1. Background of the project
The paper mainly reflects on the Australian Health Policy Collaboration at the Victoria
University which is mainly working in partnership with the Brisbane city in the western suburbs
of Melbourne for improving the different types of health outcomes within the Brimbank
community. The health reports which are mainly prepared are helpful in enabling both the
Brimbank as well as Victoria University leaders as well as organizations for properly developing
different types of integrated policies, strategies as well as services for lifting the health as well as
education outcomes within the Brimbank community as well as in the coming future. The project
plan which is mainly created is generally aligned with the public health as well as Wellbeing
plan of Victoria in the year 2015-2019. One needs to properly consider the priorities of eating
healthy as well as active living within the plan for properly recognizing that there is proper
relationship that generally exists between the priorities.
2. Project focus
2.1 Outline health issue
List of health issues
The list of different types pf health issues was first implemented in the year 2009 with the
help of National Preventative Health Strategy that has the proper vision to develop an effective
condition for the people who are living within Australia and therefore emerging the entire state
as well as representing that the country becomes healthiest out of all by the year 2020 (Eldredge
et al. 2016). The health issues which are mainly listed below are done as per the top priority for
the organization and the issues includes:
 Reducing the disease growth rate including obese and overweight within Australia

 Minimizing the smoking rate
 Preaching the higher rate of epidemic health issues as well as different types od health
conditions which can cause social problems.
Explanation of health issue and its implications to relevant population
It is found that a proper collaborative plan is needed to be established by the states as
well as federal and furthermore the program was named as NHPA which is one of the joint
efforts with the help of both government as well as non-government organizations (Edelman,
Mandle and Kudzma 2017). The entire program generally aimed in order to seek proper health
policy which mainly focuses on the diseases as well as conditions that mainly have proper
impact on the health of the population. It is found that there are nine different types of segments
which are generally found to be classified on the basis of the joint program and the different
types of nine segments includes obesity, asthma, dementia, mental health, musculosketel, health
and injury prevention.
Justification about the importance of the issue and reason for which it requires attention
It is identified that out of all the issues, obesity is considered as one of the major
challenges that is faced by most of the people of Brimbank community. A program that is named
joint plan was generally conducted helps in reflecting that the people of Brimbank engage within
less physical activities as compared to the people who are situated in other parts of Australia. It is
found that engaging within a smaller number of physical activities as well as workout are
considered as the major issue as it increases the growth rate of obesity and therefore the people
are becoming very much weak (Fertman and Allensworth 2016). Only 37.2% of the total
population has the habit of involving within daily physical exercises the exercises that they

undertake includes walking, going to Gym as well as jogging. Furthermore, it is found that there
are around 41% of the total population walks regularly. With the help of this percentage, it is
very much clear for the people who are mainly living within Brimbank generally does not keep
themselves for and therefore lack of exercise is considered as the main reason of increasing
obesity among the people of Brimbank community.
2.2 Identification of need and policy framework
Listing reasons for the need of the program
The collaboration of Brimbank is considered as one the most significant collaboration
that exists between the collaboration of Australian health policy. It is found that the collaboration
was mainly taken within the university of Victoria as well as within the city council of
Brimbank. In addition to this, it is found that the entire collaboration has been tool place in order
to undertake very much long-term intervention as well as research.
Explanation of the need of the program
The health program which was required is mainly because of reducing the problem of
obesity and for spreading awareness to the different group of Brimbank community (Akerman et
al. 2019). The Brimbank was generally established by undertaking proper collaboration as the
main specific reason is to bend the founding is to minimize the hazards on the Brimbank people
as well as from the entire community. It is found that as per the program, four different streams
are generally identified which are separated and they are mainly listed below:
 Childhood health program for children’s up to eight years of age
 Youth transition program for the children of school
 Program for family formation

Need of the program for the public policy
It is found that proper policy-based framework was needed to be properly established as the
wellbeing as well as health framework that further helps in demonstrating the entire strategies,
work as well as well as policies for conversing with one another in order to properly address the
priorities of health and wellbeing. Additionally, the framework is quite beneficial in properly
informing about the various actions of the actions that are taken by the council and assists in
directing different types of methods of working for a particular partnership within DHHS as well
as community (Flora, Schooler and Pierson 2018). Moreover, the framework is also considered
as one of the initiatives that is mainly undertaken for properly protecting, promoting as well as
developing the wellbeing as well as health of the Brimbank dwellers.
2.3 Project stakeholders
The project stakeholders generally help in promoting the health campaign that generally
reflects on obesity. It is identified that the policy framework which is generally established is
beneficial in properly creating better park policy (Clarke et al. 2015). This particular plan is
mainly formulated in order to properly upgrade the program of the future capital which was
mainly under the proper budget consideration. In addition to this, the entire plan was mainly
formulated in order to help the council for meeting the various needs of the community-based
programs by successfully developing as well as accessing the open space-based networking
channels within Brimbank. It is found that the different types of cycling as well as walking-based
strategies helps in properly guiding the council so that they can capable of adopting better plans.
In addition to this, the strategies mainly include a number of objectives by considering various
stakeholders in mind. The different project objectives are listed below:
