PROGRAM PLANNING AND EVALUATION IN PUBLIC SECTOR2 Program Planning and Evaluation in thePublic Health Our country has a broken and failed healthcare system. Many people are denied access to healthcare either because of the inflated costs, which renders it expensive and inaccessible. The traditional doctrines of medical practice are threatened by competition, profit, and cost control (Obama, 2016). Patients are always at the receiving end since illnesses are always amplified to gain more finances. Time has come to change the American healthcare system to ensure that Americans enjoy cheap Medicare as well as access medical services whenever need be. I envisage a program that will have the federal mandate and funding, yet its administration is at the local and state level. The proposed system would remove barriers due to finance, reduce the interference of the administration, and decrease economic imbalances. At the same time, it should be easily accessible. In terms of coverage, our proposed program seeks to include everyone. It also aims to cover all the medically necessary services. The essential and unnecessary services would be determined by the board of experts in the community (Griffith, Evans & Bor, 2017). Furthermore, this plan seeks to overhaul the payment system for hospital services so that each hospital would receive a lump sum annually that will cover all the services provided (Obama, 2016). This way, everyone can access medical services even if they lack money. Also, there will be a provision for long term medical cover for everyone. There will be opposition from the firms which want to make a profit, medical entrepreneurs, the health insurance industry, and firms that withholds their employees' health benefits.
