Introduction
The construction project management had been largely helpful for developing the
successive and integration management (Heldman 2015). The alignment of the functions had
been helpful for developing the modification of the operations. The construction projects have
been using the implication of system development models for the aligning the activities of the
construction project. The analysis of the integration development had been helpful for forming
the modification of the effective development model (Nicholas and Steyn 2017). The project
development would help in forming the successful alignment of the activities for achievement of
the operations.
The following assignment is made for developing a project management report that
would be helpful for the project of Construction of new port and harbour. The construction of the
port and harbor would help in easing the water communication and transportation. The report
would provide an overview of the project scenario to highlight the factors of implementing the
project for the development of the operations. The report would involve the deployment of the
pre-tender programme that would show the project schedule estimation for the project.
1. Overview of Project Scenario
The construction of the new ports and harbor is employed for increasing the probability
of the operations and development of the successive deployment methods. The project would
comprise of the development model for the alignment of the improvement methods. The project
would align with the modification of the activities and deployment of the successive formation of
the facilities. The construction of the new ports and harbor would help in forming the
management of the information related to the project integration management. The project of

construction of harbor and ports would help in developing the transportation system over the
water surface. The increment of jet services would help in forming the modification of the means
of conveyance and the deployment of the activities. The water conveyance requires the
construction of the port, water level reclamation, dredging operations, modifying the existing
shoreline. The project had maximum timeline for 18 months and the project should be completed
in the estimated timeline. The integration of the operations had implied for the management of
the project facilities and deployment of the successive management plan. The analysis had
helped in listing the modification required for the development of the project development
activities.
2. Discussion of key issues of project
The project is a major construction project and it has to face a number of potential issues
during the course of construction project activities (Alias et al. 2014). The alignment of the
construction activities would help in developing the modification of the ports and harbor system
development. The implication of the operations had been successful for the alignment of the
improved project development. The various issues of the project are lack of experts, issues in
technology adoption, environmental sustainability, and complexity of the project. The
explanation of the issues are given below,
Lack of Experts: The major issues of the project of Construction of new port and harbour
include the shortage of resources such as skilled workers. The shortage of skilled workers would
tend to result in causing the major problems in developing the final project (Sallis 2014). The
shortage of the resources had tended to cause the major implementation issues in completion of
the project.

Issues in technology: The issues in technology had resulted in causing the major factors
of dispute in the completion of the project of Construction of new port and harbour. According to
Conforto et al. (2016), the issues in accepting of technology had resulted in forming the issues in
the project development.
Environment Sustainability: The environment sustainability issues for the project of
Construction of new port and harbour had resulted in forming the major hindrance in the
development of the final project outcome.
Complexity of project: The complexity of the project operations would tend to result in
causing the major hindrance in forming the development of the activities (Batselier and
Vanhoucke 2015). The development of the harbor and ports is a very complex project as it
require a lot of underwater works and that can result in increasing the complexity of the project.
3. Pre-tender programme for schedule estimation
The pre-tender programme for the estimation of the schedule for the project of
Construction of new port and harbor is scheduled for starting on 2nd April, 2018, and it would run

The overall project of Construction of new port and harbour is divided into 5 major
phases of initial phase, planning phase, design phase, construction phase, and site inspection. The
completion of all the phases would tend to result in developing the final project deliverable of the
project. These phases have been explained below,
Initial Phase: The initiation phase comprises of initiating project and developing
preliminary project requirement. The initial phase comprises of analysis of requirements,
initiation documentation, charter documents, submitting the documents, and review and sign off.
The initial phase would comprise of developing the initial documentation of the project and align
it with the formation of the successive management operations. The project kick off is the final
milestone of the project initiation phase.
Plan Development Phase: The planning phase comprise of developing a set of actions
relevant for developing the final project outcomes for developing improved ports and harbor.
The activities of the planning phase include schedule planning, communication planning, risk
management planning, and budget estimation. The plan phase completed milestone is the end of
the planning phase for the project. The planning phase would end in forming the complete plan
for the project to be implemented.
Port and harbor design phase: The design phase for the port and harbor would help in
forming a complete design developed for the completion of the activities and alignment of the
operations. The activities of the design phase include making list of port and harbor stops,
development of design for the construction activities, feasibility analysis, modification of the
design, and final design development. The design phase completed is milestone for the design
phase and it would tend to form the final design system implementation.

Construction Activities: The construction activities involves the development of the
harbor and ports and it can be divided into general items or preliminaries, site preparation,
earthworks, unloading jetty, and breakwater. The general items or preliminaries comprise of
mobilization of equipments to site and demobilization, topographic survey and material testing,
provide and maintain accommodation house for resident engineers, provide portable water,
telephone, electricity, security, and welfare facilities for engineers accommodation. The site
preparation comprises of general site clearance, site office with gate and fencing, site laboratory
for testing of soil, concrete etc. with equipment and staffing, storage house for all materials to be
used for the permanent works, and temporary access road. The earthworks consists of dredging
and disposal of excavated soils, reclamation - fill by hydraulic means, reclamation - fill in the
dry, reclamation - levelling and topping by sand-gravel mixture, and slope protection- supply and
place amour rocks 200-300kg. The unloading jetty consists of supply of prestressed concrete
piles, supply of steel pipe piles, test piling, handle and drive piles, handle and drive piles,
chipping and disposal of pile top, cutting and disposal of pile top, filling concrete with reinforced
cage, deck slab concrete, curb, setting and removal of formwork and false work, supply and
installation of cell type rubber fender, supply and installation of 50 t bollard, and anti corrosion
coating or painting upon completion. The breakwater consists of supply, place, and shape rubber
bending stone, supply, place, and shape armour rocks, and in situ caisson concrete structure,
reinforcement- grade 460/425 for 5.4.
Site Inspection: Site inspection is final phase of the project in which the checking,
modifying, and approval of the project outcome is achieved. The phase involves quality testing,
control plan implementation, modification of the issues, and inspection of the site by client

authority, and approval of the site. The project closure is the final milestone of the project and it
results in developing the final deliverable for the project.
4. Cost Estimation and Tender Price Calculation
The project cost estimation is based on the resource usage and deployment of the final
project outcomes. The various resources used in the project would be calculated for developing
the final project budget. The project budget of Construction of new port and harbour project
involves the calculation of the resources and forming the final project deliverable. The cost
budget for the project had been shown in the following tables,

It can be concluded from the report that the development of the project had been
successful for implementing the final project deliverable and implication of the improved
functional and development operations. The usage of the project management tools and
operations had helped the project for carrying out the management of the improved construction
project of Construction of new port and harbour. The construction of the new ports and harbor
