Introduction:
Human resources play the pivotal role in the service sector companies which also include
hospitals. Tsai et al. (2015) mention that human resources employed in hospitals like doctors and
nurses play significant roles of catering to the requirements of the patients by offering
appropriate treatments. Lack of human resource lead to reduction in ability of the hospitals to
treat patients. Lack of employees attract several other issues like inadequate service delivery and
failure to provide healthcare facilities to the local community people. The aim of the task is to
delve into the impact of lack of human resources in medical organisations. The organisation
which would be taken into consideration to conduct the research would be Noarlunga Public
Hospital situated in South Australia. The two frameworks which would be taken into account to
investigate the issue would be rich picture and CATWOE. The research would ultimately
conclude by recommending strategies which the management of the Noarlunga Public Hospital
could adopt to deal with the issue.
Rich picture of Noarlunga Public Hospital:
Rich is a framework which business organizations can use to investigate the issues they
are facing. Vidgen, Shaw and Grant (2017) point out that rich is a pictorial presentations which
aims to outline the issues business organisations concerned are facing in order to recognize the
possible causes of the problems. An analysis of the case study brings into light several issues
which the Noarlunga Public Hospital is facing. First of all, the hospital is suffering from lack of
trained doctors and nurses. This issue is resulting into the second issue which is delivery of
inadequate services both in terms of quality and quantity. The official website of the Department
of Health, Government of Australia mentions that the public hospitals or government hospitals
are responsible to provide low cost or even free healthcare services to all the Australians. The

government funded hospitals are provide significant roles in ensuring healthcare to the local
communities like the Aborigines (Health.gov.au, 2019). Thus, it can be pointed out that lack of
doctors in the Noarlunga Public Hospital is preventing the hospital from serving the local
Aborigines communities, thus rendering the very motivate of the public hospitals futile. The
third issue which transpires from the previous two issues is lack of leadership. The fourth issue
which the analysis brings into the forefront is increasing cultural barrier between the local
Aboriginal community and the government. The fifth issue which surfaces upon analysis of the
problem is remoteness of the region which makes provision of treatments to the local community
challenging. Moreover, the lack of sufficient doctors is making it more challenging for the
available doctors serving the hospital to travel to the remote areas to treat the Aborigines. The
sixth issue which transpires from the analysis of the case study is that the doctors do not capture
and maintain proper data about the patients they treat. An in depth analysis of the
aforementioned issues brings into light the two strategies which the Government of Australia can
adopt to minimize the issues. The first strategy which the Government of Australia can
implement is initiating healthcare programs which would include creation of awareness among
Aborigines people about methods and benefits of leading healthy lives. The second strategy
which the Government of Australia can implement is training of the existing medical staff
members which would enable them to take care of more patients efficiently. The training would
also increase the technological and communication skills of the doctors which would enable
them to capture and transmit real time data related to patients. The above discussion has been
illustrated in the rich picture diagram given below.

and the factors which are responsible for the issues. The root definition breaks the issue into
three parts to carry out an in depth analysis of the issues. The following are the main components
of the root definition which would be taken into consideration to analyse the issues faced by
Noarlunga Public Hospital:

The first component of rich picture or the X component aims to take into account the role
of particular systems facing issues. For example, as far as the given case study is concerned, the
system here would refer to the Noarlunga Public Hospital. The hospital is public hospital which
is entrusted with the responsibility of providing healthcare treatment services to the people of
Australia free of cost or minimum cost. Thus, it can be pointed out that the issue of shortage of
doctors is resulting in inhibiting the hospital from carrying out its mission.
Component Y (How it does it):
The second component of the root definition is the methods which the systems or
organizations under study adopt to carry out their missions and visions. This is the component of
the framework which delves into the issues which are inhibiting success achievement of the
mission or vision of the organisations or the X component. For example, the Noarlunga Public
Hospital in order to treat patients at free or minimum costs employ doctors. Thus, it is evident
that the doctors (Y component) enable the hospital to treat patients (X component). It can also
also be pointed out that the scarcity of doctors is preventing the hospital from treating patients
