INTRODUCTION
Planning and resourcing is the process where an organization and a system allots the
tasks and assignments to the employee and team members according to their definite skill sets
and abilities from which the organization can obtain the fruitful results (Kershner, Woodward,
and et.al., 2020). The report will illustrate devise strategies to make the resource available for the
Hospital NHS trust who is expanding the Intensive care unit due to increased number of cases of
covid19 patients.
MAIN BODY
Question 1:Determining the concept of resource planning in the order of expansion of ICU
Resource planning is the process where the particular organization plan the workings and
its criteria in definite way. According to the report, it has been already known that due to
covid19 pandemic there are huge changes and modifications has been done to overcome this
disease. The hospital named North Middlesex University who is located in London, United
Kingdom wants to expand their ICU resources from which they can be able to cure covid19
affected people in accurate manner. The concept of expanding the intensive care units resources
has become an important to be done and utilized for the betterment of the public and society
(Harris, G. and Adalja, A., 2021). An increase of covid19 cases has made the hospitals to not
provide the accurate treatment to the people because of lack of resources like ventilators. The
resource planning has become the most important activity to do in the times.
The UK health and social care ministry has also announced and implemented the
different resources for the people to secure and protect the lives of the public and community. A
hospital has to enhance their medical equipment resource in definite amount so that the patients
can be able to get cured timely and not have to suffer from these kinds of diseases. A covid19
affected people have mostly the issue in the respiration where the mechanical ventilation is
required for them. The hospital should have the required numbers of resources like bed,
ultrasound machine, dialysis machine, PPE which is personal protection equipment,
bronchoscope and such more related medical accessories. Let's understand the different
resource's utilization that can help the hospital in improving the ICU facilities.
Ventilator: The availability of mechanical ventilation is the covid19 period has expressed the
demands of this resource has increase in huge amount. A sudden global disaster has made the

public and society to suffer from many obstacles where the hospitals were also incapable to
provide the definite amount of treatment (Goh, Wong, and et.al., 2020). A ventilator is a device
which is used to serve the hypoxic respiratory failure which is in huge demand in covid19
circumstances. In this order, the medical industry were not able to get the supplies of the
necessary resources from which the hospital are needed to plan out their stock of resources
which can be useful in these sudden happenings.
PPE care: The utilization of PPE and medical face shields has given a great challenge due to
global pandemic where the shortages of medical equipments has taken place. A PPE care is a
resource and equipment which are designed to safeguard the health of the people in the covid19
times. This care unit includes the surgical and non-surgical masks, gloves, face shields, glasses
and N95 masks which is utilized by many people to control the viral infection. The hospitals are
required to keep the maximum number of stocks of the PPE kits which will help the human
being in accurate manner in these sudd7en natural disasters.
Staffing: In this pandemic circumstances, the lack of staffing in the hospitals also putted a great
impact. There are many hospitals where the excess demands of the staff took place to help and
protect the patients' life. Staff people are required to take care of the patients in definite way from
which they can be able to get cured quickly. As, the large number of ICU patients has been
admitted in the hospital where the well-trained staff are also required essentially. An initial
training with the physicians can help in emergency cases, surgery and anaesthesiology in medical
care. Working with group of nurses, respiratory therapist, specialist and pharmacist can help the
critical ill patients in accurate way.
Dialysis Machine: This medical equipment helps the patient to remove the wastes and water by
circulation of the blood outside the human body and known as external filter for the body
structure. It filters the blood to remove the excess amount of water and wastes in the body
because it damage and dysfunction the kidney (Kerlin, Costa, and et.al., 2021). In the expansion
of ICU care resources the hospital is also required to utilize and increase the number of the
dialysis machine where in covid19 circumstances the patients are needed the machine from
which the service provider can screened the covid19 patients before entering the dialysis area.
Beds occupancy: As, the rise of covid19 patients there has become a huge shortage in the
hospitals and the situation occurred where the beds are occupied in large number and not able to
admit the patients in the hospitals. However, the service providers makes the people to isolate at

