INTRODUCTION
Project plan can be defined as document that helps in structuring or outlining the
components which plays a crucial role at the time of executing the program (Project
management, as effective as it gets, 2018). Planning documents, baselines, strategies and more
are some of main elements of a proper project management plan. Away with this, administrative
plan also aid project managers of the company in executing, controlling and monitoring the
overall project (Burbank and et. al., 2015). In this report, firm which has been chosen i.e. Hoo
Hing which is an Asian supermarket of United Kingdom whose headquarter is in Essex, United
Kingdom. Project manager and BOD of Hoo Hing has decided to open its physical store in
Cardiff, Wales, UK by 1 year. Along with this, report will include role of a project manager and
characteristics of a project, application of theoretical frameworks and methodologies within a
project environment, composition and management of teams in project environment and a
project management plan which will help Hoo Hing in attaining its desired objectives which will
help them in improving their own performance level.
TASK
1. Define project, its characteristic and role of project manager
Project can be defined as a plan which includes a number of activities to meet desired
goals and objectives in a specific time frame. Away with this, project management plan is being
considered as an action which can help a project manager in making right modifications in an
existing plan so that maximum benefits or desired goals can be attained (Flora, Wang and
Chande, 2014). Being as a project manager in Hoo Hing, my objective is to monitor the project
of the company i.e. opening new physical store in Cardiff of Hoo Hing so that it do not impact
upon company's profit and reduce number of risks that are involved in executing the plan. I have
also made prepared some documents that will define a number of approaches or measures taken
by team for delivering the scope of project. Hoo Hing have been one of famous organisation of
United Kingdom which has already grabbed a good position in UK's market with keeping an aim
of delivering right products and services to customers focusing on building an effective relation
with them. Here, they have decided to enhance their own profit margins through business
expansion and have kept their aim of opening a new store at Cardiff, Wales, United Kingdom by
1 year.

Background and purpose of project:
A supermarket Hoo Hing Ltd. found in the year of 1991 who is offering grocery based
imported products and services to citizens of United Kingdom. It's headquarter is in Essex, RM8
1, UK. Company have recently decided to expand its business which will help in meeting their
goals and objectives like becoming number one brand in United Kingdom. On the other hand,
they have decided to opening a new store in Wales by 1 year which will aid them in enhancing
customer base along with much more stronger existence and hold in United Kingdom's market.
Here, purpose of this project is to improve brand value in a whole new market. Here, being as a
project manager of Hoo Hing, my objective is to reduce risk factors that can be faced by
company while executing its plan for business expansion at Wales.
Company's project objectives:
To evaluate the importance of opening a whole new store at Wales.
To measure the benefits of launching products and services of Hoo Hing at Wales.
To identify strategies which will help in opening brand new shop at Wales by 1 year with
an ease.
My objectives:
To identify number of risks involved when organisation executes its plan.
To measure ways through which risks can be reduced to minimal in specific time frame.
To ascertain importance of reducing the risks from a project plan.
Characteristics of Project:
Project of Hoo Hing (opening a store at Wales) needs to contain different key
characteristics that I will be managing and these are :-
Project needs to be develop with keeping an aim on customer's needs and requirements.
Project should carry temporary existence for a certain time frame.
It is required for a project to be developed with considering all the norms, ethics and
policies may be government of UK or of any other country.
Project should consist with objectives, strategies and activities that are going to be done
by project-team in certain time frame.

A project manager of a business organisation, consists with a number of roles and
responsibilities which needs to be executed in an effective sense which will aid in meeting
desired goals and objectives of both company and of his/her own as well (Francese and et. al.,
2015). In present context, as project manager of Hoo Hing, I am consist with a number of roles
and responsibilities. Being a project manager of HOO HING restaurant, my main roles and
responsibility in executing whole project in appropriate manner are described as below:
Planning : My first responsibility of this project is to do effective planning as it will
guide me in future to align all the activities which are going to be executed. The
Planning procedure also involve me developing effective policies which will help in
minimising the risk factors while opening an physical store in Cardiff, Wales. My
responsibility of planning includes cost, time, planning, formulation of rules for team
members ect.
Organising: My next responsibility for whole project enlightens on organising all work
in a sequence. For this, I a mainly focusing in using all available resources in effective
manner in order to minimise wastage. In addition to this, I will further focus on
delegating my responsibility towards the project with team members as it will encourage
them to work effectively. As it also organises all duties and responsibilities of the project
and contributes in meeting objectives of project.
Leading: As being a project manager of HOO HING, my another responsibility is to lead
whole team member in one single direction. As it will help employees in not diverting
their mindset in wrong direction which will contribute in finishing the project in the
preset time frame.
Controlling and closing: My last but not the least responsibility for the project of
opening physical store in Cardiff includes controlling and monitoring all process which
are performed by team members. As this responsibility is helpful in non satisfactory work
of employee which requires improvement in order to finish whole project effectively
within the deadline. As a result, it also contributes in minimising the wastage of resources
during the process of project which is essentially required in meeting up the requirement
of project (Kerzner and Kerzner, 2017).

