The process of policy development is as follows: Need identification- Defining the problem and the need identification for development of the policy(Sabatier & Weible,2014) Appointing a person to ensure and co-ordinate the process of policy development. Defining and establishing a policy development process. Conducting research through Primary and Secondary method of research. The research should be extensive in nature(Dunn, 2015) Formulation of discussion paper to explain the options which the policy would offer. Consultation with the stakeholders on how to make a formidable policy benefitting all the stakeholders. Adoption of the policy-When the co-ordinator of the policy is extremely satisfied with the policy, and all the concerns are dealt with due accordance, the policy has to be adopted by the management. Communicating the policy adoption to all in the organization. Reviewing and evaluation of the policy to monitor the progress of policy. Reviewing the policy in regular intervals is necessary to check the execution of the policy in tandem to the need identified while creating the policy(Hill, 2014) Answer 2 The policy cycle process is identified below as:

Implementation of the policy-This step requires employing an organization to take full responsibility for the implementation, also ensuring that organization has all the resources to carry out the policy in the planned process (Gali, 2015) Evaluation of the policy-As the name suggest, this step ensures the extent to which the policy was successful and whether the company was right in the execution of policy. It also checks if the policy had the desired effects on the organization as predicted. Review of the policy-Reviewing the policy is a round the clock exercise and review is done to monitor and control the possible outcomes of the policy, also to make necessary changes wherever required (Pollack, 2015) Commitment & Policy-This step of the policy cycle encompassed the commitment towards delivery of the policy and implementation and execution of the said policy. A policy has to be thus created enlisting the steps that should be taken to ensure the safety of the employee and organization. Staff welfare and working condition: The aim of this legislation is to create policy which are useful for the welfare of the staff and improve their working condition. In absence of such policy, there will be no benchmark against which the welfare of the staff and working condition will be monitored.

Thus a policy has to be framed in tandem to this legislation to ensure that no discrimination is done to any individual. Fair Trade Act: Every business is supposed to work ethically, ensuring that fair trade practices are done in the organization.
