1. Introduction
The paper mainly reflects on project risk management as well as stakeholder management
in context to Rooppur Nuclear Power Plant project as well as Hinkley point C power plant that is
UK. The paper mainly aims to undertake a comparative analysis on the two different projects on
various types of aspects including risk management methods and tools, fishbone method as well
as stakeholder management plan. It is found that a number of journal articles for reviewed for
analyzing the comparison between the different types of project risk management plan as well as
stakeholder management plan that is mainly used by both the projects. In addition to this, the
paper also focuses on the limitations as well as future research in context to risk management
plan as well as stakeholder management plan in both the projects.
2. Literature review
According to Hopkin (2018) the project risk management plan mainly assists in
identifying the risks and implementing proper plan in order to successfully mitigating the risks.
It is found that risk management is mainly considered as a procedure which assists in properly
identifying, controlling as well as assessing different types of threats within an organization
(Piette et al. 2015). It is found that the procedure of risk management generally includes a
number of processes of the companies that are mainly utilized in order to successfully determine
as well as for controlling the threats which are mainly associated with the digital assets including
the proprietary data.
On the other hand, that stakeholder management is generally considered as one of the
systematic determinations, analysis as well as planning of various types of actions that are
generally designed for properly engaging with the stakeholders of the project (Mok, Shen and

Yang 2015) Moreover, it is identified that the stakeholder management of one of the techniques
that is mainly utilized for harnessing the various types of positive influences that further helps in
reducing the effect that it generally creates in context to the negative influences (Jones et al.
2017). The determination of the project stakeholders is generally done with the help of proper
research as well as interviews as well as with the help of the lessons which are generally learnt
from the entire project. Each of the stakeholders who are mainly engaged within the project are
generally classified as per their potential impact which generally can be reflected with the help of
the matrix that is helpful in properly estimating the interest as well as influence.
According to Bhuiyan et al. (2015), Rooppur Nuclear Power Plant is one of the under
constructions 2.4 GWe nuclear power plant within Bangladesh. It is found that the construction
of the plant is done in the areas that adjoins Paksey within Ishwardi within the Pabna district.
The project is generally get implemented with the help of the Atomic Energy Commission of
Bangladesh which is generally under the guidance of the technology and science Ministry. The
project will be helpful in providing cost-effective electricity by properly creating the jobs in
Bangladesh (Hasan 2018). The power production within Bangladesh will generally exceed 4GW
a year and it is found that the new plant will generally helpful in enhancing the production of the
power for achieving the independence of the energy.
On the other hand, it is stated by Ansar and Flyvbjerg (2016) that Hinkley point C
nuclear power station is one of the projects that mainly undertakes the work of 3200 MWe
nuclear power station with different types of EPR reactors in England. The site that was
proposed is one of the eight announced sites by the British government within the year 2010. It is
the first nuclear power plant in UK that was mainly constructed in 20 years of time and
additionally it is found that Hinkley Point C will generally helpful in providing electricity with

very much lower carbon that generally helps in creating thousand of jobs as well as assists in
benefiting for the UK economy.
3. Problem statement
It is found that the citizens of Bangladesh who are mainly concerned with the project
generally requires alternative options for cheaper electricity as well as safer technology however,
it is identified that in Hinkley point C, the nuclear regulators were concerned with the EDF
energy over improper management and generally provides warning about the safety of the
Hinkley Point C. Both the problems generally create negative impact on the project and therefore
it is necessary to address the problems quite effectively.
4. Objectives of the study
The objectives of the study are listed below:
 To undertake comparative study between the Rooppur Nuclear Power Plant,
Bangladesh and Hinkley Point C Power Plant, UK.
 To determine the EDF energy related challenges in Hinkley Point C Power Plant, UK.
 To identify the ways in which the Rooppur Nuclear Power Plant can provide cost-
effective ways for supplying electricity to the people in Bangladesh

The research questions are listed below:
 What are the differences that is seen after undertaking comparative study within the
Rooppur and Hinkley Point C power stations?
 What are the EDF based challenges in Hinkley Point C Power Plant, UK

