Which leads to create conflicts between both public and private sectors and due to the
changes in objectives it may give negative results (Mihalic, 2016. )
Government takes so much time for allocating funds for the development projects but
private sector want to finish work quickly and move to the next. This is why government
and privet sectors fails to finish the development work on stipulated period.
Cost of private firm is increase due this PPP model and it will give results slowly because
of more time and slow works growth due to deficiency of fund
Decision making will be slow due to both parties may not be give their concern on same
point. It may be take long time to take decision. Because both parties have their own
organisational goals.
This project takes place in Doha, Qatar and will include capacity from 24 to 53M
passengers per year. The airport is being constructed 4km from the existing facility on a
5,400 acre site and will be the only international airport in Qatar. The airport is near the
city of Doha and is almost two-thirds the size of the city. Additionally, the new airport’s
characteristics are 2 of the longest commercial runways in the world, one separate
terminal for the Emir of Qatar, a general aviation terminal and a 150,000m2 aircraft
maintenance centre, air traffic control and security systems.

2.1 Analyse features of tourism development planning at different levels
with reference to the Qatar
Tourism development mentions to the maintance and the progress of the tourism industry
in a given locality. And, of course, tourism planning plays a vital part of this. It is
important to define what tourism planning is and to explain the levels of it as well.
Tourism planning: Tourism planning can be defined as a dynamic process that aids in
implementing effective solutions in order to attract tourists towards the destination. The
main objective of such planning is to achieve the sustainable tourism target where these
activities can be beneficial for environment, economy and society.
Levels of planning
International level: Their main goal is to improve the living standards of the people as
well social well-being through development of tourism. PATA is an organization which
also encourages international tourism and sustainable development. The main feature of
planning is to improve the quality of the transportation services so that the tourist gets
more attracted towards the Qatar. International entities also planned for complementary
development to raise the tourism business. These international agencies work in

collaboration with both the national and government so the sustainable development plan
is for specified destination can be promoted. Thus, promotion of program's arrangement
is a vital feature of developing planning at international level. An example is UNESCO
which is working as international organisation that continuously makes efforts so that
sustainable development can be taken place in the Qatar and other nations. OECD
(Organisation for economic development) is another organisation which is working at
international level and it is trying to improve wellbeing of society members.
Regional level: It includes the involvement of the local communities. They develop
museum, cultural heritage to attract more visitors toward Qatar. It also includes local
transport networks, and raises the educational level among the local public so the goal of
development can be fulfilled. QTA (Qatar tourism authority) is the organisation which is
working at regional level in Qatar. It formulates rules and conduct activities for
promoting destination. Museum of Islamic art, National museum are some examples
which are continuously working to attract travellers towards the location.
National level: National tourism council is the body which makes strategic plan for
development of Qatar. It also plays a significant role to encourage the country's national
identity, economy. It also plays a vital role in gender equality, women empowerment and
youth to participate in economic activities by tourism. Development of housing facilities
plays a vital feature of developing planning at national level (Sustainable tourism,
2016,).national entities act as a path for the promotion of Qatar across the world. They
also develop a trust by donating money for the development of villages and farmlands
within the country. Furthermore, it organises business and leisure events so that tourist
can know about this destination and plan to come in this destination.
Sub regional level: This level totally depends on the situation of sub regional area as it
includes the services like water supply, housing, sanitation so that more number of
visitors gets to know about where they plan the visit of Qatar frequently. ECOWAS is a
great example as it works for improving infrastructure in the destination and encouraging
peace so that more visitors take interest in coming to this location. Qatar foundation is
working for development of destination.

