Executive summary
The paper mainly reflects on the Health Ministry of New Zealand that focuses on developing a
mobile app for providing notification to the public of New Zealand about any epidemic that
occurs. The notification system will act as an alert and it will play an important role in
monitoring and controlling the epidemic based diseases. The paper creates a project charter
according to which the entire project will accomplished within 64 days of time span. The project
management plan that is developed helps in reflecting ways that are helpful in scope

Overview of the project
Manatū Hauora which is the Health Ministry of New Zealand generally hires a project
manager for undertaking proper investigation which further helps in giving notification about the
occurrence of health epidemic within the age of internet, IoT as well as smartphone. In order to
undertake proper investigation on the details and information that are present, it is necessary
review the website of health Ministry for finding out proper solution. After proper analysis, it is
analyzed that development of proper notification system for informing about the occurrence of
epidemic to the public of New Zealand is necessary. The developed notification system that is
developed generally have two different types of interfaces that is mobile app as well as website.
However, after analyzing the benefits of mobile app in comparison in website, it is found that
mobile app notification system will be used for updating the public of New Zealand.

1.1 Business need
The paper mainly reflects on the Health Ministry of New Zealand that mainly focuses to
implement a notification system in order to inform as well as update about any epidemic that
occur in New Zealand to the public. This notification system is necessary as it will instantly
update the public and make them alert so that they can take needed safety precautions in order to
prevent the negative impact of the epidemic. Moreover, the system will also act advantageous for
preventing as well as controlling the epidemic prone diseases.

1.5 Assumptions
The assumptions include:
The mobile app that is developed for updating the public of New Zealand about any
epidemic will be quite helpful in monitoring and controlling epidemic related diseases.
It is assumed that the communication that is made due to the use of the mobile app
generally alerts the public it will let them to take proper precaution for avoiding
challenges
The mobile app-based system will be successfully developed within time period of 64
days and it is assumed that the project will get accomplished by 19th June 2020.
1.6 Constraints
The factors that generally restricts the progress of the mobile app project that is
undertaken for giving update and notification to the public of New Zealand are mainly elaborated
below:
Time: In the initial step, if the project planner does not estimate the duration for each
task accurately then the manager will face issues while executing the activities and

therefore the chances of delay in the project rises and this also can extend the
accomplishment date of the project.
Budget: The project manager assumes money for each task and the manager generally
executes each of the task within that budget. However, if the cost of the resources
suddenly enhances in the market then the total cost of the system can increase which can
negatively impact the progress of the project.
Risk: The risks which are mainly related with the app development project needs to be
determined in the initial stage otherwise the risk managers are unable to handle the
impact of the risks which will occur in the project. Proper risk management steps should
be mentioned in initial step for avoiding such type of constraints from the project.
Quality: It is found that for mobile app development, quality generally focuses on the
design, colour, usability as well as navigation structure. If proper quality is not managed
during the progress of the project then a number of quality related challenges can occur
that can create negative impact.

The benefits that can generally be achieved after the development of the mobile app by
the health ministry of New Zealand are mainly elaborated below:
Notifying public: The mobile app has push notification that helps in providing instant
information about any epidemic that occur in New Zealand and this is considered to be beneficial
as people there took necessary precaution immediately for fighting against the epidemic.
Controlling and monitoring epidemic: The app is very much helpful in monitoring the
details of the number of persons infected as well as the ways in which the epidemic can be
controlled. This is also found to be advantageous as it can be further helpful in monitoring and
controlling the diseases that occur due to epidemic.
Instant update: It is found that with the help of mobile app instant update will be
received by the New Zealanders in both offline and online mode which is a major advantage. As
the people who do not have internet can also get the update about the epidemic and can be able
to take necessary action.