2. Justify the application of the theoretical frameworks and methodologies within a project
environment
In context of Hoo Hing, it is a Chinese Supermarket network and importer of food and
catering products. It is a supplier for wholesalers, caterers stocking their restaurants or families
purchasing their weekly groceries. The company has started a new project which is opening of a
new physical store in Cardiff, Wales by 1 year. Being as a project manager, I have found that
with a new physical store, company can reach to a wide range of customers. Therefore, it will be
important for me to control all the risks that are involved in executing the Hoo Hing's plan. For
the formulation of this project, it is important for me to finalise the methodology and framework
so that the project can be executed within the deadline.
Methodology: Methodology is the approach adopted by an organisation to perform a
certain task using a set of systematic rules, processes, methods and structural framework (Khalid,
Zahra and Khan, 2014). In relation to the opening of new physical store in Cardiff, Wales, I have
to manage all the activities in a structural way to formulate the execution of the project in a
desirable and timely manner. For this, I opted Gantt Chart as a measure to analyse the overall
formulation of the project of Hoo Hing.
Gantt chart: Gantt Chart is a visual view of the set of tasks of project scheduled over a
period of time. It is a graphical representation of the different stages of a project which are
initiation, planning, execution, monitoring and controlling. Gantt chart will be effective for me in
relation to controlling and managing the new physical store in Cardiff, Wales as it will reflect the
various stages of a project and provide for the scope of changes if needed at any stage during the
execution.
Framework: Framework is a systematic structure defining the different stages of a
project in order to link the implications of project to the real life. There are various kinds of
frameworks available for project manager to formulate a project. Such frameworks are Lean,
Waterfall, Scrum, Agile, Critical Chain Project Management, Extreme Project Management etc.
From the numerous types, project manager of Hoo Hing has selected Critical Chain Project
Management as it most suitable as per the project scenario (Marchewka, 2014).
Critical Chain Project Management: This type of framework focuses on the resources
that will be used in execution of project. In CCPM framework, the major emphasis is on
optimum utilisation of resources. As the resources of an economy are scarce so it is important for

the project manager of Hoo Hing to allocate these resources effectively to the various tasks
involved in the project. As a project manager of Hoo Hing, it is significant for me to determine
the allocation of funds towards the various activities involved in opening of a new physical store
in Cardiff, Wales. A proper framework for allocation of funds and resources will result in
execution of project within the deadline.
In relation to the project of opening of a new physical store in Cardiff, Wales by 1 year,
CCPM is the most suitable framework as it assists the project manager in performing all the tasks
of project in accordance with the plan (Mastrogiacomo, Missonier and Bonazzi, 2014). Also, it
can guide me in regarding the various ways in which a project can be completed before the pre-
decided timeline. Also, it is the most appropriate framework as it aids the workforce with regards
to the effective and optimum utilisation of the available resources. Thus, it can be said that
Critical Chain Project Management is the best framework for me at while managing the control
of project of Hoo Hing Ltd.
3. Critically evaluate the composition and management of teams in project environment
As give by Marchewka, (2014), project management can be considered as human
resource in modern business world. Developing a proper procedure for a project may aid
company to meet its desired goals and objectives in specific time frame. What author have
mentioned in present context is somehow right because any wrong step of process followed by a
project manager of the managing team of project may lead firms to build a number of risks. Risk
can be of finance, scarcity of resources, and many others. Being as a project manager, in order to
take risks to minimal I have to follow proper steps which will aid me in reducing number of risks
that are linked with Hoo Hing's project of opening a new store at Cardiff, Wales by 1 year. On
the other hand, managing teams of a project needs to be done by project manager so that risks
that are involved with in the project can be reduced to zero. Here, it has been critically analysed
that project execution needs effective team so that it do not hamper the set time frame of meeting
the goal for which project has been made (Nicholas and Steyn, 2017).
4. Project management plan
Scope: By opening the store at Cardiff, which is one of the most populated city in Wales
will help Hoo Hing in enhancing the profit margins and customer base at the same time. Away
from this, being as a project manager of this project, my aim will be on reducing risks that are

