This paper introduces the ways of improving county public health information
system. It also explains how CHD forms a team to the accomplishment of the
project to solve the issue of the communicable disease outbreak. Also, the paper
shall discuss how communication plan is realistic in communicating to the
stakeholders of the project. In addition, the paper compares the case study
assessment with project management practices and lastly recommendations and
justification on how projects run in the public differing with projects run in the
private.
Introduction
The county health department senior managers have seen that there is need to
have updated data and information so that the response about the outbreak of
communicable diseases will be solved at the right time before it becomes a serious
issue in the community. In addition, the senior managers have identified the need
for informatics capacity in order for the set goals to be achieved in the community.
Currently, at the community health care program they have information systems
that can give tracks to the upcoming information as stated by Heagney [2]. But the
problem with these systems developed without considering the future expansion
and for updated of healthcare data. It is believed that the database of the CHD is
standalone and it has the capacity to enter identical client in four different places.
In the CHD the employees are reluctant of changes in the new technology
specifically in implementations of the EMR systems and other unique databases.
And in order to succeed this project then project manager must update the
stakeholders on a regular basis and the communication plan will be achieved as
stated by mok [6]
The implementation of the new system in the CHD begins when new Epidemiologist
was hire and as a result, he comes up with the idea of implementation of an
integrated public health informatics system. With the implementation of this new
system then the reporting of current and future infectious diseases will be done on
timely. The team who will be implementing the project will consist of Epidemiologist
and two IT engineers. The team will be responsible for carrying out the project
needs.

Is communication plan used in this project is realistic enough in terms of
communicating to all stakeholders of the project?
The communication plan in this project is very realistic since it can be used to
communicate with various stakeholders in the organization and outside the
organization. The communication plan in the project starts with the identification of
the key stakeholders in the project which includes, clients, senior management,
sponsors, project team members, employees' unions, community, government
agencies, and news media. After identifying the shareholder in the project the next
step is to look at stakeholders issue, that is the project should provide the
stakeholders with a continuation update for the project. Also, the communication
methods should be used and well defined, these communication methods include
written note, email, and meeting as for the case [3]. Also in the communication
plan description of communication should be explained and the time the project will
take. In our case, the project will take 6 to 12 months with a monthly update to the
shareholders on the project progress as stated by Schwalbe in [4]. In the project
stakeholder’s management plan is created thus making the project to be realistic.
Every stakeholder is entitled to access of the management plans so that they can
be in a position of knowing how the project will be conducted for it to solve the
cases of the delay of communication about the outbreak of the communicable
diseases in the community. Furthermore, the project is realistic due to that
communication plan for different stakeholders has been created thus making
stakeholders receive the information monthly concerning the progress of the
project.
Comparison of case study assessment and project management practices
The aim of both the case study assessment and project management practices was
to establish to solve the cases of an outbreak of communicable diseases and also to
improve the public health informatics. In addition both entail the different
stakeholders who are responsible for the monitoring of the progress of the project
as said by Ball, & Lewis[6] However the case study assessment was greatly based in
the obsolesce technology since the systems which were used to store the
information about the outbreak of communicable diseases was not updated. For
