Introduction
Since 2008 the number of recorded drug offences had been escalated
from 750 in 2008 to 1750 in 2012 (Degenhardt et al., 2016).
44% of the New Zealand adults try illicit drugs and 93% try Alcohol
(Drugfoundation.org.nz., 2018).
The annual illicit drug related harm cost $1.8 billion (Lancaster,
2014).
There are 3,575 cases provided by the New Zealand police that
pointed out the number of offenses for possessing and tasting illicit
drugs is accounted 3,575 (health.govt.nz, 2018).

Delaying the uptake of illicit drugs by the young people
(Health.govt.nz., 2016).
Reducing illness and injury that are caused by taking illicit drugs
and alcohol.
Decreasing the practice of drinking alcohol (Health.govt.nz.,
2016).
Developing a better understanding regarding the adverse impact
of illicit drug use.
