INTRODUCTION
Mental wealth allows the individuals to focus on their positive strategies and other things
which help in maintenance of mental health wellbeing. The engineering project management
focuses on the management of engineering projects. It requires the management of all the
elements of a project not just the engineering work (Dierckens and et.al., 2020).
Zeto Investment Ltd. is a reputed firm that has already established their business in retail
and leisure business in the UK market. Currently the company is focused on developing an eco-
friendly MSA (Motor Service Area) Luton Bedfordshire area in England. The project has
emphasis on involving wind turbines and solar panels with an motivate to control the production
of carbon emission and wastages. At the same time reduce the dependency on electricity.
The report will aim to provide programme and design issues in RIBA plan of
constructions works, its environmental and stakeholders’ management, construction methods,
economic, legal and other issues. It will also describe the procurement methods and supply chain
matters of the project.
SECTION -1 PROGRAMME AND DESIGN ISSUES
RIBA plan of works for construction of project
The Royal Institute of British Architects (RIBA) refers to the industry-based planning
method which proposes detail related to techniques regarding construction project of any kind.
RIBA provides working guidance to the project team members in order to prepare eco-friendly
construction projects which are able to fulfil the demand of their client (Holden, 2019).
According to the RIBA plan or work, there are a total eight stages that can guide that has
contributed completing the project as per the demand of Zeto Ltd. Furthermore, Involvement of
construction methods as well as sustainable design helps in attaining the objective of the
construction project. The project will include the following activities:
Preparation and briefing: The initial activity is preparing and briefing to the project. Solar panel
and wind turbine are present in the wind solar hybrid. With the help of inverter batteries can be
charged and electric power can also be generated. Material and non-material cost are two costs of
the project consisting of a total cost of £ 100,000.

Concept design: In the concept design, the architect of the project have to involve sustainable
strategies so that production of Carbon-dioxide can be controlled. It will also control the
generation of wastages through the use renewable energy only.
Spatial coordination: The spatial coordination will involve the separate inspection and
coordination among all the aspects. In design process there is involvement of building regulation.
architecture needs to recheck all the perspectives of the design before submitting the final design
(Sinclair, 2019).
Technical design: Technical designs will involve all the technical elements which needs to be
considered in the project. Wind turbines, battery system, solar photovoltaic panel, load controller
with inverter are technical recruitment of project. A pitch control device, cables and bearings are
also involves in order to control the functioning of wind turbines and solar panels.
Manufacturing and construction: In manufacturing and construction of the project the plan will
be actualised i.e. put into action. The contractor of project will generate a quality report and
along with it mitigate all the queries or key issue associated with the site inspection. The site
logistic is also finalized here.
Hand over and close out: It is stage in which contractor hands over the final project. Here in this
stage, the initial after care tasks are also finished which include initial light touch post occupancy
evaluation.
In use: In the last stage the project outcomes will be put into use. In order to evaluate the final
outcome - Application of asset management and facility management is necessary for delivering
the project as desired. (Fletcher and Satchwell, 2019).

Cost implications
Cost implications are the amounts of energy, time and money which is required to
produce and obtain desired product or service. On the current project, the costs implications are
estimated to be 100000. It involves both the costs of materials and non-material costs.
The estimated cost is justified as the project involves high technology implementations which
will involve research and development and various resources, huge time and efforts as well.

Application and justification of Building information model (BIM)
BIM allows the design and construction teams to work effectively and efficiently and
capture the data during the project as well. It helps in various maintenance and operations
activities. It is an effective tool which have brought revolutions in the construction industry.
Involvement of such tools in the current construction project will enhance the benefit of effective
project management (Li and Cao, 2020). It can help in detection of the clash between designs
and finding the inconsistency within the geometrical design of the project.
Develop clear ideas about the phases of the project through generating a 4D and 5D
model of the whale project. At the same time, it helps in maintaining speed of the construction.
Therefore, it contributes in increasing the project quality and improving the collaboration
between stakeholders for the success of the project.
SECTION -2 ENVIRONMENTAL AND STAKEHOLDERS’
MANAGEMENT
Overview of environmental issues
Environmental issues refer to the external factors which might have affect and influence
the project. Environmental planning obligations which meet the needs of local, regional and
stakeholders involves creating a sustainable and eco-friendly outcomes out of the project (Rasch,
2019). However various issues in the current project were identified, which are described as
following: Uncontrollable energy: it is the most common and major issue that has been raised in
contraction project. The use of this energy can affect unfavourable in the environment.
40% of the total energy in contraction projects are destroying the environment in long
term. Excessive pressure on the transportation system: The construction projects cause major
traffic jams and traffic conjunctions. This factor also lead to the destruction of the
environment. Various types of technologies are installed by the companies to reduce the
dependency on the electricity to generate power, in order to transport the equipments
contractors use fuel energy. Generation of toxic chemicals: In the construction projects various chemicals that are
generated from painting and solvents which are toxic in nature. They can increase the

