TITILE: Effective Monitor and Control as key factor for successful delivery of
construction projects”
1. INTRODUCTION
Projects are the most crucial element of the current business corporations. As per and
Marle and Vidal (2016), the term project is a provisional endeavour being developed for
producing an exceptional product as well as services with a defined beginning as well as end.
In the construction industry, projects are very significant and the industry indeed is an
integral element of the infrastructure of the nation along with growth of the industry.
Furthermore, the main aim of the construction project management is nothing but to do
planning, coordinating as well as controlling the application of the goals of the project
effectively as per the requirement of the stakeholders. Therefore, this study aims to evaluate
monitoring as well as controlling techniques as the main factor successful delivery of
construction projects. Monitoring and control techniques in relation with construction
projects is quite significant for the achievement of the business objectives.
2. RESEARCH QUESTIONS
The main research question which will be answered in the current research work are
as follows:
What are the commonly used methods and approaches for monitoring and controlling
construction projects?
How robust, complete and comprehensive approach to monitoring and controlling
construction projects can be developed?
What are the key elements of the monitor and control process and how they can be
implemented during the project lifecycle?
How construction project performance can be enhanced through effective monitoring
and control?
3. BACKGROUND & CONTEXT
Talking in relation with the construction industry, it is being regarded as the most
significant as well as dynamic financial activity which is being featured by one of the re-
energizing instruments of the economy and through its involvement towards generation of
employment. Nevertheless, it has also being featured by its lower level of production. In the
present time, the economy across the globe is coming across with the key crisis being caused
due to coronavirus pandemic. Due to this public health emergencies, there has been

presentation of alteration in issues as well as paradigms because of the lack of employees in
the whole supply chain, protracted shutting of many companies in other field of the economy
along with the disruptions being caused due to measures related to social distancing in the
existing projects (Braun and et.al, 2016). All these changes indicate challenges for the
reactivation of the economy wherein different techniques, strategies and approaches utilized
for monitoring and control of construction projects. Keeping this, the current research topic is
being selected which will going to offer insight about the methods and approaches being used
by the construction companies for monitoring and controlling their projects.
4. AIMS AND OBJECTIVES
Aim
The main aim of the current research study is to evaluate monitoring and controlling
as the key factor for successful delivery of construction projects – A study on Qatar.
Objectives
For the successful accomplishment of the above research aim, there will be
requirement of certain small objectives and these are as follows:
To assess the most commonly used methods and approaches to monitoring and
controlling construction projects
To create a robust, complete, and comprehensive approach to monitoring and
controlling construction projects
To determine the key elements of the monitor and control process and analysing the
manner in which they can be implemented during the project lifecycle
To recommend approaches for enhancement of construction project performance
through effective monitoring and control
5. LITERATURE REVIEW
Monitoring and controlling in construction projects
According to Shanmuganathan and Baskar (2016), Monitoring and control are
fundamental interaction in construction project management and delivery. It is along these
lines basic for construction organizations to utilize the employment of the best observing and
control methods accessible to meet venture targets. Project checking and control process is
done to ensure everything works out as expected. At the end of the day, it recognizes
disparities, handles change the executives, and gives input to refresh and dynamically
elaborate the arrangement. To put officially, a venture observing and control framework

attempts to limit the deviations from the task plans and comprises of recognizing and
announcing the situation with the undertaking, contrasting it and the arrangement,
investigating the deviations, and executing the suitable restorative activities
Techniques, methods and approaches to monitoring and controlling construction projects
According to Adam and Salah (2019), there are different methods of monitoring and
controlling the construction project. The author states that for monitoring the progress of
design and for auditing the business process utilization of control charts is more appropriate.
Control charts also helps in making adjustments and alters for action for rectification of a
schedule risk. Numerous benefits have been rendered to the management from control charts
for tuning the operations effectively right from the bidding of the proposal from the final
design delivering stage.
On the other hand, as per Bhosekar and Vyas (2020), most of the construction projects
these days come across with issues related to cost as well as time because of the diversity of
factors and thus, earned value management (EVM) which is a project performance
assessment method needs to be adapted in the construction project. This method helps in
giving early sign of project performance for highlighting the requirement of subsequent
counteractive deed.
Key elements of the monitor and control process
According to Callistus and Clinton (2016), monitoring and controlling process is being
referred as that process which helps in tracking the actual performance of the project with the
planned project management activities. in other words, it is control function that happens at
all the stages of the project right from its initiation to the closing stage. Furthermore, the main
advantage of this process is that it enables the stakeholders to comprehend the present
condition of the construction project, the required steps being undertaken, budget, schedule
and the scope forecast. The monitor and control process involves inputs, tools, techniques as
well as outputs. With this process, the construction project manager remains in the position to
balance the need that takes place from varied knowledge field. For illustration, the
construction project manager might experience the condition wherein the project is
completed on time however has failed to accomplish the mentioned standards of quality in
the project management plan.

6. METHODOLOGY
Research approach
There are two research approaches which can be utilized in the study such as
inductive and deductive approach. The researcher will make use of inductive approach in this
present work as seeking help from this method theoretical aspects of the study will be
integrated effectively for offering valid results (Pandey and Pandey, 2021).
Research philosophy
There are certainly two most crucial research philosophies that can be adopted by the
researcher for having better comprehension of the selected topic that is interpretivism and
positivism philosophies. In the current research study, the researcher will make use of
interpretivism research philosophy. This will be selected because the present work involves
formulation of research questions and is more suitable in case of qualitative and subjective
analysis (Zangirolami-Raimundo, Echeimberg and Leone, 2018).
Data collection method
There are importantly two methods of collecting data that is primary and secondary
data collection methods. The researcher will make use of both primary and secondary data
analysis technique in the current work. Primary data will be collected by conducting
interview of experts in the field of construction project management. On the other hand,
secondary data will be accumulated by exploring different journals, articles, books and
published sources related with the topic under study. 10 experts in the field of project
management will be selected for the current research purpose through simple random
sampling technique. The expected response rate for the study will be more than 50 percent.
Data analysis method
There are two ways through which data can be analysed which include SPSS and
Thematic. As per the qualitative research method, scholar only use thematic data analysis
method that helps to derive a best outcome by using graphs, tables and charts in order to
present the data in an effective manner (Bairagi and Munot, 2019). Through this, scholar is
able to present the entire findings in a better manner and also reach towards the aim as well.
7. LIMITATIONS
There are three most important limitations of the study and that is time, money along
with unavailability of the sources which will some or the other manner going to influence the
4

overall outcomes. Explanation of these research limitations is being elaborated in the
subsequent paragraph:
Due to lack of time, researcher has adopted qualitative research study as it consumes
less time in comparison with the quantitative analysis
Further, because of insufficient money quantitative research methods were not
selected as it involves huge costs for analysing information in software such as SPSS.
Unavailability of the resources will be going to restrict wide exploration of the topic
and thus, the researcher will make use of key words of the study for supporting in
concluding the outcomes effectively.
