Policy Proposal for Curbing Sexual Abuse in Standard Six Students

This policy proposal aims to protect standard six students from any form of molestation. The proposal includes identifying vulnerable students, creating a committee to investigate reported cases, involving the ministry of education, and evaluating the effectiveness of the policy. The policy will be evaluated through questionnaires and revisiting reported cases. The institution is advised to come up with programs of counseling all students who have undergone sexual abuse.

Introduction
Sexual abuse is at times referred as molestation, and it is undesired
sexual behavior by one individual to another. Sexual abuse is a serious
offence when committed to anyone. However, this is because sexual abuse is
traumatizing to any victim exposed to the vice. This paper is aimed in
coming up with a policy proposal that will be used in curbing sexual abuse
happening to students in standard six. There are some policies that have
been brought forth by the institution under discussion but such policies did
not eliminate the sexual abuse fully. However, there is the need of coming
up with a policy proposal that will help in sealing all the loopholes that are
found within the program of protecting standard six students from any form
of sexual abuse. This paper will help in creating a policy that will protect
standard six students from any form of molestation. The current policy of
fighting against molestation in the institution is well defined and well known
to all stakeholders. However, there are challenges that can be faced when
handling a molestation cases among students of standard six. The new policy
will be aimed in protecting students and working in the same institution.
Sometimes the wrong information may be given by the victims and victimize
innocent individuals and this is why a well defined policy will be put in place
to seal all these loopholes.

Policy Development
Young children are individuals who should be protected by all means
for they are the future generation of the world. There are various policies
that have been developed by various institutions to curb sexual abuse. There
are various occasions where children have been molested and the cases
were never reported. However, the new policy will create a platform where
students will not be coerced to hide cases of molestation in school. There are
some cases that are associated with sexual molestation in schools and it is
high time all these factors are put into consideration. One of the causes of
molestation in schools is n a case where a teacher will promise a student a
hire grad. In such cases students will be molested and they may never get a
chance of sharing their experience. The new policy will come up with a
program that will be aimed in advising students to work hard for their
grades. Through the guidance and counseling programs students will be
advised more on the importance of being independent. However, by coming
up with students are self dependent and motivated will help in raising a
generation that is responsible and people who can have a stand in their
decision making. However, in case a student comes out and declares that
any of their teachers has coerced to lower their grades after denying

accepting their sexual demands, such teachers should be face a disciplinary
committee. Incase such teachers are found guilty then such teachers should
be interdicted (The Equal Rights Advocates, 2015).
The new policy to be put in place should create a platform that will
allow students to share any molestation case without fear. The institution
should put in place a committee that will be in charge of investigating any
reported case of molestation. Students should be protected from any threat
from their teachers of subordinate staff in case they have been molested.
Through the new select committee set in place by the institution it will be
able to gather enough information before giving judgment on any reported
case. The select committee will comprise of teachers, parents, Board of
governors members and religious leaders. However, this will help in coming
up with a committee that cannot be coerced once someone id brought to
them. If the committee is made up teachers only it might not be easy to
handle cases because some teachers will not be able to handle critical cases
affecting their colleagues.
Students from poor families can be victimized and this policy will take
care of this challenge. The new proposal will come up with a program of
identifying students from poor families and look for ways of supporting them
to avoid cases of being victimized by their teachers. The new proposal will
come with a team of experts who will create open forums and share sexual
abuse topic with standard six students. During the open forums the students

should be allowed to provide some information on how the entire issue of
sexual harassments should be dealt with by the select committee. After
getting the ideas from the students it will be easy to develop a program that
will favor the students and protect them by all means. There are some
theories associated with molestation in schools and this policy will come up
with a system that will take care of all these theories. Some students will not
be willing to report the cases of molestation because they things it is
nobody’s business (The Equal Rights Advocates, 2015).
Again some students may fail to report because they think no one may
belief their stories. However, the new policy will work closely with all
education stakeholders to make sure culprits are dealt with in the best way.
However, this means the school should involve the ministry of education
when they get a case of molestation. The policy will put in place measures of
protecting students with disabilities. Students living with disabilities are said
to be vulnerable to sexual molestation. However, the policy will come up with
another select committee that will comprise of students and teachers as well
as parents. In cases where students living with disabilities are molested the
school should work closely with organizations that protect the rights of
people living with disabilities. However, when developing the policy the
institution should embrace the federal laws addressing the issue of child
molestation. The federal law on molestation requires anyone found guilty of
molesting a child should be fined and imprisoned. This means the new policy
will be expected to incorporate the government by reporting cases of

