solve problems with technology. To enable this the developers, use specific
tools and platforms which we term as the programming tools (Powers,2010).

In programming one does not just pick on any tool or platform for
development without vigorous considerations. Developers would try to find
out;
1. The nature of the problem at hand
2.Complexity of the problem
3.The capital input in terms of time and monetary costs.
Once a tool has been settled on, it is important to know the cut materials
required. The later can be easily be identified from the background study of
finding out the appropriate tool or platform for development. They can either
be circular saw or reciprocal saw

capital is spent on all public health programs combined and how much
capital public health needs to address its charge smoothly (Krisberg,2012).
