Executive Summary
The project is based on designing and development of a new treatment centre for patients and
visitors who would be visiting Apple Vale. The proposal for the design of the treatment centre
has been planned by TT who would be responsible for designing the centre and incur various
hospital infrastructure within the system. This centre would be completely based on charity and
thus would no additional charges would be procured for the development and construction of the
centre. The project have been supported by the WA Government who would perform a close
monitoring over the development progress. The following Project Proposal document thus
focuses on the different elements to be included within the project and which could be
considered as important inclusions to be proposed during the development of the initial project
plan. Thus, the following parts of the discussion within the proposal would focus on the defining
of milestones, setting of the WBS and budget for the project.
The discussion would also focus on the project scope statement in which different inclusions
such as the project scope, the deliverables, expected outcomes, assumptions and budget for the
project have been planned accordingly. The next part of the PID thus focuses on the project
management plan. Under this planning aspect, the aspect of scope management plan have been
discussed. The scheduling and cost management plan for the project have been discussed in
accordance to the requirements as outlined within the case. After determining the schedule
management plan, the quality management plan would be discussed, which outlines the quality
needed and outcomes after the plan of the project. The report further also discusses on the
procurement management plan, stakeholder management plan and risk management plan, which
are also discussed as important inputs, which needs to be discussed well in order to gain proper
delivery and successful business outcomes after the completion of the project.

1. Scope Statement
1.1 Threats and Opportunities
Apple Vale is considered to be a small coastal town, which is situated at a distance of 300
km from Perth. In the present times, ‘Anders Reach’, which is one of the medium-sized and low-
size resorts was being decided to be sold. The resort had a capacity to accommodate nearly 100
guests in out-buildings, tents and caravans (Gálvez-Martos et al., 2018). During the auction of
Anders Reach, it was bought by ‘Tun Therapies’ (TT). The organization TT was established
nearly 10 years ago and the major dependency of the business was based on treating alcoholism
and different other kinds of substance addictions, which were primarily dependent on drugs.
The major threat that is being recently posed over the TT is based on their decision of
demolishing the present resort and develop a treatment centre for patients. However, it has been
confirmed by TT that with the design and implementation of the new charitable organization, it
would be highly beneficial for patients (Walker, 2015). The major proposal that was being made
by TT were based on demolishing the existing of old buildings and thus for the creation of
‘Ander Reach Treatment Complex’ (ARTC). The charity would help in understanding towards
the specifications that would be sent by ARTC that would be in collaboration with various
private hospitals outlined within the WA Government.
Based on the understanding of the developmental prospects of TT, some of the major
opportunities before ARTC are:
Development of a new treatment centre for patients who would be visiting the hospital.
Supporting catering facilities for visitors, staff and patients.

Develop treatment rooms, which would be more spacious for accommodating sufficient
medical instruments (Osei-Kyei & Chan, 2017).

1.2 Project Objectives
The objectives that have been set forth by ARTC for the designing of the new treatment
centre at Apple Vale are as follows:
Meeting the code of private hospitals as mentioned by WA Government
Outlining the different facilities that should be incorporated within the hospital.
Defining the staff who would be required for different specializations set within the
organization
Providing the best class of accommodation facilities for patients getting treated within the
centre
Defining the different administrative departments and their individual functionalities
Including a proper infrastructure for car parking for the visitors who would arrive at
ARTC
1.3 Deliverables
In consideration of the new proposal based on building ARTC, which is a new treatment
centre at Apple Vale, it can be discussed that some of the major deliverables includes the
understanding of specifications that would need to be supported within ARTC (Martínez-
Rocamora, Solís-Guzmán & Marrero, 2016). It would also be able to include the specifications
that would be supporting the various objectives set by ARTC.

1.6 Constraints

1.7 Assumptions
The different assumptions that could be made for the project based on designing a new
treatment centre are:
1. The different structural, construction and included architectural diagrams for each of
the buildings would be made available to the management at Apple Vale.
2. The project would be completed within the estimated schedule and budget as set within
the initial plan (Brook, 2016).
3. Coffee shops and restaurants would be designed and each facility would be made
available during the opening of ARTC.
4. During the site opening, each of the facilities such as car parking, waste disposal area
should be prepared as planned.
5. Safety equipment should be procured at the earliest and installed at particular segments
as mentioned.

4. Project Management Plan
4.1 Project Management Methodology
According to the definitions supported within the Project Management Institute (OMI), it
can be discussed that the project management methodology can be discussed and defined as a
certain system of techniques, principles, rules and frameworks that would be certain based on
guiding the various aspects of a project. The different kind of project management
methodologies that are used in the case of a project are Waterfall, Lean, Six Sigma, Agile,
Prince2 and others (Mok, Shen & Yang, 2015). These are considered to be highly essential in
nature and help in assisting towards the involved project managers to gain a full guidance over
the project aspects. Different methodologies comprise of different forms of strategies and thus
are chosen as per the requirements of the project.
In case of construction and design project for the ARTC, the most vital and critical
project management methodology that would be chosen is Waterfall methodology. The different
aspects, which would be considered to be discussed within the project management methodology
are defined in the below sections.

4.2 Scope Management Plan
The Scope Management plan is defined as the various processes required for collecting
the different necessary arrangements for the project. It is also defined as the certain collection of
various processes for ensuring that the project would include all forms of deliverables and tasks
for the proper completion of the project (Ye et al., 2015). Exclusion of tasks, which are out of
scope would also be done within the scope management plan.
Hence, the various processes that would be included within the scope management plan
for the concerned project are being discussed as follows:
1. Collection of system and business requirements
2. Define the project scope
3. Creation of a WBS
4. Validating of project scope
5. Controlling of project scope
4.2.1 Collect Requirements
Description - In this process, the description of the product or project that is being
currently launched would be discussed and explained in details. Based on that the requirements
would be collected from all stakeholders regarding the type of infrastructure that would be
developed and need to be planned accordingly (Bakshan et al., 2015). Hence, a proper format
needs to be prepared for the ARTC construction plan that would majorly help involved project
managers and teams to bring in quality outputs from the development phase.