2.2 Evaluate the significance of interactive planning systems and
processes in tourism developments with reference to Qatar
Interactive planning: Interactive planning can be defined as a ‘participative method of
dealing with interrelated problems when it is believed that unless something is done, a
desirable future is not likely to occur and if appropriate action is taken, the likelihood of
such a future can be increased’(Russel Ackoff,1974). It is a reactive planning system
which supports in minimising gap between desirable current and future state. It always
involves all stakeholders into the planning process so that such plan can be designed
which may support in meeting the needs of all stakeholders. This system deals with the
focus on the present situation by believing that through this planning there will be huge
benefit in the future. Qatar's government make proper interactive planning to develop a
most likely tourist destination. This process is very important as president took great
interest in it and linked it with international level. Here more people need to take interest
in it and also to feel secure in terms of safety especially from terrorist attack while
visiting Qatar.
Significance of interactive planning system is as following:
Interactive planning supports in managing the issue of overcrowding when
number of tourist get increased.
Involvement of all key stakeholders
It is helpful in effective utilisation of resources so that natural resources can be
protected for longer duration.
Facilities can also be planned with the help of interactive planning process and
helps to accomplish goal of making Qatar as a tourist destination. Through this
management it would be able to manage the problems more effectively.
Qatar government has organised many social and business events in the
destination which has supported in increasing tourism activities in the location.

and development roads is another great effort made by government of Qatar
which has helped in controlling over crowd in season time.

reference to Qatar
Tourism has been entitled a first concern by the government of Qatar as its mission is to
enact Qatar on the global map as a world class destination with rooted cultural
background. There are different factors and methods of how Qatar can measure the tourist
impact to their country.
Factors Methods
Economi
c
STEAM (Scarborough Tourism Economic Activity Monitor) contributes annual
and month by month numeric outputs for the years of study including
distribution of visitor spending, economic impact, tourism accommodation
supply etc. Qatar’s Economy continues growing with the help of the tourism.

PPT (Pro Poor Tourism) is characterized as tourism that produces net benefits for
the poor. PPT is not a particular product or sector of tourism but a way to the
industry. Also, RT (responsible tourism) is any shape of tourism that can be used
in a more responsible way which means minimize of negative social, developing
better economic benefits for local people and improve the well being of host
communities. Tourism also effect the poor people of Qatar as it creates new jobs
for the people in the rural area. From the help of tourism 12% growth in rural
area in 2018. Tourism helps to grow local business for local product in rural area.
According to a report tourism help to growth in rural area with 25% in last 5

factors
EIA (Environmental impact assessment) is an engine used to evaluate the
important effects of a project or proposal progression on the environment. It’s
also making sure that project decisions makers consider the effects on the
environment in the earliest so to avoid them or reduce them. Tourism helps Qatar
to grow in the economy but it effects on the environment. It takes Qatar to
number 1 in the per capita emission of carbon dioxide on worldwide. Tourism

also effect on gulf and red sea from the bulk of tourism. It impacts on 25% of
gulf a 76% of red sea. From the large tourism base, it creates the overfishing and
threads in Qatar. Also, tourism increase the human activity like off road driving,
biking, hiking in special located region which create an impact on the
environment of Qatar.
Example
Positive and negative impact
A positive impact can be that it has helped in minimising pollution in Qatar. On
the other hand, its uses of natural resources has been increased which is the
negative impact.
Qatar has become the leading country in term of per capita emission of carbon
dioxide across the world.
Conclusion
From the above study it can be concluded that STEAM method is helpful in measuring
economic impact of tourism because authorities can identify what strategies they have to
implement to boost visitor attraction and PPT method helps in analysing social impact of
tourism in the country. Further, RT can help by minimizing negative impacts to the
country in order to preserve the heritage and the culture of the country.

The concept of
sustainable

3.2 Analyze factors that may prevent/
hinder sustainable tourism
development with reference to
Qatar
Economic factors:
Economic
conditions like lack
of money in Qatar
prevent tourism as if
there is insufficient
money within the
country with no
development of
hotels and
infrastructure which
directly affects the
economic
conditions. There is
no development of
tourism destination
with the lack of
money. So tourists
are not attracted to
visit the places in
Qatar. Shortage of
the skills leads to
the bad economic
performances of the
country. For
example skills like
language,
communication and
cultural awareness
as well as service
quality. If tourist
faces lack of short
skills then they are
going to hesitate to
visit Qatar. Also, if
there is no one who
can solve their
problem then the
impact will increase
more and gives a
negative impact in
the tourism of the
Qatar.
Social factors:
Social factors
include problems
like poverty because
if tourism of Qatar
is enhanced or

raised to a high
level, it will
strongly focus on
the poorer sections
of the country. It
will directly benefit
poorer by giving
them employment
of local people in
tourism
organizations. Niche
tourism is also a
vital problem of the
country as it
destroys the nature
to be a touristic
place for the benefit
of the foreign
people.
Environmental
factors: It is
another major factor
which hinders
sustainable tourism
development. If
pollution rate is
high or if there is
overcrowding, then
people do not prefer
to come to such
locations. This
impact is negative
on sustainable
development. Over
population has been
increased year by
year as tourists such
as millennials
destroy nature and
pollute the
environment.
Deforestation,
carbon emission,
global warning and
general pollution are
important impacts
that need to be taken
into consideration as
well.

Conclusion
It can be
concluded that
social,
environmental and
economical factors
have an impact on
sustainable tourism
development. As if
there are no
adequate financial
resources then
government will not
be able to develop
infrastructure and
transportation. On
other hand climate
is not good then
people will not like

that will hinder

Sustainable
planning plays a
significant role in
development of
tourism industry of
the country. Tour
operators and
government have to
make correct plan
so that tourism can
give benefit to
economy, social
elements and
environment. That’s
why the stages of
sustainable planning
are described as
below:
1 stage:
Identification of
Need: Government
has to identify the
needs of
sustainable planning
so that the future
plan can be
designed
accordingly.
2 Stage: Set goals
and objectives:
One of the main
agenda of
government of
Qatar is to raise
travel activities so
that foreign reserves
can be enhanced.
3 Stage: allocation
of resources: In this
stage government of
Qatar has to analyse
the available
resources and have
to ensure that these
resources are being
utilised in effective
manner.

4 Stage: formation
of a team:
This is next phase in
which stakeholders
and higher
authorities make
plan so that set
objective of tourism
development can be
accomplished.
5 Stage: Action
plan: After that
stakeholders have to
make plan through
which set goal can
be obtained.
6 Stage:
implementation
and monitoring:
This is last stage
which ensures that
set strategies are
being implemented
in effective manner
and authorities
monitor the
progress of plan
closely so that
mistakes can be
identified and it can
be resolved on time.
Conclusion
It can be concluded that by making effective
sustainable plan government of nation can boost
tourism activities in the nation and can meet
needs of all stakeholders to great extent.
Effective monitoring aids in gaining positive
results to the country in improving economic
condition and generating employment
opportunities.

4.1 Evaluate methods of resolving a
conflict of interests to ensure the
future wellbeing of a developing
tourism destination such as
Qatar.
In the development of tourism, government
have to face so many conflicts which includes
issues between local stakeholders, host and
guest relationship, government and stakeholder,
environment conflicts, conservation issues and
moral issues in which government have to suffer
loss in that. (Boley, McGehee and Hammett,
2017.) It is important to define what are conflict
and its interest before we could ensure the
different methods for the future of Qatar.
Conflict: The conflicts which can be faced by
the destination can include environmental
degradation, issues between stake holders,
maintance issues and many more.
Conflict of interest: It is actually a situation
where a person has competing loyalties or
interests and can occur in many different
situations. For example, conflict of interest with
an individual who has a position of control in
one organisation that conflicts with her or his
interests in other organisation or with an
individual who has conflicting duties.
There are different methods of ensuring the
wellbeing of Qatar such as:
Document Page
34
Stakeholder involvement
Government can increase the involvement of
stakeholders so that stakeholder can also suggest
their views and idea regarding to the tourism
development which can help reduce conflicts
between government and local stakeholder. It
will assist to smooth functioning of the tourism
activities and help to solve the conflicts between
government and stakeholders.
Make relationship strong between
host and guest
Major issues of many countries are poor
relationship between host and guest. Local
people do not help to international travellers
because of their language and culture. So
government of Qatar should try to educate those
people and help visitors for their better
travelling experience as it will help to improve
the tourism in Qatar.
Communication
Many times there are issues that are created by
misunderstanding and lack of communication so
that government try to solve those issues and try
to make better way of communication between
factors which are stakeholder, travellers,
government and local triable so that locals help
visitors in their journey. (Din, 2018)
Negotiation:
In order to resolve conflicts between
stakeholders, authorities can conduct
Document Page
34
negotiation session where all involved person
can share their views. By this way they can
reach to the middle decision where needs of
each stakeholder can be met.
Conclusion
It can be concluded that each stakeholder has
different needs hence many times their
conversation convert into conflicts. Also, the
authorities are required to involve them in
discussion and have to make clear
communication with them in order to resolve
conflicts at workplace.