pollution in the local area and cause harm to the people of that particular area. (Ahinful
and et.al., 2019).
 Ineffective disposal: In the construction projects, with the use of this strategy companies
can also develop a significant impact on the environment and adopt the use of
biodegradable components that can be recycled easily.
Management of stakeholders and public concerns
Management of stakeholders and the public concerns is also a significant task in the
construction projects. It is an very effective task of the manager that is involved in the project to
influence the progress of the task. Every project has two kinds of stakeholders such as external
stakeholders and internal stakeholders.
External stakeholders refer to the stakeholders which are outside the organization such as
governmental bodies, customers and contractors and internal stakeholders of the project involves
the stakeholders from within the organization such as the team managers of the business have
direct relation with the project development. The management of government and the people of
the surrounding area are the major stakeholder of the business that can be hugely impacted by the
speed of the business. For the management the manager of the project will consider all the
building code that are revelent in the procss of construction. in order to avoid any unnecessary
delaying or any other interventions in the project (Du and et.al., 2019). The project manager will
also involve the customers as they decide the growth rate of the project. Hence, the managers of
the presently construction project will consider every facility which provide the customers the
ensureance of working within the eco-friendly environment. The team members have also huge
impacts on the project. The project managers have to select the qualified, skilled and knowledge
gable workers that have the potential to make best use of their available skills and capabilities for
achievement of project goals in effective manner. This stakeholder will be managed through
effectively sharing information and transparently communicating with them so that they can take
right decision within the project. Thus, it contributes project manager in easily achieve the set
goals in limited time frame.
Evaluation of Low Carbon Planning
For low carbon planning can be integrate with renewable energy sources and energy
efficiency through identifying measure to embodied energy minimising construction waste,
carbon emissions and planning in low carbon energy design. Likewise, when ordering material, it

will keep in mind about actual material that will be required for construction so that is no
unnecessary stock present or wastage of resources (Perera and et.al., 2020). At the same time
focus will be made on making reuse, recycling of material so that carbon emission can be reduce
and optimum use of available resources can be done in best possible manner.
SECTION 3- CONSTRUCTION METHODS AND OTHER ISSUES
Choice of construction methods and logistics
In order to complete the project, there are different construction method that could be used
by the project manager to make motor services area that reduce carbon emission and pollution in
society. Flat Slab contraction is one of the methods that has been selected for MSA project as it
is structural elements are highly versatile in nature and it is widely used method in construction
industry. As compared to other construction method they are faster and more economic in nature
and can be completed with good surface finish for soffit (Vinogradova and et.al., 2018).
Furthermore, it is also selected because it is means of increasing the energy efficiency through
exploitation of thermal mass in design of ventilation, heating and cooling requirements.
Client and contractor health and safety obligation for proposed project
As per the work health and safety act, the contractor must ensure health and safety of all
the individuals that are working in the sites so that no harm can be caused to their health and
wellbeing. So, it is responsibilities of the contractor while delivering products and services
ensure that all health and safety measure are being abided with an motivate than no harm or
negative impact can be caused to individuals (Sergeeva, 2019). Such as staff, third party and
customer at workplace are key individuals whose health and safety is responsibility by
contractor. For examples: Safe and secure working environment, equipment and material is
provided to the staff member so that no harm can be caused to their health and well-being. In
addition to this, all medical equipment and safety measure has been present at project sites so
that in any adverse situation the same can be utilised for benefits of all.
Practice measure uphold for high quality standard related to construction of MSA deliverables
Practice measure that could be used to ensure high quality standard related to
construction of MSA deliverable is firstly defining the quality of project. Likewise, the type, size
of project, actual time and resources that will be required to complete the project. As defining of
quality of project will contribute in informing team member about what all task that they need to
performed so that standard quality can be achieved. Commitment to quality is another measure

that need to be considered through motivating, guiding and directing employees related to the
way task are being completed. So, that they try to avoid mistake and error and complete the task
in effective way to delivered high quality standard of MSA construction.