effective ways for supplying electricity to the people in Bangladesh?
6. Case study and research methods
6.1 Research philosophy
According to Koro-Ljungberg (2015), research philosophy is generally defined as one of
the important beliefs about a specific way through which data linked with particular situation
can generally be gathered, analyzed as well as utilized. For this research work, it is found that
positivism philosophy is mainly utilized. The positivism philosophy is mainly used as this
research philosophy allows the researcher as well as analyst in properly revealing the hidden
information that are mainly associated with the entire change management procedure within the
comparative study that is undertaken on two nuclear power plant.
6.2 Research approach
The proper use of a research approach is considered to beneficial as it helps in revealing
the for format for effective analysis on the undertaken topic of the project. The research
generally utilizes deductive approach that is helpful in properly identifying the validity of the
undertaken assumptions (Lebow 2018). The deductive approach that is utilized specifies
information as well as the procedure of data analysis for in-depth analysis of the undertaken
research topic quite effectively.
6.3 Research design
It is stated by Walsham (2018) that the application of proper research design generally
assists in developing specific framework for the research work that is considered to be beneficial
for the collection as well as analysis of the data quite effectively. This specific comparative study

generally utilizes descriptive research design and the main reason of utilizing this specific
research design is that it generally helps in providing proper description of the events that
generally occur while accounting the impact as well as timeline of the research topic quite
effectively.
6.4 Data collection method
In order to conduct the entire research properly, it is found that the data is generally
accounted as one of the important information that is generally necessary for the entire study.
The application of proper data collection method helps in providing detailed as well as relevant
information about the research that is mainly undertaken (Sinkovics et al. 2016). It is found that
in order to conduct comparative analysis, secondary data collection methodology is used in
which data as well as information are generally received from different case studies as well as
journal articles.
6.5 Data analysis technique
The various types of data as well as relevant information that are generally gathered with
the help of qualitative method by reviewing the reports of Rooppur Nuclear Power Plant,
Bangladesh and Hinkley Point C Power Plant, UK. In addition to this, the data analysis is also

7. Rooppur Nuclear power plant, Bangladesh
Rooppur Nuclear Power plant is one of the under constructions 2.4 GWe nuclear power
plant within Bangladesh. It is found that the government of Bangladesh has generally taken the
initiative of building the nuclear power plant on the east side of the river Padma (Uddin,
Moniruzzaman and Khan 2017). The power plants will generally utilize different types of

the International Atomic Energy Agency. It is found that as Bangladesh is one of the lower
income countries and the energy sector of the country is not so developed therefore the people of

plant, Bangladesh (Ashraf and Islam 2018). It is found that the Rooppur Nuclear power plant
must utilize proper ways with the help of which it not only provides huge energy within a very
much short time or fulfilling the demands of the people of Bangladesh in a short time but also in
a very much cost-effective way.
8. Hinkley Point C power Plant, UK
Hinkley Point C in UK is one of the nuclear power station projects that mainly aims to
construct the 3200 MWe nuclear power station with two different EPR reactors in England. It is
found that this nuclear power plant is making effective progress on site in context to
construction. In addition to this, it is found that building a new nuclear power station at Hinkley
Point C is helpful in providing carbon electricity for around six million homes in UK and it is
one of the projects that will be helpful in powering the economy of UK in the coming future
(Shepherd 2016). Moreover, the project is helpful in generating the electricity that will further
helpful in meeting the electricity demands of the people (Zapletalova 2015). However, in spite of
the advantages, there are a number of challenges that are associated with Hinkley Point C nuclear
power point. The UK based nuclear regulator generally has raised a number of concerns that
have EDF energy over the management failings that is generally providing warnings for the
safety of the nuclear power plant project in UK.

The tools or methods that are mainly utilized in order to determine the risks as well as
challenges that are associated with two of the nuclear power plants are mainly elaborated below:
Delphi method: This one of the methods in which the panel of experts are generally
asked to answer the various questions within a series of round and the idea in context to the
questions are generally made in order to get unbiased suggestions on the risk so that the risks and
challenges can be resolved effectively (Coid et al. 2016).
Fishbone diagram: It is also known as the cause and effect diagram that is considered as
one of the visualization tools that are generally helpful in properly categorizing the various
causes of the problems for determining the root causes of the problems.
Diagramming techniques: It is considered as one of the compact versions of the various
risks and they can generally include cause and effect of the diagrams, flowcharts as well as
various types of influence diagrams (Hopkin 2018).
Decision tree: It is one of the diagrams that have branches that helps in reflecting the
results of each type of decision as well as random events that are generally undertaken. The
decision tree must be effectively coupled with the expected monetary value method for reflecting
the financial impact of different types of outcomes.
10. Fishbone method
A fishbone diagram is one of the causes and effect diagram that is mainly considered as
one of visualization tool that is generally helpful in properly categorizing the potential causes of
the problem in order to determine the root causes of the issues. It is found that the fishbone
diagram is generally focuses on analyzing the main causes behind the issues (Piette et al. 2015).

