
of weather problems that can be faced by them so that they can take required measures or
precautionary steps so that its adverse impact upon project is reduced. Detail description of
specification of a project is one of the most important things which is required to be focused
upon within a project that can result in success of a project (Mason, 2017). Specifications of a
project is an important part of a project as it helps in identifying materials required to complete
the project in a timely manner like preventive specification of this project that are required to be
focused upon are: waterproofing, clean-up of Debris, excess water, and other foreign materials..
Each construction project should undergo a certain set of detailed steps so that they can
identify problems that can occur in future in a timely manner. This identification of problems can
help in timely addressing weather issues in civil engineering and construction projects. it can
help in reducing direct/ indirect impact of weather problem upon construction and civil
engineering project.
TASK 2
(a) Identification of required resources, costs, personnel and timescales involved as a part of
scope of project
Project scope helps in identifying all the resources that are required for completion of a
project. It also helps in identifying overall budget and time duration within which project is
required to be completed. Scope of the project helps in identifying resources required for project,
cost of the project, time duration of the project. Main scope of this project is to identify and
address weather problem that can occur in construction and civil engineering projects so that
effective measures can be taken such as pre-emptive steps, waterproofing, site clearing of debris,
water etc.
Resources and Personnel: Resources is one of the most important part of a project scope
which is required to be focused upon. It helps in identifying all kinds of resources that are
required for completion of a project (Johnson and Babu, 2020). It is also important to identify
all kinds of resources that will be required within the project for addressing water problem
effectively so that quality of the project is not compromised and can be completed within
defined cost and time. Resources required to address water problem and complete project in a
proper manner are: workforce, project manager, war material, project management tool,
software for designing.
4
Document Page
Cost: Another important part of project that help is identification of project scope is cost.
Defining cost of the project helps in identifying cost required for addressing weather
problem, maintenance of machinery and maintaining quality of the project, so that project
can be completed successfully. Approximate budget required for completion of the project
are £50,000.
Timeline: It is important for project manager to evaluate and identify time duration which is
required to complete whole project in a proper time period. It can be done by identifying time
period required for completion of each activity so that overall time duration for the project
can be identified. Overall schedule of completing this project on time is 100 days or 3
months and 8 days.
(b) Description of different kinds of techniques for potential solutions and stating clearly costs
and cost planning involved
There are different kinds of methods or techniques that can be used for addressing and
reducing water problems in civil engineering and construction projects. Solution that can be used
for addressing water problems so that whole project can be completed within defined cost are:
Pre-emptive steps are one of the best and most effective solution that can help in addressing
water problem in construction industry is identifying pre-emptive steps through which impact
of weather problems can be resolved (Demirkesen and Ozorhon, 2017). Pre-emptive steps
such as performing clean-up so that debris, water or foreign material that has been collected
due to bad weather can be cleaned so that its impact upon materials or construction
equipment can be reduced. it will help in maintaining quality and performance of materials or
construction equipment is maintained and chances of damaged to these materials or
construction equipment is also prevented.
Include weather forecasting information in schedule as it helps in identifying weather
problems that can arise in future due to which quality of materials, building, equipment’s can
be impacted.
Both the solutions identified are cost effective and can be included within construction
project which will not only help in addressing weather problems within specified budget but will
also help in reducing it so that its impact upon project can be reduced, quality of construction
equipment’s and material can be maintained and chances of wear and tear of equipment’s can

also be eliminated. Also, cost of pre-emptive steps and weather forecasting has already been
included in overall cost of the project i.e. £50,000.
(c) Preparation of Project management plan with resource and time tracking system included in
work plan using PERT chart or CPM, and Gantt Chart
There are various kinds of time tracking techniques or methods that can be used for
preparation of project management plan. Two most commonly used methods are Gantt chart and
PERT.
Gantt chart:
It is graphical representation of schedule of the project that also helps in identifying time
period required by all the activities of the project to be completed.