4.2.2 Define scope
In the case of the concerned project, the major point of discussion focuses on
demolishing of the existing buildings at Apple Vale and thus create a new treatment centre,
which would ultimately be beneficial for outside tourists but would also take into consideration
the wellness of the people in Apple Vale community (Varajão, Colomo-Palacios & Silva, 2017).
Thus, the primary outputs that could be considered from the designing and building of ARTC is
based on construction of new hospital chains in collaboration with the WA Government.
4.2.3 Create WBS
After the requirements of the project have been taken under consideration, the WBS for
the project would be generated based on which the involved project stakeholders would be able
to understand the different activities and the related sub-activities (Safapour et al., 2017). Based
on the understanding of both these cases, the project manager would be able to guide the other
team accordingly over the developmental aspects and other related works over the project.
4.2.4 Validate Scope
After the scope have been defined, the validation over the scope would need to be
performed by the involved project manager and business key stakeholders (Doulabi &
Asnaashari, 2016). During validation, a formal approval would be provided based on the
deliverables outlined during the project.
4.2.5 Control Scope
After the validation of the scope would be performed, the scope would also might need
control. This is because certain changes might be brought within the scope baseline if required
for bringing proper outcomes within the project management plan.

The scope of the project should be monitored over a continuous basis during the
development aspect of the project (Yoon, Tamer & Hastak, 2015). The major processes that
could be included within the project control scope are defined as follows:
1. Management of changes – Every kind of requests that would be made for the
proposed changes would need to be accessed properly by the project manager (El-Sayegh &
Mansour, 2015). Thus, the aspect of schedule and budget should be primarily be checked and
based on that an approval or disapproval could be supported for the future steps over the project
plan and progress.
2. Monitoring status of project – During the planning and progress over the project, the
information in relation to work performance should be need to be gained regularly (Abd El-
Karim et al., 2017). This would in turn lead to proper business outcomes and growth for the
project in the long run.
4.3 Scheduling and Cost Management Plan
In order to ensure that the ARTC development project for the treatment centre at Apple
Vale is being progressing with proper schedule and the approved monetary budget, hence a
proper look into the scheduling and cost management plan would need to be considered as highly
important (AlNasseri & Aulin, 2015). Hence, in order to align with the business goals on
schedule and cost, the learnings from the frameworks as outlined for PMBOK would need to be
considered greatly.
In the initial plan based on the scheduling and cost management plan, the primary aim
would be based on determination of the physical resources that would be required for
development of the treatment centre at Apple Vale. These resources could include the equipment

depicted in the following diagram (Durdyev, Omarov & Ismail, 2017). The diagram would help
in depicting the activities, their predecessors and the successive activities, which would be
performed in order to successfully accomplish the objectives as set within the initial stages of the
project management plan.

the durations and dependencies of activities have been taken under consideration. The time
constraints as defined within the project would be determined as per the requirements and budget
estimated for each phase of the project.
4.4. Quality Management Plan
The project based on the design of the new treatment centre at Apple Vale should be

need to be met accordingly. The quality of the outcomes for the project should be defined as
mentioned within the PMBOK framework (Larsen et al., 2016). The different aspects that needs
to be considered within the Quality Management plan are described as follows:
1. Planning towards quality management – During the process of planning towards
managing various aspects of quality towards the project, it can be discussed that the deliverables
should be collected (Fang, Wu & Wu, 2015). The quality metrics should be set by the project
manager based on which the different outcomes from the project would need to be measured
accordingly. Acceptance criteria over the different aspects of the project should need to be
considered accordingly.
2. Performing an assurance over quality – After the quality for the project would be
measured, the project manager should be able to clearly estimate whether the mentioned project
deliverables have been covered within the defined within the project management plan. During

the process of quality assurance, the process would involve the process of auditing over the
various applications (Pandey et al., 2017). Hence different operational definitions have need to

3. Maintaining a good control over quality – The maintaining of control over the
project quality is considered as a matter of high importance (Bragadin & Kähkönen, 2016). This
control is being measured based on testing over the degree of conformance over the project
deliverables that would be maintained during the output of the project.
4.5 Stakeholder and Communication Management Plan
The stakeholder and communication management plan can be considered as the
identification of all forms of key stakeholders and the ways in which they would be able to
communicate towards the project. Based on the involvement of stakeholders within the project, it
can be discussed based on development of engagement strategy over the project (Senaratne &
Ruwanpura, 2016). Based on the needs of stakeholders, the communication over the project
would be performed accordingly.

4.6 Procurement Management Plan
In order to complete the development of the treatment centre for ARTC, the procurement
of the different materials required for achievement over the key deliverables would be
considered to be highly important. Hence, it should be ensured by the project manager to ensure
that each of the materials and services have been procured according to the needs over the
project (de Araújo et al., 2017). Hence, the processes that are considered to be highly important
for achieving the outcomes of the procurement management plan are discussed as follows:
1. Planning over the procurement can be considered as highly important. In this phase,
the materials that would need to be procured are being discussed properly. This would be noted
properly in a proper plan.
2. After the procurement plan would be made ready, the procurement activities would
need to be conducted. Each of the materials would be procured from different vendors
(Loosemore, 2016).
3. After the procurement have been made, the procurement manager would perform over
the quality and control check over the type of materials that have been procured.
