2 PROJECT MANAGEMENT 1. Project introduction and initiation 1.1 Project background The project mainly reflects on the development of E-toll system in Hyderabad Ring road. Presently, manual toll system is mainly utilized in Hyderabad ring road which generally requires a toll collector or attendant who receives toll as per the classification of the vehicle. As the manual system of collecting toll is time consuming therefore the vehicles need to wait in queue in order to pay for the money which further creates a number of challenges [2].It mainly reduces the efficiency of traffic flow and causes problems like traffic congestion. In order to reduce the problem that are mainly faced by the vehicles on Hyderabad ring road, it is quite necessary to implement the E-toll system. It is found that the main aim of the project is to eliminate the delay on Hyderabad ring road which is one of the busiest 8lane ring road expressway that encircles the capital city of Hyderabad in India [3]. It is found that with the help of the electronic toll collection system, the speed as well as efficiency of the traffic flow can be improved which further helps in saving the time of the drivers. In addition to this, it is found that due to the better flow of the traffic, the congestion gets reduced and the fuel economy gets improved. Moreover, it is found that it further helps in increasing revenue by saving time and for attracting the customers properly. 1.2 Project need statement The presence of manual toll system on Hyderabad ring road generally have lot of demerits and are also considered to be difficult to solve the problems that are mainly related with traffic congestion as well as time wastage. In addition to this, it is found that the manual toll system is considered as one of the slow system that generally requires more tolls than any other for achieving proper traffic flow. Moreover, the traffic cost that is associated with the manual toll
3 PROJECT MANAGEMENT set-up is considered to be costly if the acquisition of the land is high. It is found that during the intervention of collecting moneys from tolls, the processing time that is generally required is quite high as the vehicle sensors need to crosscheck the data against the toll that is generally collected by the toll attendant. In order to resolve the issue, it is quite necessary to implement electronic toll system on Hyderabad ring road. The electronic toll system does not help in enhancing the traffic flow but also helps in saving the time of the drivers. 1.3 Project business case analysis The paper mainly focuses on the implementation of E-toll system on Hyderabad ring road in order to resolve the issues that occur due the utilization of manual toll system. It is found that the manual toll system mainly collects toll on the basis of vehicle classification by the attendant of toll and order to pay money, the vehicles need to stand in queue. As the manual system is utilized for completing the entire operation therefore the processing time that is needed is quite high. Due to delay of few minutes in processing within the manual toll system can creates traffic congestion. Furthermore, the drivers who cross the toll faces time related issues and challenges. In order to mitigate this type of issues and challenges, it is quite necessary to implement electronic toll system. It is found that the implementation of toll system not only helps in improving the efficiency of the traffic flow and help in saving the time of the drivers but also helps in providing a better flow of traffic by reducing congestion that further helps in increasing revenue in context to time savings. Moreover, it is found that the electronic toll system will be implemented within 7 months by utilizing budget of AUD 300,000 by following the scope of the project in order to achieve the objectives of the project.

4 PROJECT MANAGEMENT 1.4 Root cause analysis for initiating the project Root-causeanalysisisdefinedasoneofthesystematicprocedurethathelpsin determining the root causes of problems or events which further have proper approach of responding the root causes that are mainly related with the project. It is considered as one of the best idea that is needed for effective management. [4]. It is defined as one of the procedure that helps in properly defining, understanding as well as solving a problem quite effectively. It is found that the root cause of the problems that occur due to the utilization of manual toll system on Hyderabad ring road are generally analyzed on the basis of 5 Whys root cause analysis tool. Figure 1: 5 whys root cause analysis (Source: Created by Author) It is found that determining the root cause of the problems which mainly occurs due to the presence of manual toll system in Hyderabad ring road utilizes Five Whys analysis. It is identified that this specific type of analysis is mainly utilized in order to get idea about the root cause of the problem by asking 5 why. This analysis method reflects that the manual toll system 5whys Why Low processing time Why Expensive set up Why Slow Why Labour cost Why Inconsistency in data entry
5 PROJECT MANAGEMENT faces issues or problems as the processing time that is required the system is quite slow as the attendants need to cross check data. Secondly, traffic cost that is associated with the manual toll set-up is considered to be costly if the acquisition of the land is high. Thirdly, it is identified that the vehicles need to maintain queue in order to pay the toll which further causes wastage of time and this is because that the manual system that is utilized is slow [5]. The labour cost is high as an attendant is generally required who have the responsibility of undertaking the entire operation of tool in order to collect toll tax. Lastly, it is found that errors can be reflected in the bills and in updating details of the vehicles and it is mainly because of inconsistency in data entry. 1.5 Project objectives The main objectives of the project for the development of e-toll system on Hyderabad Ring road is generally provided below: To implement e-toll system on Hyderabad ring road To determine the issue that mainly occurs due to manual toll system To enhance the efficiency of traffic flow by reducing traffic congestion 2. Project scope, time and schedule management 2.1 Deliverables Deliverables are mainly defined as one of the project management term that helps in describing the quantifiable services as well as goods that are generally needed for successful completion of the project. Deliverables are generally categorized into tangible and intangible deliverables [7]. As a new toll system is required to be implemented on Hyderabad ring road, the various deliverables that are mainly associated with the work of the project are generally elaborated below:
