Project manager is a person who holds overall responsibility of a project i.e. from its
initiation, planning to its designing, execution, monitoring, managing and closing the project.
The project manager holds number of skills and capabilities which they use in order to
monitoring the team and available resources for ensuring that efforts must get6 aligned in right
direction toward the accomplishment of project objective (Meredith, Mantel and Shafer, 2017).
Eagle eye is a firm that deal in threat detecting and screening the technology that are
related with the military, security, resilience and technology application. Recently it get a large
client based in Canada and with the mutual consent of stakeholder they are planning to relocate
their headquarter within Canada which will start operating its business by 1st January, 2020. The
total budget for this relocation project would be 10 million USD and this involve relocation of
several operations such as accounting, finance, customer service, Research and development etc.
Hence, in order to start this relocating business, the project manager is require to develop a
detailed plan that support in explaining each and every action to be taken into consideration. For
this following are certain role that project manager has to perform throughout this project,

Planning and defining the scope of the project.
Determining number of activities to be performed in project and arranging them in
sequential manner.
Planning the resources and manpower required for executing the project.
Developing schedule and execution duration of each activity.
Estimating the cost required and developing the budget.
Analysing the risk involved and actions to be taken for dealing with them.
Executing the work and performing team leadership for ensuring effective performance
of each task.
Monitoring and controlling the actions.
These all are major roles that project manager has to perform while working over the
relocation project of Eagle eye. But while performing this project number of situations may arise
in front of project manager that may influence the final outcome of project (Fleming and
Koppelman, 2016). Hence in order to deal with those situations a regular evaluation of project
activities will be performed to detect errors if any so that timely actions can be taken into
consideration. On the other side a reserve fund will be kept aside so that at the time of
contingency actions can be taken into consideration.
b) 'Performance, time, scope and cost' requirement can support in helping or adversely affecting
project and scope of current project
Project management plan is defined as a formal document which is used by a project
manager in order to define some set of guidelines which help in explaining the team members in
detail manner about how the project will be executed. In addition to this the project management
plan also contains a detail about some set of attributes that forms up a significant part of a project
such as Performance, Cost, Scope and Time. These all factors play a significant role within
planning and execution of the project and also have the capability to either succeed or fail the
project (Mir and Pinnington, 2014). The project manager of Eagle eye relocation must focus
toward firstly evaluating these factors while creating a project management plan for assuring
about the positive outcome of the project. These factors can be better understood using following
point:
Performance :- It plays a significant role within the actual execution of the project and
ensuring desired outcome. Under this section the project manager is responsible for

deciding some standards of performance that are being expected from employees. This
will help in determining that the operations are being executed in right direction and as
per the requirement. With the help of this a regular check can also be made over planned
and executed work so that the errors can be identified or rectified easily. But on the other
side, if the performance standards are not maintained in advanced then it will affect the
quality of operation execution and at the same time may also influence the final outcome
of the project. Additionally, it also become difficult for them to identify the area where
the performance of workers is lacking behind.
Cost :- It is also one among the factor within the project management plan of Eagle eye
relocation project and without cost it is not possible to execute the plan. This factor
involves estimating the amount which a project is require in order to arrange resources,
executing each activity and finishing the project successfully. The accurate estimation of
cost may support project manager of Eagle eye relocation project in performing the tasks
smoothly without any kind of risk (Schwalbe, 2015). But on the other side if the cost is
not estimated effectively at the time of project planning or not even managed while
execution of project then it may lead to loss of company. At the same time if it is not
managed properly then it may lead to delay of the project due to over spending of cost or
exceeding of budgeted cost. The estimated amount for this project of Eagle eye relocation
project is 10 million US dollar.
Scope :- This element describe about the objective of a particular project and what are
some opportunities that the execution of particular project will bring to the organisation.
The scope of a project plays a wider role as it help in determining the sources through
which the return can be collected over the investments made on execution of the project.
By defining the scope, it become easier for the Eagle eye to determine the benefits that
they avail once its business get relocated to Canada (Too and Weaver, 2014). On the
other side, if the scope is not defined appropriately at the starting of project then it
became quite difficult to get maximum outcome out of efforts of employees.
Time :- Each project is required to be get accomplished within a specific time period.
This element plays a significant role in directing the people to accomplish its project
within set time period in order to gain maximum benefit from it. As per the given case
study of Eagle eye, it is planning to relocate its business to Canada which it wants to be

get finished within 6 months i.e. from 1st July to 31st December. Hence the project
manager is required to delegate time to number of activities that it is to be performed so
that work can get accomplished before deadline (Teller, Kock and Gemünden, 2014).
This schedule of time for each activity support in guiding and directing the team
members regarding the duration in which they have to complete their work which ensure
timely completion of the project. But on the other side if the time schedule of each
activity is not presented effectively then it may lead to delay in completion of project
which further increase the cost of the project.
These are some crucial factors that required to be consider while formulating planning for
the project as it helps in successfully completion of the project. Despite of this the main scope ad
cost of this project for Eagle eye is mentioned below:
Scope of project for Eagle eye:-
“The Eagle eye has wider scope for the execution of the project, as by relocating its
business within Canada it become easier to expand the customers base as it recently made a
broader client base their while operating in New York. This geographical gap may affect the
quality of services and communication between clients but establishing its presence in Canada it
become easier to operate business effectively and retaining the client for longer bases. Despite of
this, with the referral of current clients in Canada it become easier for Eagle eye to expand its
approach to new clients' too.”
Estimated dates and milestones
The estimation of time which required to perform a particular task is very crucial as it
help in ensuring that the activities can be executed in effective manner by providing a guidance
regarding the time duration in which a particular task is to be completed. On the other side,
milestones are certain levels of a particular project which help in determining that whether
everything is moving smoothly or facing certain issues (Joslin, and Müller, 2015). In order to
represent the dates and milestones of Eagle eye relocation project, Gantt chart will be used which
help in presentation of set of activities to be performed along with their starting and end dates.
