The delivery of healthcare systems is continuously evolving by the adoption of
new technologies, treatment, and multiple evidence-based practices (Jox 2017). The
Midland healthcare system needs to provide qualitative care and achieve best health
outcomes continuously. The continual strategies for the growth of the healthcare
setting would need an adequate amount of resources. Therefore, any organisation or
healthcare settings need to plan the resources effectively for achieving the desire
goals or formulating a new approach or program to increase the health outcomes.
This paper aims to examine the concept of resource planning for the new mental
health supported housing project.
In the midlands healthcare, there is a new project for establishing mental
health supported housing. One of my responsibility is to plan and manage the
resources for making enough use in implementing in the project. The concept of
resource planning is allocating the resources in multiple areas to accomplish the
maximum benefits from those resources. The resources are people, material,
equipment, room, exceptional service, and others (Leon 2014). As Midland
healthcare is a service industry, the major and crucial resources would be skilled
staff; however, other resources are also equally necessaries. Therefore, it is
important to plan resources for achieving optimal health outcomes. The planning
involves determining the mandatory resources, acquiring it, managing, and followed
by controlling it to make the best usage in the new project.
The necessary resources are people or staff, equipment, and materials (Costa
et al. 2016). Considering the basic needs of the new project, these three are the
mandatory resources. In healthcare settings, skilled people are highly necessary for
effective health outcomes (Pawar and Chakravarthy 2014). Thus, it is important to
hire any staff based on the type and level of skills. Equipment is an important asset
of any healthcare setting as it provides easy diagnosing, treatment, and monitoring
of the patients. Material is also significant to consider in resource planning. The
optimal usage of material can save costs along with the time, and therefore, planning
of material in the initial stage of the project is crucial. The related material for the
healthcare settings is a training course, patients’ database, or any other finished
product that needs the optimal service.

The second stage of resource planning is acquiring resources. It is not easy to
acquire a resource that would effectively match the criteria of the healthcare settings
(Saade and Nijher 2016). For example, for developing mental health supported
housing, the resource of people needs to have a specific skill to assist the patients
dealing with mental health. The human resource department and supply chain
department play a significant role in acquiring the best resources. The next stage is
managing the resources. For minimal use of resources, it is important to manage the
resources effectively.
In most cases, there are high chances of changing the plan of the project or
modifying the plan of the project. In such cases, as a manager, one should use their
managerial skills in managing the resources (CC et al. 2015). For illustration, the
equipment can be returned if it is not used or single used. Sometimes, there is a
chance of resource conflicts due to the change or modification of the project plan.
Thus, effective problem solving should also be considered in resource planning. The
problem can be solved by identifying and analysing the problem. Followed by an
effective solution and evaluating the outcome.
The final stage of resource planning is controlling the usage of the resource.
This controlling of resources can be achieved by effective monitoring of the resource
used to achieve the desired result. One can also control the usage of resources by
calculating the utilization rate of resources (Geldermann et al. 2016). Thus, if there is
a low rate of utilisation, then the manager needs to take corrective action. However,
there should not be compromised in the delivery of the services as the main
objective is to attain the best service health outcome.
From the above discussion, it can be understood that resource planning is
important, and it is a core activity in project management. The effective planning of
resources provides an effective result as the over resource would lead to high cost
and wastage of time. Also, poor or low resources would have a lower chance rate in
achieving the desired objective of the project. Thus, a project can be successful only
if the resources are well acquired and managed appropriately without compromising
the optimal result.

Sources of funds are important critical factors in the financing of the new
project that is going to provide the services for the patients dealing with mental
health. There are multiple sources of funding; however, for setting up a healthcare
setting or any clinical setting, one needs to identify the effective source of funds
(Stefko et al. 2017). Concerning the healthcare industry, the sources of funding are
from government bodies, private players, insurance providers, and other voluntary
and community sector.
For effective budget planning or budget allocation, it is important to identify
the source of funding (Amiri et al. 2014). The major three sources of funds for
healthcare settings are a third-party insurer or any voluntary group, government
bodies, and individuals seeking health services (Ortiz-ospina and Roser 2017). The
effective sources of the fund would help in the effective acquiring of the resources
necessary for the optimal outcome. The major two sources of funds considering
resource planning are government bodies and a third party or voluntary group. The
government bodies provide funds for the mental health service provider. The
government or federal government also provides funds for investing in the research
and development sector (Stark et al. 2019). With the help of multiple schemes, such
as Medicaid, the government bodies help the hospital or healthcare settings with
necessary funds. They provide payment on behalf of patients. The second type of
source that provides funding is a third-party provider. The third-party provider plays
an active role in funding. The third-party may involve insurance provider, non-profit
organisation player, and voluntary group or individual who provided funding for
effective resource planning and followed by accomplishing the overall health
outcome.
For the effective usage of these discussed funding in resource planning, there
should be an effective mode of collection or functional approach for healthcare
financing. The first type of healthcare financing is fund-pooling. This fund-pooling
concept is incorporating the funds from multiple players. Pooling is the healthcare
framework work whereby gathered healthcare incomes are moved to buying
associations. Pooling guarantees that the hazard identified with financing healthcare
intercessions is borne by all the individuals from the pool and not by every donor
exclusively (Tucmeanu 2014). Its primary reason for existing is to share the
budgetary hazard related to healthcare mediations for which there is a dubious need.
