Answer to the question no 1:
Program evaluation is a process which is systematic in nature. The main objective of the
program evaluation is to evaluation the functionalities and the operations of the program along
with its outcome. Certain kind of tools are provided through the program evaluation those will be
helpful to address all the important questions regarding the performance of the programs
(Newcomer, Hatry & Wholey, 2015). The evaluation of the program can be considered as
learning process or knowledge gaining process regarding the logic used in the compilation of the
programs and practices. In order to define the program evaluation the term practical program
evaluation is used as the practices in the program evaluation are done in a reasonable cost and
time. In order to understand the significance of the program evaluation the example of its
application on the public administration can be used. One of the example of the public sector
administration is administration of the education sector. The fruitfulness of the application of the
program evolution will indicate the effectiveness of the implemented plans in the education
sector.

There are various program evaluation approaches. Three types of program evaluation
approaches are formative approach, summative approach and ongoing approach. The selection
of the evaluation approach is based on the type of the program or the project (("What is

meaning", 2018). The main objective of the formative approach is to improve the quality of the
delivery of the outcome of the program. The application of the gained knowledge can be done
