PROJECT MANAGEMENT
Background
There has been demand of urban rail passenger transport in Australia has been increasing
and configured rail systems have been experiencing heavy computer traffic in morning and
afternoon peak periods catering from standard CBD workday. Traditional passenger rail system
have been investing in new infrastructure and stock services (Balendran et al., 2017). This
project has been initiated by NSW government for replacing old NSW rail fleet of XPT,
XPLORER and Endeavor trains. This project has been initiated to increase job opportunities and
skills in the country. The old trains have been overcrowded during office hours. Passengers feel
discomfort in travelling with old trains. Crowding of services has led to dissatisfaction of
customers and pressurizing rail operators and government for solving this crowding issue. The
expense for improving the infrastructure for meeting demand of passengers have been initiated
with this new project of NSW. The NSW government has provided the contract to deliver
Regional rail Fleet Project to Momentum Trains.
Literature Review
The Australian Railway system has been facing a lot of problems regarding overcrowding
and discomfort of passengers. The trains have been old and made up of traditional design and
infrastructure. Therefore, during peak time, trains suffered form overcrowding. This create a
huge issue in the travelling of the individuals in the railways (Dunnett & Gregory, 2017).
Various accidents and incidents might occur due to overcrowding. Therefore, Australian
government has taken an initiative to transform all old model trains into new model. A project
has been initiated under NSW government. The NSW government has been replacing all ageing
NSW regional rail fleet into new models. These new trains will help in improving safety,
accessibility and comfort for customers who used to travel from Sydney to different part of NSW

including Melbourne, Canberra and Brisbane (Kaewunruen & Remennikov, 2016). The NSW
government has provided the contract to Momentum Trains. Momentum Trains is an internal
consortium that include UGL, CAF rail services, CAF Investment Projects and DIF
Infrastructure V Cooperatief. This project include designing, project financing, building,
maintaining and operating new purpose built fleet maintenance in Dubbo. The new fleet of
intercity trains will be come in service in 2019 running from Sydney to Central Coast,
Newcastle, the Blue Mountains and the South Coast. There have been various benefits of this
project including Improved availability, upgraded security, improved solace and present day
highlights including: more extensive, progressively roomy two-by-two seating for additional
room and solace with arm rests, plate tables, and high seat backs, charging ports for cell phones,
and committed spaces for baggage, prams and bikes, improved availability including wheelchair
get to and open toilets, improved client data through advanced data screens and declarations,
CCTV and help focuses, and present day warming, ventilation and cooling (Anderson et al.,
2018). Increasingly agreeable and utilitarian plan including reversible seating, open smorgasbord
vehicles and overhead gear stock, Open toilets on each train, more extensive entryways, single-
deck carriages, need seating and available help focuses, Programmed particular entryway
opening for stations with short stages and current CCTV hardware, Electronic gadget charging
focuses, plate tables reasonable for workstations and roomy seat pockets. For satisfy future
increments in need, the New Intercity Fleet will increment to an aggregate of 554 carriages with
the buy of an additional 42 carriages. The majority of the new carriages will keep running on the
South Coast Line to help top hour administrations from 8 carriage trains to 10 carriages and will
enter task from 2021 (Li et al., 2017).

The Western Australian Government’s need for the project
The NSW Government is supplanting the maturing provincial rail armada of XPT,
XPLORER and Endeavor prepares and assembling another reason fabricated support office to
support the armada in Dubbo. An Expression of Interest process was held in 2017 to waitlist
potential givers, with Momentum Trains, Regional Futures and the Bombardier Consortium
welcomed to take part in a Request for Proposal in December 2017.The Bombardier Consortium
pulled back from the procedure in May 2018 (Kaewunruen & Mirza, 2017).Proposals were
evaluated against the accompanying criteria: client centered results; train arrangement; upkeep
office and resource the board arrangement; employments, aptitudes and industry support;
business arrangement; budgetary structure and limit; and cost. Transport for NSW has a Jobs,

Skills and Industry Participation Strategy to amplify work creation and business openings in
Dubbo. The Dubbo Maintenance Facility will make reasonable business, aptitudes improvement
and business openings amid development and operation.Current gauges show the undertaking
will produce around 200 new employments amid pinnacle development, 60 new occupations for
the last train fit out, testing and charging works and 50 new progressing occupations amid tasks,
including traineeships and apprenticeships (Kaewunruen et al., 2015). A Jobs, Skills and Industry
Participation Advisory Group will give ability and assets to help catch openings, facilitate
workforce arranging and address local aptitudes shortages (Chege et al., 2019). The gathering
will incorporate applicable government accomplices, Momentum Trains and their key providers.
The feasibility of the project
The feasibility of the project has been positive in order to change the issue of
overcrowding of trains in Australia. The budget has been provided by the NSW government. The
complete spending plan for the undertaking is $2.8 billion which incorporates a capital expense
of $1.26 billion for the new armada, the new upkeep office in Dubbo, some minor system
empowering works and task costs, just as intermittent expenses related with upkeep
administrations for the initial 15 years.