PERT:
It is a Project evaluation and review technique which is majorly used within projects for
identification critical time interval required for completion of the project.
PERT can also be used for calculating and identifying Crtical path that should be
followed for completion of the project.
TAKS 3
(a) Evaluation of potential project management solutions using PERT or CPM chart
PERT chart is one of the most effective technique or method that can be used for
evaluation of project management solution (Oleinik, 2018). It helps in identifying schedule,
budget resources required for completion of project in an appropriate manner. it also helps in
identifying sequential order of task which is required to be followed in order to complete the
7

project in a timely manner within defined cost. PERT chart has also helped in identification of
effective solution that can be used and implemented within the project so that it can be
completed in a timely manner. From the above PERT chart and critical path, it has been
identified that out of both the solutions, Pre-emptive planning solution is more appropriate.
PERT chart also helps in explaining that following this critical path task will also help in
finishing the project within less cost and lower time duration.
(b) Justification of selected project solution with reference to Project specifications stated clearly
in project scope
From the above project management techniques, it has been analysed that Pre-emptive
planning is an appropriate solution that can be applied to the construction project. This is because
this solution does not require software for collecting information of weather and overall
construction project is not dependent upon this information. Pre-emptive planning can help in
addressing with all kinds of weather problems in an appropriate and effective manner. PERT or
CPM chart also helps in understanding that Pre-emptive planning solution is an appropriate
solution that can be used to address major weather problems in civil engineering and
construction. From the critical path identified from PERT and Gantt chart it has been analysed
that time required for completion of the project is 90 days whereas initial identified time duration
was 100 days.
(c) Comparison of the outcomes of initial planned resources, timescales and costs with actual
outcomes for review of performance
If comparison of initial and actual resources is done then it can be said that there is
difference in resources, timescale and cost required for completion of the project.

So, from the above comparison it has been identified that as per the initial plan resources,
time and cost required was much higher as compared to actual plan.
TASK 4
(a) written report of project by explaining all the stages of the project
Different stages of completing this project in an appropriate manner have been explained
below:
Project Introduction: At this stage examination of topic is done in which aim and objectives
of the project are set. Here, examination of identified problem is done so that solution for the
same can be identified. Aim of this project is “To address different kinds of weather
problems in civil engineering and construction”.
Project scope: It is another important part of a project in which overall scope of the project is
identified with the help of required resources, budget and estimating time schedule required
for completion of the project.
Data Collection: At this stage data collection method chosen is selected though which
information about the project is gathered. It is an important and useful step as it helps in
collection of information for identifying and resolving main project problem. For this project
secondary data collection method has been chosen in which in the form of literature review
information is gathered.
Data Analysis: At this stage transformation of collected information is done so that important
and useful information can be extracted which will help in identification of solution though
which identified problem can be resolved.
Actions taken: At this stage as per the analysed information appropriate action is taken for
supporting accurate results or outcome
(b) Recommendation and final project outcomes
Final findings of this weather problem project are that there are various kinds of weather
problems that can impact an overall project. It has also been analysed that Pre-emptive planning
solution that can be used and implemented for resolving and addressing weather problem in civil
engineering and construction.
Recommendations for Keller Group Plc organization for dealing within identified problem
are as follows: Keller Group Plc can provide appropriate and required training to their employees
9

and workers so that they can enhance their skills and knowledge. This will further help them in
addressing weather problem in a much appropriate manner (Du Plessis and Oosthuizen, 2018).
Not only this, provision of training will also help civil engineers and project manager in doing
Pre-emptive planning accordingly. It is also recommended to provide training to project manager
about latest project management software and its features so that they can manage all the task,
activities, resources of the project in an appropriate manner which will further help them in
completing whole project in a timely manner (Van Rijn, 2016).
CONCLUSION
From the above assignment it has been summarized that there are various kinds of
weather problems associated with civil engineering and construction project that are required to
be addressed as they can impact the overall project in negative manner. Weather problems can
impact construction projects in many ways such as: degrading overall performance of
construction equipment’s or materials, damaging or wear and tear of construction equipment’s or
materials, increase overall cost and time required for completion of the project, degrade overall
quality of the construction project. It has been identified that there are man ways though which
weather problems can be addressed but most effective solution for addressing this problem is
pre-emptive steps. It has also been identified that project is one of the most effective way though
whole construction project can be managed by fulfilling initial requirement of the project and
identifying appropriate solution that can be implemented within the project.