involved in the project which will aid in accomplishing the desired goal with ease and it will also
not gonna cost much on the basis of the project as well.
Resource: On the basis of proper research, collected data will be the crucial resource for
the project management which will aid in executing the plan in much more effective and
appropriate sense. As a project manager, I have to collect information related to governmental
policies that are being followed by existing business organisations of Wales. This would help me
out in reducing number of risks that are involved in project of the Hoo Hing (opening of a
physical store).
Time: Opening a store at a whole new place requires proper time. This project of Hoo
Hing from starting to finish needs a whole year. Here, it is required for me to focus on
monitoring the whole project and needs to use time management which will aid in opening the
store in specific time frame.
Quality: It is the most essential component of a project which I have to check progress of
each stage related to project of Hoo Hing. They should ensure that each activity is carried out in
systematic manner so that occurrence of risk can reduce. It would help in maintaining the quality
of project and reduce the wastage of finance and other resources as well.
Deliverables: Before developing project of Hoo Hing, it is essential for me to carry out a
proper research first. For this research, I will be assigning duties to team members by giving
clear instruction about how an activity should be conducted. This would help in determining
whether launching of new store will prove beneficial or not (Williams, 2014). In this regard,
some major activities and time required to complete each one, is shown by following Gantt
Chart:-

company and I was not aware off.

With the help of opening the new store at Wales, Hoo Hing will directly raise its
customer base and grab a good position at Wales market. On the other hand, being as a manager
I may start taking right decisions in near future related to the experience that I am going to gain
after proper execution.

(Zahra and et. al., 2014). Thus, in this regard, approximate cost require to implement entire

5. Measures to control and monitor project risk, quality, change and configuration
For the successful formulation of a project, it is important to ascertain the risks that may
arise during the course of project and the implications of these risk on execution of project. In
relation to opening of new physical store in Cardiff, Wales, the chances of successful of failure
are almost equal. Therefore, while making a plan for the execution of project, it is significant for
me to assess the risk and design an action plan. This plan would contain information about the
probable risks to the management team and the key implementers of the project like investors.
By communicating about the risks to the potential stakeholders of the project, the corrective
actions can be planned in advance. This will build confidence in project team as well as the key
implementers of project and enhances the chances of success of project. Documenting the risks
and making an action plan will assist me in controlling and monitoring the risk, quality and other
configurations in the project (Turner, 2016).
6. Evaluate project success and failure and disseminate the key learning points from the delivery
of the project
There are certain factors which contribute towards the successful execution of project.
These factors include selection of skilled workforce to be part of project team, open channels of
communication between everyone, smart planning, effective contribution of team members.
Some of the other factors are careful monitoring and management of risks and effective project
closure. By including skilled and competent workforce in project team, I can take their opinions
and views about various tasks and plan of project. Open communication will result in cohesion
of team members. Effective utilisation of funds and resources also facilitate success of project.
Also establishing periodic reviews of tasks will help me in taking corrective actions if necessary.
By carefully assessing and monitoring the risks, the probability of failure can be eliminated. But
if a project is not strongly closed, it will result in continuous consumption of resources. This will
enhance the cost of project. Thus, all these aspects need to be considered for successful
implementation of project (Too and Weaver, 2014).
CONCLUSION
As per above mentioned assignment, it has been summarized that project management
plan is considered as a formal document that includes initiation, planning, monitoring,
controlling and execution of the project within the timeline. It is designed to meet requirements

and long term goals of company. Also, after conducting this report, it has also been analysed that
every project is unique in its own manner. It includes activities and strategies that are necessary
to formulate the execution of project as well as identifying and controlling the risk associated
with the same. In this regard, managers play a vital role in planning, monitoring and executing a
project. They perform each activity efficiently ensuring the success of a project with optimum
utilization of resources. Along with this, they make use of various methodologies and
frameworks to achieve the objective that was decided before the execution of project.
