Introduction
Globex has decided to develop a mobile based farmer support application (MBFSA) that
will allow the target users – local government, wholesalers and farmers to create their own
profiles as well as view and enter specific data regarding crop production and weather. Globex
has hired Virtucon for development of the app that has to be done within six months from the
project initiation. Furthermore, the completion of project pilot and delivery of prototype will
have to be done within two months of initiation.
This report is based on the project plan for the development of the mobile application as
proposed by Globex.
Project Description
In this project, a mobile application will be developed that will have several features
including data entry and analysis for crop production, weather trends and others. There are three
target groups for the project – the government, the wholesalers and the farmers. The application
will be accessible through mobile devices and any of the target users will be able to create their
own personal profile in the app and enter or download data. The project will be conducted in two
phases – pilot project with prototyping and the development of the final version of the
application..

The value for this particular project is faster rather than better as the data entry and
download will be streamlined much faster and effectively.
Metric
It is expected that 80% of the farmers will download the app within 6 months of app
launch.
Timeframe
The project is expected to be complete within 6 months from initiation.
MOV Statement
The organisation will allow the customers to have a better experience while gathering
data regarding data collection, input and analysis regarding the crop production based on weather
conditions.

Project Scope Definition
The scope of the project includes the development of a mobile application that will allow
the target users – local government, wholesalers and farmers to create their own profiles as well
as view and enter specific data regarding crop production and weather.

Scope Management Plan
Scope management plan is required to ensure the required deliverables are fulfilled
without any additional expenditure or scope creep. Accordingly, the pilot project will be first
started in order to develop the system prototype before proceeding with the actual development
process. Meanwhile, monitoring and change management can be implemented to ensure the
project is on the right track.

Assumptions
In this project, it has been assumed that the farmers now have access to smartphones and
they will be able to download and use the application. It has also been assumed that the
government will allow access to some of the specific data required to update the application
database regarding weather and crop production.

Part 5: Quality Management Plan
Project’s Quality Statement
The quality statement for this project is that – the project must be able to deliver a high
quality mobile application with the necessary features and there should be no technical glitches
and failures. In case of occasional bugs, regular patches should be updated and sent to the
customer.
Verification Activities
The verification activities include testing of the application from both developer end and
user end.
Validation Activities
The validation activities include determining if the app has all the required features and
also testing if the app is downloadable or not.

Closure Checklist
The project checklist is as follows.

Project Evaluation
Annotation 1: According to Kerzner and Kerzner (2017), project evaluation is an
important aspect in project management as it involves understanding of the project end product
for a non-technical member of the team, usually the project manager. The project manager
evaluates the project at the end in order to determine if all the requirements of the project have
been met.
Annotation 2: Larson and Gray (2017) said that project evaluation is necessary for any
project as it is mostly required for validation of the entire project that has been conducted. The
project may be passed without validation but in case of residual issues, complications may arise
later on. Identifying the issues during evaluation will allow solving them on the go before the
project officially closed.
Assignment 3: Authors Schwalbe (2015) have also emphasized the important of project
evaluation in project management. They said that it allows the project manager to have a deep

insight on the project outcomes and have a clear idea what have been expected and what have
been delivered. Many projects need to restart because the project managers can find various
issues during the project while performing evaluation.