their houses only due to lack of beds. The ICU beds are categorized into adult, paediatric and
neonatal where in the covid19, the medical surgical have 46,985 and cardiac 14,446 where the
beds were not available in the sufficient amount. In the expansion the hospital NHS has to keep
the large amount of beds for the backup situation like the recent pandemic.
Evaluating the different resources of funding in order to the managing the expansion of ICU
In the expansion of the intensive care unit, the hospital has required to be funded by the
different sources from which they can be able to provide the better treatment to the public. Here,
describing the major three sources and components which funds the hospitals in covid19
situations.
Increase of Revenue: In covid19 circumstances, the rise in revenue can fund and help the
hospital and medical organizations. The covid19 crisis has made a great impact on the global
society from which the hospitals are required to expand their services and medical care in perfect
order. Due to this, the revenue system helps the hospitals in the funding process of the medical
equipments (Li, Rivers, and et.al., 2020). Revenue is generated from the different organization
and business operations which gets from the annual year taxation by the industries. Revenue
system helps the hospital in the funding process from which they can be able to maintain and
balance the acquirement of the ICU equipments and health care service.
Personal savings and funds: This funding source contributes in the expansion of the hospitals
as a normal man can give their savings to the hospitals and health care organization for the better
treatment of the patients in the covid19 circumstances. It has been known that covid19 has made
an impact where the hospitals are required to increase their medical acre equipment and needs
from which in these kinds of sudden happenings the proper treatment can be given to the public
and society in the definite order. The personal savings and funds can includes the non-
organizational firms where people donate for the health and social care activity. There are many
non-profitable firms who are putting their best efforts in the maintenance of the finance and
economy which can be very useful for the society itself.
These firms donate the amount of funding to the hospitals for balancing and funding the
needs and requirements of the medical care especially in the covid19 situations who helped and
saves the many people life. In addition, profitable and non-profit organizations both contributes
their efforts and funding in the accurate manner according to their capability and helping the
health care industries to maintain and balance the needs and requirements of hospitals. These

non-profit firms or a charity corporation helps the society in many ways and collect the
donations from the people from which they can be able to utilize the amount in the benefits of
the society itself and can support the medical treatments of people who do not able to afford the
bills and some for the equipments (Saran, Gurjar, Baronia, and et.al., 2020).
Government programs: In the covid19 circumstances, the government programs helps the
society and puts the major contribution in every manner. Government has supported the society
in financial and health care manner in definite way. In the expansion of the ICU requirements
and needs the government has implemented different ways from funding to the hospitals which
helped them a lot in getting the necessary sources for the treatments. The government also helps
the public in the vaccination process where they announced the free of cost vaccination to
individual and not required to pay any amount for the doses.
The covid19 is a global spread disease from which the government has supported the
audience and public majorly. Government has funded the hospitals and also provided the beds
including the oxygen supported beds and ICU beds to the hospitals to increase the availability of
the ICU beds from which the people can be able to get the accurate treatment and can survive a
life (Aladağ, and Atabey, 2021). From the economic contribution of the government the NHS
hospital can be able to expand the ICU services and can provide the accurate treatment to the
people.
Question2 Analysing the concept of project management in order to contribute in the effective
management resources for expanding the ICU in a short, medium and long term
Project management refers to the specific skills, knowledge and process that is required
in order to achieve the objective of project. Project management provides the assurance of
achieving the project goal in effective manner. As the patients of the COVID is increasing
therefore, it is needed to expand the ICU. For expanding the ICU, the mandatory thing is to
allocate the resources that are mandatory for the expansion of ICU. The effective management of
the resources leads to achieve the main motive of the project. The concept of the project
management are concerned with the proper management of the resources that are needed in order
to achieve the main task of the project. Resources are the key elements that depicts the success of
the project. The availability of the resources decides the outcomes of the project. As in the given
case study it has been found that, there is a scarcity of resources.

The patients of COVID are increasing on a high note. However, the resources in order to
solve the situation are less. Therefore, the project of expanding the ICU has been taken in
consideration. Now, the major element is to planning and managing the resources in effective
manner. So, the outcomes of the project can be delivered efficiently. The resources are limited in
the nature but, the demand of the resources are high. This is the situation where demand-supply
ratio gets imbalance. As a result, the goals remains unachievable. Therefore, it is important to
managing the resources from the starting (Maley, C.H., 2019). So, the availability of the
resources remains same. Resources management has been considered as the part of the project
management. It is concerned with doing more work with less resources. In order to achieve he
short, medium and long term objectives of the project that is related to the expansion of ICU, it is
important to consider the key concepts of the project management. The concepts of the project
management are concerned with the main aspects that can affect the effectiveness of the
outcomes. In order to understand this concept with clearance here are the key concepts of project
management that leads to effective management of the resources in order to expand ICU.
Major concepts of Project management
Identifying requirements- This is the first concept of the project management that leads to
managing the resources. It is mandatory to identify the requirement of the resources. As the
planning and managing of the resources are inter-linked and therefore, it is needed to analyse the
key resources that are required. So. On the basis of that, the planning for the input can be done in
order to ensure the effective output (Anantatmula, 2020). The first thing that is needed to identify
in the expansion of the ICU is that the selected project is considered as the short-term project or a
complete process that will run for long term. As it indicates the requirement of the resources and
on the basis of this, the planning has been done. This has been considered as the process that runs
for the long period. As the ICU is an integrated section of the healthcare that can be used for the
long-period as well.
Therefore, the resources planning has to be done in such manner so, the availability of the
resources can be maintained. The major resources that are required for expansion of the ICU are,
PPE, beds, ventilation machines, dialysis machines and so on. These resources are required in
consistent form. As less availability of these resources leads to failure of the final outcome. On
the other hand, the other resources such as medical staff which is considered as the human
resources are required for managing the task in the ICU. However, the human resources can be

