Introduction
The dynamics of the health care sector is continuously evolving creating the urge for
healthcare institutions, and stakeholders to work towards adopting a clear approach in
increasing awareness among people associated with their healthcare conditions and measures
to improve the quality of life and facilities to support healthcare facilities considering the
funding and awareness needs (Brownson, Baker, Deshpande, & Gillespie, Evidence-based
public health., 2017; Deschamps, Rinfret, Lagacé, & Privé, 2016). Qualifying Life Event
(QLE) undertake elements such as loss of health coverage, job-based elements, individual
and student plans, loss of eligibility for Medicare, Medicaid, or CHIP and losing the coverage
of parent's plan. Therefore, it is important for the research to follow the approach following a
change event in public health setting following enrolment American shop for Health
Insurance, though the shop is unknown by many people especially among students (Halkias,
Santora, Harkiolakis, & Thurman, 2017; Martin, Beech, MacIntosh, & Bushfield, 2015).
The paper aims to discuss the shop for American Insurance following the need of
students to get their own insurance after being withdrawn from their parent’s insurance. It
works forward with a detailed SWOT analysis of the event followed with areas of
improvement to formulate perspective and identify the areas using a brief risk assessment to
plan mitigation plan. It will support mitigation plan for QLE to accomplish long-term targets.
Change Event in Public Health Field
The need for suitable insurance arises in different conditions, for example, change in
the household, getting married or divorced, having or adopting a baby or death of a family
member. Other qualifying events include changes in income to cover the qualifying element,
gaining membership in a federally recognized tribe, for example, Alaska Native Claims
Settlement Act Corporation Shareholder or leaving incarceration (Appelbaum, Dow,

Mazmanian, Jundt, & Appelbaum, 2016). It has been found that every year in the open
season, Americans are required to shop for Health Insurance, and however, people are still
unaware about insurance shop outside their health insurance in open enrolment period. It is
important for researches to discuss Qualifying Health Event (QLE) following different
studies in formulating perspective (Southard, 2016). It has been outlined in researchers that
approximately 8 – 10% million American are eligible for Special Enrolment Period (SEP)
following qualifying life events. A defined mechanism is used by Qualifying Life Event for
Health Insurance to understand the requirement of end user before offering them insurance
plan (MILA ARAUJO, 2019; Andersson, 2015).
Qualifying Life Event is a life-changing element to identify the health insurance needs
following the impact of qualification to work on existing health insurance or subsidies. QLE
works on the eligibility for special enrolment period to purchase health insurance in the
marketplace outside the open enrolment period. It can be said that QLE work around different
types of job, location, income, or family status (Kickbusch, Cassels, & Liu, 2016). It also
includes following the separation of the couple, court-ordered family dependent changes, and
others. These changes also include a permanent move from a new state or house.
Furthermore, the change in the eligibility of people from marketplace covering 60 days into
the future of QLE following special enrolment period (Dückers, Yzermans, Jong, & Boin,
2017). Additionally, any change in the eligibility for help paying the coverage, or change in
income perspective might result in different plans such as Medicaid, Children’s Health
Insurance Plan, and others. Changes or error in any type of enrolment plan or exceptional
circumstances might result in a conflicting situation (Hanley, 2015; Barr & Dowding, 2019).
It can be said that the Special Enrolment Period helps the individuals to enroll in
change health insurance plan in open enrolment period to trigger by the qualifying life event.
