health care sector of UK”
CHAPTER 1: INTRODUCTION
Background
Performance measurement is a technique which emphasises on operational practices and
level of efforts made by an individual, a unit or a group to attain targets. In local or state
government it is necessary to have effective operational efforts which are being relevant with
economic development and management of operations as required in business activities. In the
present research there will be evaluation of the performance measurement techniques and
theorieswhichwillbehelpfultotheUKlocalgovernmentinrespectwithimproving
performance as well as mitigating the targets at a right time. Researcher will evaluate techniques,
methods and current approaches which will reliable and helpful to the local government in
respect with improving their performance.
It can be relevant with developing the public sector which leads legal authorities for
measurement of effective performance which will yield to make necessary development in UK
local environment(GonzalezSanchez, Broccardo and Martins Pires, 2018). Therefore, it is
necessary for a governmental authority to have adequate plans and procedures by implicating
technologies, records of transactions as well as suggesting the effective solutions to mitigate
risks(van den Broek, Boselie and Paauwe, 2018). However, in respect with this there has been
analysis made over the UK’s National healthcare sector. Analysis will be made on the

Problem statement
Researchershaveevaluatedvariousissuesandobstacleswhicharebeingaffecting
operational activities of national health care sector in UK. Increasing number of patients with
obesity, diabetes are the main concerns of local government. In respect to make effective
changes in the legal framework to improve this public sector on which government has to reform
the laws relevant to health and care sector(Anderson, 2018). However, there have been various
obstacles which are affecting the operational practices of health care industries. It includes,
Improper management of funds, poor internal control in NHS, communication gaps, use of older
technologies in pathology, clashes among higher authorities, changing governmental plans and
policies, changing people’s perspective towards health and care as they trust private health
organisation(Colbran and et.al., 2018). In addition, these are obstacles which have been
affecting the performance of this health and care organisations.
Rationale
The reason behind selecting this research topic, is that there are raise in issues which have
been presenting performance barriers in NHS UK. Thus, to evaluate the analysis over data set
have presented that, there are various issues which are relevant with the improper performance
management. There have been issues relevant with improper management of performance in
Health care sector in UK. People used to take medical facilities from private health care unit
instead of Public organisation due to effective machineries used in pathology as well as in
diagnosing diseases(Leung, and et.al., 2018). The accuracy of reports and diseases identified on
which they are suffering helps them in overcoming with such issues promptly. Along with this,
in public sector there have been frequent changes in the policies and procedures which creates

clashes among higher authorities and that results in improper work management. The issue has
been developed due to improper operational control which affects the growth and sustainable in
the healthcare units.
Taking services from the private health care units has been considered very quick and
accurate on which majority of individual relay and trust(van den Broek, Boselie and Paauwe,
2018). Along with this, changing governmental plans and policies have affects the operational
performanceandmanagementhealthcaresector.Changinggovernanceandauthority’s
regulations slower operational activities. These issues will be overcome and cured with the help
of making drastic operational control and ascertainment of the operational performance of the
public-sector business(GonzalezSanchez, Broccardo and Martins Pires, 2018). Implication of
various techniques and methods will be effective in developing the operational goals in the
business. Use of various techniques in medical units will be beneficiary to practitioners in
enhancing the quality efforts in the operations (Measuring Local Council Performance, 2018).
Along with this, if practitioner use performance indicators that will be in resulting the best
outcomes regarding the medical practices.
Research Significance
This research study will be beneficiary for researchers, society and governmental bodies
with respect to have effective ascertainment of operations. Researcher will evaluate various
outcomes which are in relevance with analysing the factors that are affecting performance of
medical practitioners. It will enable them in developing new theories and framework for further
research in this sector.
On the other side, as per considering the advantages to the society with the help of this
study there will be determination of facts which is affecting performance of an individual. The
cure and prevention from such obstacles will funnel them in improving efficiency and make
qualitative efforts in retaining the higher success. There have been various local governmental
authorities which would have supportive plans and policies that will indicate effective business
growth. Suggestions awarded to them will be effective as well as reforming in bringing
innovative changes in daily work practices.
The motive of this research study is, to identify role of performance management in health
and care units mainly acting in the local governmental area. To suggest them the effective

techniques and ways through with they can measure their performance and make drastic changes
in the operational practices.
Research Scope
The scope of research is based on analyzing research issues with the help of various
theories and study to draft a valid conclusion. It is comprised through various parts such as in the
first part there will be identification of research topic, background or a brief discussion based on
the research issues. In addition, in this part of research there will be development of aim and
objectives which leads researcher in making effective ascertainment of operations and measures
which are required to be meet by them. Similarly, there will be thematic analysis on research
objectives to meet valid discussed based views of various authors. There will be evaluation of
various studies and opinion of authors with respect to performance measurement in a sector.
Additionally, research methodology part of this study will highlight various philosophies,
approaches, data collection techniques which enable research to perform activities in the stated
framework. Thus, structuring the survey will be helpful to have valid outcomes in data collection
and analysis part. Results which are presented in this part will be helpful to researcher in drafting
valid recommendations and conclusion on this part. Suggestions are beneficiary to have effective
reforms on the particular segmentations and which will be assistive in planning for further
studies.
