Introduction
This report will focus on the discussion about the professionalism as social
responsibility in administration as well as procurement in an organization. It seems difficult
for the public procurement experts to define their job or occupation what they are performing
on their respective field as a profession. Many experts have defined the term profession in
different ways. But most of them have referred the term profession as a base or infrastructure
of science aim with the purpose of service, on the basis of some knowledge which is proved,
which is used to be used in the kind of service of other people apart from what they are
performing (Thai, 2017).
Literature Review
Administration, Politics and Social Responsibility
Controversies has raised about the constitution of professionalism in public
administration, in the context of usage of any special skills, abilities or knowledge which are
basic to perform tasks for that position. It also helps to evaluate the way of approach the
public admiration can be improved as a profession, science, area of study or just a discipline.
It is contradictory to use the methods in order to achieve efficiency like unity of command,
specialization, organization by purpose, process, place or clientele which can be approved or
certified. It has been stated that the public administration on America cannot be fully
instrumental as there will be no identity of those instruments which will be used to accept the
administrative principles to accomplish the efficiencies required. The nature of laws should
be guided by the conduct of public affairs (Green, 2013). The professionals in both the public
and the private administrations are losing sight of administrational values like equality, life,
pursuit of happiness and liberty. According to the classic utilitarian view, the responsibilities
or the accountabilities of public interest as well as social responsibility must provide the
efficiency in production as well as supply of the goods and services, where there will
requirement for good production engineers and not any philosopher-managers. Both social
Darwinism and utilitarianism stay fixed in management thought where acknowledgement and
rewards are firmly positioned to the merit and performance, and the organizations compete
against each other in order to survive in the fast growing evolving industries. The particular
nature of the work finished by the experts as part of their job hugely commands the form and
