INTRODUCTION
The National Disability Insurance Scheme (NDIS) assists people with disabilities, as well as
their family and caretakers. The Australian government, as well as member state and territory
governments, jointly govern and fund it. The NDIS will be implemented across Australia starting
in July 2016, with the exception of Western Australia, where a 'nationally consistent' but state-
run NDIS will be implemented in July 20171.Individualised packages of support for qualified
people with disabilities are the major component of the NDIS. Around 460,000 Australians are
projected to receive tailored help once the NDIS is completely implemented. The NDIS also has
a greater role to play in assisting disabled individuals to access to basic services like health care,
housing, and education, use community resources such as sports clubs and libraries, Keep in
touch with informal sources of support, such as family and friends. The NDIS does not have a
means test. The NDIS is an uncapped (demand-driven) programme, like many other Australian
government social policy programmes such as Medicare, the Pharmaceutical Benefits Scheme,
and income support payments. The following report is going to elaborate the role of federal
government in setting up the national insurance scheme along with the different way of
implementation in the different states of australia.

How has the Commonwealth, the federal government, derived its authority to
set up a national health insurance scheme?
Australia's medical system is one of the best in the world, providing safe and affordable medical
care to all Australians. It is jointly operated by all levels of the Australian Government (Federal,
State, Territory, and Local). It provides you and your family with quality, safe and affordable
healthcare. This is one of the main reasons we enjoy one of the longest lifespans in the world2.

Australia has many healthcare providers, including, Primary care service provided by a general
practitioner (GP), Medical professional , Allied health workers nurse. Medicare and the public
hospital system provide all Australians with free or low cost access to most of these medical
services. Private health insurance offers non-statutory options. In folk medicine inside and
outside the hospital, it contributes to medical expenses. Medicare has been Australia's universal
health insurance system since 1984. The three main components are:
medical services
Public hospital
dosage
Medicare is available to Australian and New Zealand citizens, permanent residents of Australia,
and people from countries with mutual recognition agreements. Medicare will cover all costs of
public hospital services. It also covers some or all of the costs of other medical services. These
may be services from general practitioners and specialists. It may also include physiotherapy,
community nurses, and primary dental care for children. Another important part of Medicare is
the Pharmaceutical Benefits Scheme (PBS). PBS makes some prescription drugs cheaper. The
Medicare Benefit Schedule (MBS) is a list of all government-sponsored medical benefits. A team
of medical professionals keeps the list up-to-date, safe and proven. The MBS has a safety net. It
can help by ensuring that you pay less for the service once you reach a certain cost price level.