4.2 Analyze the implications of
balancing supply and demand with
references to Qatar
One of the most usual problems that industries
are facing is the dilemma of efficiently
balancing demand with supply. Manufacturers
are constantly faced with the challenge of
choosing what to make, when to make it, and
how much to make. When companies are
unsuccessful to meet this test effectively, they
undergo a lot of consequences. Defining what is
demand and supply we can analyze the
implications of balancing them.
Demand: it refers to the quantity of product and
services that are desired by the consumer. In
tourism sector, demand means the needs of the
tourist and expectation of visitors. It can be
defined as a desire of a consumer to buy
particular item. There is a strong relationship
between quantity and price, if person is getting
high quality or quantity products at reasonable
rates then demand of particular goods can be
increased.
Supply: It refers to the quantity of products and
services are offered for sale in the market by
producer. In tourism, supply means that the total
numbers of tour packages are available for the
tourist. And making balance between both
demand and supply is called balancing demand
and supply.
Document Page
34
Price system: aggravation of the system
imbalance, the imbalance price for imbalances
aggravating system imbalances should at least
be related to the average price of balancing
energy activated within the area
As is already known, the natural resources are
scare and limited in nature and these are now
renewable. It is necessary balancing demand
and supply, so that resources can be utilising
effectively and efficiently. Balancing of demand
and supply will help government to generate the
revenue and that will aid to improving
infrastructure, and transportation facilities.
Additionally, it will also help to support in
giving a standard life to the local communities.
Furthermore, this development will also help in
increasing employment opportunities. So here
clearly shows that the making demand and
supply balanced will the help of the government
and assist the local community to live a happy
and respectful life. It also assist tourist for better
hospitality, accommodation, food, transportation
and good travelling experience. (Carr, Ruhanen,
and Whitford, 2016.)
Document Page
34
Conclusion
It can be concluded that balancing between
demand and supply always support in gaining
positive results. It helps in meeting needs of
stakeholders and generating more revenues in
country.

4.3 Evaluate the moral and ethical
issues of enclave tourism in Qatar
Enclave Tourism is the tourism activity in
which all the activity are planned and
organised in a one small geographical area
so that tourist to be able to experience all
the knowledge of the location without long
travelling. This is becoming a very key part
of the tourism industry and contributing
very adversely toward the GDP of the
country as the same has been experienced
by the Qatar as well. So the common issue
which are faced are as follows:
Pollution: Enclave tourism always create
pollution in the country as due to the
enclave tourism, many tourist come to the
country and always bring the use of
vehicles which are creating pollution. Qatar
in the past has faced these issues as in the
year 2016 was reported for the bad air
pollution by the WHO which has affected
the health of the population.
No use of local products: To increase the
tourism in Qatar they should make use of
imported products and not the local ones.
This will help the destination in increasing
their status and value
Limited job and business opportunities
of local: The destination must engage in
providing job opportunities to locals so that
Document Page
34
it can help them in increasing their living
condition.
Discrimination: The destination must take
care that not discrimination is based on
their part related to any tourist’s culture
values and beliefs.
Lack of contact between tourists and
host community: Host community must
provide all the guidelines to tourists who
are visiting the destination.
Superiority of tourists over local
community: Local community must
engage in providing support to tourist, so
they can attract more travellers.
Conclusion
From the above study it can be concluded that
countries have to ensure meeting moral and
ethical requirements otherwise it may get failed
to attract new visitors which will be negative in
the growth of country.
