Chapter 01 INTRODUCTION1.BackgroundToday the global readymade garment exports have experienced a high rate of growth, along withthe continuity with new suppliers. When Sri Lankan economy opened itself to the world in1978, the clothing industry began to establish itself in urban areas. Foreign investorsrushed to Sri Lanka because there was opportunity for investment. As time passed when itcame to 1990s, the clothing industry was heading to its climax in development due tothe governmental support and policies prevailing at that time. When it came to mid-1990s, there were 850 garment factories in urban, suburban and even in rural areas inSri Lanka.The industry provides direct employment opportunities to over 300,000 and 600,000indirectly which includes a substantial number of women in Sri Lanka[CITATION exp12 \l 1033 ].Sri Lanka’s apparel export industry, virtually privately owned has successfully exploited theopportunities the international market. Further, the co-operation between the government andthe private sector was a significant factor contributing to the spurt in apparel exports.A wide range of apparel for men, women, girls, boys, children and babies in the categories offashion-wear, sport wear, lingerie’s, work-wear, rain-wear, swim-wear is manufactured andexported with the flexibility of catering to the specific seasons to many countries around theworld. USA and UK are the top markets for Sri Lankan apparel throughout the decades.The industry has been positioned as a socially responsible and preferred destination for apparelsourcing. Sri Lanka is also the only outsourced apparel manufacturing country in Asia which hasratified all 27 International Labour Organization (ILO) conventions. It stands out as a reliable6

source that pays fair wages to its workers while discouraging sweatshops and child labour in itsbusinesses. [ CITATION Sri121 \l 1033 ]Long term relationships with large reputed retailers who have identified standards ofmanufacture and compliance have also established this focus on ethical manufacture and anapproach to Corporate Social Responsibility that responds and caters to the needs and concernsof a diverse set of stakeholders. The association with global brands of international repute hasnot been a mere business transaction but an exercise in maximizing value of wealth creation forsociety.Sri Lankan garment industry is now progressively moving towards the ‘fashion’ industry from apurely manufacturing industry. The team of designers and technical experts being mindful of thefast changing trends in modern designs, use the latest technology in the production of finelytailored and customize products in high volume.Sri Lanka having established itself as a reliable supplier of quality garments at competitiveprices, also upholds ethical practices, thus being identified as a producer of “Garments WithoutGuilt’, making the “Made in Sri Lanka, label synonymous with quality, reliability, social andenvironmental accountability [CITATION exp12 \l 1033 ].For those who are concerned not only with the quality of the product but also the values of themanufacturers, Sri Lanka will definitely be the ultimate choice. USA and Europe market openedapparel supplying country who remains competitive in the global apparel trade. This has givenfreed for apparel retailers, to have a choice among the apparel manufacturers. USA and Europebuyers can Source from any country where they can get the best product, which meet theirrequirements. Therefore global apparel trade has become much competitive in the market.[CITATION sri12 \l 1033 ].Although the results of the above transformation are predicted to an increase in global trade, theimpact is likely to differ among countries and regions. For each country this represents both anopportunity and a threat. An opportunity for the countries who remains competitive in theapparel trade since markets will no longer be restricted, and a threat for the countries who arenot very competitive in the trade of apparel because other apparel manufacturers will no longerbe restrained.. due to the specific market nature of the garment industries for example: the short7

production life cycle, high volatility, low predictability, high level of impulse purchase, the quickmarket response; garment industries are facing the greatest challenges these days In this near terms Policies to promote competitiveness in countries that depend on apparelexport should focus on two key objectives: reducing lead time, which is increasingly importantto buyers and reducing other costs of doing business. But cutting costs should not mean justsqueezing wages. Success in this market depends on finding ways to improve productivity,which should have positive spillovers for other sectors as well.Lead time refers to the time required for supplying the ordered garment products after the exportorder has been received. In the 1980 s, the usual lead time in the garment industry was 120-150days for the main garment supplier countries of the world; it has been reduced to 30-40 days inthe current decade and now manufacturing lead time become one of main competitive tool. Ifany organization can produce products with in short period time that organization can survive inmarket easily. When considering about garment manufacturing lead time, lead time has bigrelationship with garment manufacturing productivity. Now production lead time has beenreduced short time of period it mean now garment manufacturing organizations also having highproductivity more than past decades. When, unnecessary process are low and process are improved the production lead time will bedecreased. As a result Productivity will be increases, which will be a great opportunity for themto survive in garment manufacturing industry. Process improvement will help to make goodprofit margins, on time delivery, make more orders and also can build good relationship withbuyers.8