change with the time as new service provider can be introduced. But, the mandatory resources
that are related to the equipments are needed on a consistent form therefore, it is important to
identify the requirement in order to have the idea whether the resources are required on what
period.
Strategic alignment- This concept f project management is aligned with the achievement of the
goals and objectives of the project. The goal can only be accomplished when the accountability
and responsibility of managing the resources that are required for the project has been taken in
effective manner. Also, it is the duty of the every person that is part of the project, that they have
to perform their part with complete dedication (Tereso and et.al., 2019). So, management of the
resources can be done in effective manner. The major goal of the project is that the management
of the resources has to be done with proper planning so, the situation of scarcity cannot arise.
Here are the major resource planning that comes under the strategic alignment of the ICU
expansion:
Equipments ans supply expertise- This includes the suppliers that will assure the resources to for
the ICU. The contact has to be made with number of suppliers that ensures the PPE Kit,
machines and all the resources that are required for the ICU. In case, the prices of the resources
has been increased by one supplier, then the other supplier has to be approached. So, the
resources can be allocated with cost effective technique.
Staffing expertise- This includes the availability of the professionals that manages the resources.
As the usage of the resources are in the hand of them. Therefore, they are aligned with achieving
the goal of the project. The usage of the resources has to be done in such manner. So, the
resources cannot vanish in less time. This is the duty of the service providers and the healthcare
department that, they have to ensure the appropriate use of resources by considering the
substitute of the resources.
Cost management- This refers to the management of the budget that is needed to maintain the
resources for the project. For the expansion of the ICU in terms of dealing with the cases of the
COVID patients. The resources are required in continuous form. So, the demand of the resources
can be meet in effective manner and the outcomes of the project can be achieved. As there are
the budget restrictions in the fiscal climate and this can impact the budget of the resource
planning therefore, the cost management has to be done (San Cristóbal and et.al., 2018). So, the
cost of the resources can managed. The large part of the funding for the project has been taken

from the policies of the government. And due to COVID, the government has fixed the certain
amount that has to be given to the healthcare in order to manage the mandatory resource for
dealing with the situation of the COVID.
As there is the risk related to the finance that can provide direct impact to the
management of the resources. The financial risk refers to the loss of investment and lack of
funding in order to perform the major aspects of the project. Only depending on the government
schemes is not enough in order to manage the cost of the resources. The government is providing
the funding to all the healthcare departments (Zwikael and Smyrk 2019). Therefore, the complete
dependency on the government is not possible for implementing the budget for the project.
Hence, different source of funding has to be choose in order to manage the cost of the resources.
There are major factors that influence the decision-making process in relation of managing the
healthcare funding such as:
Factors influencing the decision-making process related to managing healthcare funding:
 The demand for the oxygen cylinder has been highly increased due to COVID and the
supply ratio was not meeting the demand ratio. As a result, this leads to affect the
resource management. The prices became high for the mandatory equipments and this
has affected the finance decision in the healthcare. Therefore, during this project the
major focus has to be made over the cost-management technique by arranging the fund
from different sources (Mohammed, Al-Jubori, and Kasim, 2019). So, it does not impact
the cost management of the resources required for the expansion of ICU.
 The healthcare is entitled to charge low prices from the people who come at BPL. This
also affects management of fund. As the same services has been assured in the less price.
Therefore, for this project the healthcare department has approached the different sources
of funding so, it can assure the effective availability of the fund and this further ensures
the management of the resources.
The above stated points clearly states that, the concepts of project management helps in the
management of the resources in effective manner. The planning and managing the resources
leads to achieving the major objectives of the project.

CONCLUSION
From the above report it has been concluded that, planning and managing the resources
plays a vital role in the achievement of the final goal. In order to ensure the effectiveness
outcome of the project. It is important to analyse all the major aspects that affects the availability
of the resources as it determines the effectiveness of the output.