The financial method would include the double entry booking keeping so that the effect of
every transaction would be justified. In the same way the financial method would include the
preparation of financial statement at the end of the financial year.

a) Why mediation or early warning mechanism in NEC are best for dispute resolution
in proposed contract
Mediation is process or procedure in which parties discuss related to their respective disputes
with assistance of trained third party in order to reach at particular settlement. In another words,
it is process of negotiation in relationship to resolve the differences, while early warming
mechanism is providing alter to decision maker about the potential of outbreak and violent
conflict. Furthermore, it promotes effective understanding of nature and impact of violet conflict
among the decision maker so that timely action can be undertaken to reduce or resolve dispute in
proposed contract (Phua, 2020). Therefore, mediation and early warming mechanism are best
method of dispute resolution as it helps in finding different solution of resolving particular issue
or problem.
b) Why client will prefer adjudication more as compared to Arbitration as alternative
to resolve the dispute
Adjudication is more preferable by client as compared to Arbitration as alternative to
solution as it is less time consuming and decision related to resolving issue can be made in few
days. While lot of time to be wastage in Arbitration to resolve dispute or come to particular
decision such as a month is needed for decision.
c) Contractual procedure in JCT and NEC for CA and PA for granting extension of
time

Contractual procedure in JCT and NEC for CA and PA for granting extension of time
there are following steps are considered such as gathering information related to when
the event occurred, what all task and activities has been completed and need to be done.
Furthermore, a list of the affected activities from the schedule and communications between
the construction team relating to possible delays (Illingworth, 2017). Most important the reason
for delay and the time in which it will be completed is recorded for granting extension of time.
SECTION -5 PROCUREMENT METHOD AND SUPPLY CHAIN
MATTERS
Best procurement strategy for project
Procurement strategy that are used in the project are explained as:
1. Global sourcing: In order to effectively complete the project in desired manner, manager
has to source products or material required for construction from different parts of the
world.
2. Managing supplier: Secondly, it has to focus on building and maintaining strong
relationship with range of customers in order to have timely supply of products or
material for completion of project in limited time frame (Fellows and Liu, 2021).
Five key contractor selection criteria used at tender stage for proposed project
The key criteria that is needed to be considered would include the cost of tender, previous
performance of the company, financial position, aspects related with health and safety,
managerial aspect, technical approaches. With the consideration towards these criteria the tender
and the project would be performed in the best manner because of the selection of most adequate
contractor.
Best standard from of contract for proposed project
The best standard form of contract that can be advice would include such contract that
would not involve any negation. This is best contract mode because it would lead enable the
price fixing and raise clarity and transparency. Since negotiation would not be allowed so these
would lead to have a direct positive impact towards the contract in terms of time saving and
quality management.

Advice to client
 It is advised to client that it must take appropriate measures for the unchecked variation
in terms of adequate controlling so that the impact would be reduced. Likewise, it would
also advised that with the aspect of adequate controlling measures the unchecked
variation would be easily dealt with.
 In order to control cost is advised that necessary steps in terms of reduction of expenses
would be taken so that profitability will raise.
 In order to remove project, overrun it is advised that adequate planning and organization
of work would be adopted.
Ways to avoid delay in project
In order to avoid delay appropriate measures in terms of making of plans and strategies
would be suggested. In the same way depart-mentation of work into division would lead to
reduce the delay in project. In the same with the aspect of enabling adequate finance and related
planning the delay in the project would be avoided and mitigated.

William Dixon there are chances that the work would be performed in an adequate and timely
manner because of good financial health.
CONCLUSION
From the above report it can be concluded that the project would be accomplished with the
aspect of consideration towards various aspect including the financial method or the risk. In the
same manner the project would be accomplished successfully if the dealer would be selected
adequately. Therefore, it can be concluded that through effective procurement strategy and
deciding method to resolve dispute the project goals can be achieved in most effective manner.