molestation and doing follow ups to make sure justice is attained (The Justice
Department of US, 2014).
Consultation
After developing the policy the consultation step becomes vital.
Consultation stage is where all stakeholders are called and explained more
on what is required for the implementation stage to be attained. During this
stage one is allowed to give a proposal on what should be added or
withdrawn from the proposed policy. However, this is step that makes sure
the best policy is realized through sharing of ideas and scrutinizing every
step found in the developed policy. Students will part of the consultation
stage and they are expected to give their views on the developed proposed
whether it suits their wishes and they are allowed to share more on what
should be changed where possible. Again all collected information from this
stage is put into considerations and some changes can take place where
possible because the main aim of the proposed policy is to come up with a
system that will help in eradicating any form of molestation being
experienced by standard six students.
Implementation

The implementation part of the policy is the most important part. In
the implementation stage all stakeholders will be expected to pray their role
fully. During implementation the institution leadership will be require to put
all required individuals under one table and discuss the entire issue. This
stage will help in making sure children are protected from any form of
molestation. During this stage the institution the top leader of the institution
will be given the proposed policy and be allowed to go through and check on
whether it agrees with the demands of the school. However, after the top
leader goes through the documented policy then all involved stakeholders
will be gathered together and given more information on the proposed policy
that is protecting the standard six students from any form of molestation.
The stakeholders will be explained more about the policy word and where
possible the federal constitution will be provided. Some of the stakeholders
will be representatives from the ministry of education and others from the
organizations living with disabilities.
The ministry of education will be required to help in dealing with some
of the factors found to escalate cases of molestation. The ministry of
education will be requested to offer financial to students from poor families
to avoid cases where some teachers would want to molest such children on
basis of offering them financial support. Students living with disabilities are
said to be more vulnerable to cases of molestation and this is why the
organization protecting people with disabilities will be part of the plan t offer
assistant in case one of their members is molested. Again the federal

constitution should be in place for this will help in making sure all
stakeholders have a clear indication on how the new policy will work in
collaboration with the law.
Evaluation
After implementing the proposed policy evaluation will be a stage that
will determine whether the policy is the best in protecting the standard six
children from any form of molestation. After implementing the proposed
policy the institution will be expected to come up with methods of monitoring
the progress of the proposed policy. However, this will help in determining on
whether to continue using the policy or to abandon the entire policy. During
this stage of evaluation more will determined on what should be changed
and what should be retained to increase the effectiveness of the proposed
policy. Evaluation method can be conducted in various ways. One of the best
methods is through the use of questionnaires. After the questionnaires are
filled by the student it will be able to learn more on the effectiveness of the
policy. Besides, if there is a case that has been reported during this period
then it will be important to revisit the entire case and check on how it was
established.

Recommendation
As discussed in the beginning children should be protected from any
form of molestation for this will help in rising confident individuals. Children
who have been molested are said to suffer from low self esteem. Hence,
protecting kids from any form of molestation will be of great importance in
the lives of these standard six students. However, after embracing the
proposed policy it is advisable for the institution to come up with programs of
counseling all students who have undergone sexual abuse. The program
should be well organized in such a way that students will be willing to open
up and share their wounds. Such programs are built on trust and targeted
students should feel secure while sharing their stories. There are some
students who might have been molested back at home the system should be
able to identify such students and look for ways of helping them recover
from the trauma they might be going through.
However, after embracing the proposed policy it will be advisable for
the institution to put more effort in making the policy work. In various
occasions policies have been developed and collapsed after they were
implemented. The institution should come up with a team of managing the
policy and making sure the entire institution is reminded more often on
maters to do with the policy. The policy will be said to be working if the
levels of sexual abuse cases will be minimized in comparison with what was
happening before embracing the new policy. The institution should make

sure everyone is reminded on the war against molestation and some writings
can be pinned on the walls to remind everyone it is wrong to molest a child.
Again the institution should make sure they update their policy more often
so as to make sure the policy is well matched with any social changes of
constitutional changes. Lastly the requirements of the policy should be
followed to letter no matter who is caught on the wrong. This will help in
coming up with a system that cannot be biased in any way. Through the
policy standard six students will be safer and they will learn in a peaceful
environment free from any form of abuse.