11. Stakeholder management
According to Mok, Shen and Yang (2015) management of stakeholder is considered as
one of the critical components that is generally useful for the effective delivery of any of the
project or any type of activity. It is found that the stakeholders who are mainly linked with either
the power plant in Bangladesh or the Hinkley Point C in UK, it is quite necessary to manage
them effectively for achieving the results from both the project. It is identified that in Hinkley
Point C power Plant, stakeholders are considered as the group of people who are mainly
considered to be important and they generally include those individuals who generally have
proper interest in what we have and what impact that they reflect on the entire business (Jones et
al. 2017). On the other hand, the Rooppur Nuclear Power plant also utilizes different types of
techniques for managing their stakeholders who are involved with the power plant project for
achieving success. The steps or procedures that are used by both the power plant projects for
managing their stakeholders are reflected with the help of the steps that are elaborated below:
Creating organization breakdown structure: OBS is considered as one of the diagrams
that is created in the form of a structure which reflects the stakeholders and their level for
clarifying the roles and responsibilities of the stakeholders (Fassin et al. 2017).
Categorization of stakeholders: Stakeholders are generally categorized as per internal
as well as external stakeholders for identifying stakeholders who are working internally for the
project.
Understanding impact and power of the stakeholders: Both the power as well as
impact of the project stakeholders should be properly understood by the project stakeholders so
that they can accomplish their roles effectively (Mok, Shen and Yang 2015).

Communication plan: Effective plan for communication is generally required in order
to communicate successfully with the stakeholders for accomplishing the work effectively.
12. Comparative study
According to Ashraf and Islam (2018), Rooppur nuclear power plant is considered as
one of the under constructions 2.4 GWe nuclear power plant that is in Bangladesh. It is found
that the entire project is generally implemented with the help of the Bangladesh Atomic Energy
Commission under the proper guidance of the science as well as technology ministry. The main
aim of the entire project is to provide low cost electricity facility and to create new as well as
effective jobs for the people of Bangladesh. The power construction within Bangladesh generally
exceeds 4GW a year (Karim et al. 2018). It is found that the new plant will generally be helpful
in enhancing the power production that will further helpful in enabling the business in order to
achieve energy independence.
On the other hand, it is stated by Smyth, Lecoeuvre and Vaesken (2018) that Hinkley
Point C nuclear power plant is one of the projects that mainly aims to construct a 3200 MWe
nuclear power station within UK. The project mainly aims to build two new nuclear reactors
such that long term benefits from the nuclear power plant can generally be achieved that will
further be helpful in stimulating Somerset as well as South West (Zapletalova 2015). It is
analyzed that this particular power plant project in UK will generally be helpful in creating
around 25000 new employment opportunities. In addition to this, proper opportunities for the
national, local as well as international business are provided.

13. Research findings, interpretation and evaluation
From the entire comparative study, it is analyzed that both the nuclear power plants
mainly aim to provide cost effective way of electricity as well as aims to create job opportunities
for their people. However, after analyzing the entire study as well as undertaking analysis on the
power plant based on the fish bone diagram, it is analyzed that both the project faces a lot of
issues and challenges in undertaking the project. It is analyzed that the Hinkley power point C
faces a lot of concerns that have EDF energy over the management failings that is generally
providing warnings for the safety of the nuclear power plant project in UK. However, the
Rooppur nuclear power plant project is generally facing a number of issues as well as challenges
due to inappropriate sponsorship as Bangladesh does not have sufficient amount of funds for its
project as it is one of the developing countries.
14. Conclusion
It can be concluded from the entire paper that both the Rooppur nuclear power plant as
well as Hinkley power plant C has been successfully compared and after proper comparison it is
analyzed that both the projects aims to generate electricity at low cost and to provide job
opportunities for their people however both the project faces a lot of challenges. It is found that
for analyzing the issues , fish bone diagram is used and as per which the Rooppur nuclear power
plant faces challenges due to insufficient budget whereas Hinkley Power plant point C faces
challenges due to management failures. In addition to this, the paper also elaborates a number of
methods that are helpful in managing the stakeholders of the project effectively.

15. Limitations and future research
The main limitations that are generally identified while undertaking the comparative
study on the two power plants are:
 Both the power plant faces a lot of challenges that can obstruct the progress of the project
and can cause delay in accomplishing the project goals.
 The Rooppur nuclear power plant faces issues due to insufficient budget as Bangladesh is
a developing country.
As the issues in both the power plant are identified, in the future research, it is quite
important to determine methods as well as steps that are generally helpful in accomplishing the
project goals by resolving the issues and challenges with the adoption of proper techniques.
