INTRODUCTION
Project management is defined as a process that focuses on managing the project
activities which leads to the achievement of all project goals. It is necessary for the timely
completion of the project as well as achieve the goals and objectives (San Cristóbal and et.al.,
2018). This report aims to produce a project which is focused on the virtual delivery system
of the University of Wales Trinity Saint David London campus. The university is planning to
gradually return the students and staff and then again start face to face delivery of lectures
after the long down as they want to return to normal situation. This report will cover the
investigation of the project, construction of the project management plan and critically
analyse of each and every element in the project management plan.
MAIN BODY
Investigation of the project
The project is about the University of Wales Trinity Saint David London campus that
switched from face to face delivery to online delivery of lectures due to the pandemic which
hits the UK in February 2020. It is identified that they continue to deliver the lectures online.
But recently universities switch to hybrid delivery in order to return to normality after the
lockdown (Armenia and et.al., 2019). Their hybrid delivery includes online as well as face to
face delivery of lectures so that students and staff start gradually returning for full-time face
to face delivery. Now for the achievement of this aim, the university is planning to make a
project management plan which helps them to achieve this project's aims and objectives.
There are some critical success factors which are identified that help to achieve the project
mission and goal. It includes the deliverables, clearly setting of goals and objectives, top
management support, experience and competent project team, etc.
Construction of the project management plan
It is necessary to understand the project management for the University of Wales
Trinity Saint David because it helps them to achieve the project aims and objectives. The
project management plan is defined as a document which includes all the important activities
which will perform in the future by the University. In order to achieve the project aims and
objectives, it is becoming necessary to consider all the core elements of project management
such as stakeholders, budget, risk, time, quality, human resource management,
communication, and many more elements of the project management plan. It is very

important to analyse each element so that University is able to achieve the project goal and
objective.
Project scope
It is concerned with the way to set boundaries of a project which actually define the
goals, deliverables and deadlines (Stanitsas, Kirytopoulos and Leopoulos, 2021). It is
necessary to clarify the project scope than only University is able to hit the project goals and
objectives without any delay or overwork. Project scope is very important for the successful
execution of a project and it involves the key elements of a project which is necessary to
complete the goals and objectives. It includes the activities, boundaries, timeline, resources
and deliverables of the project. It also includes the key stakeholders, assumptions, processes
and constraints. In this project, the scope is to make a project management plan for the
purpose of delivering hybrid lectures which include online as well as offline campus. The
main objective of this project is to gradually return back to all staff and students for getting
the full-time face to face delivery.
 Quality: It is defined as the degree to which the project can fulfil the requirement of
the client. This is the reason that it is necessary for a project manager to ensure the
quality of the project. This can be possible with the help of a quality management plan
which always ready to guide the project manager and the personnel in order to
execute the quality assurance and quality management of the project activities. The
quality management plan is developed by University and reviewed by the students
that give a judgement on the quality of a project. In this project, University ensures
that students get learning from the source which they want to suggest online as well as
offline. But it is necessary to ensure the quality of that project as it helps to attract
students again to the lectures for full time face to face delivery.
 Cost: Project cost is found to be the sum total of funds which is required for the
completion of the project of work. It includes indirect as well as a direct costs. Cost is
actually the expenditures estimated for the purpose of activities which will be incurred
in the future in order to complete the project (Hair and Sarstedt, 2021). In this project,
the cost will include the marketing cost which promotes the hybrid delivery of
lectures to the students. In addition to this, it also includes the cost which is related to
providing the online lecture and arrangements for face to face delivery of lectures.

 Time: Time is the deadline which has been found in each and every type of project.
The project of the University will take approximate 1 to 2 months as it provides and
spreads information to the students that the University will provide hybrid delivery of
lectures.
 Expectations or benefits: The University expected many benefits from this project
because during the lockdown period they faced a huge complexity and disturbance
due to maintaining the social distance. So with the hybrid delivery of lectures,
University is planning to provide both online as well as offline lectures to the students
so that they will be able to achieve the goals and objectives of this project. They are
expected that with this plan, University can easily attract the staff and students for the
full-time face to face delivery.
 Communication: Communication is found to be a very important element in the
project management plan because without communication it is not possible to achieve
any objectives (Müller, Drouin and Sankaran, 2019). It is necessary to understand that
communication should be effective among the project team members then only they
will be able to achieve the project aims and objectives. So the university can use the
model of communication such as the transactional model which helps to enhance the
effectiveness of communication among the project team members.
Budget Assumptions
Budget assumptions are found to be very important in the project management plan
that is found to be the expectations of income and expenses. It is expected that this project
will not take a huge expenditure or budget but yes it is necessary to develop a budget. It is
assumed that the minimum cost of providing online lectures always comes under fixed cost.
It is also assumed that there is a variable cost because of the number of students. That means
the budget can be increased which depends on the number of students. If it is identified that
students are increasing in the college then it automatically increases the budget.
Assumptions
Project assumptions have identified the factor which is considered to be true or real
without any empirical proof or demonstration (Zwikael and Smyrk, 2019). It is necessary to
understand for the project manager that without assumptions it is not possible to plan the
project. So there are some assumptions related to the project of the University are mentioned
below:

 The first assumption is that University will excess all types of resources required for
the purpose of completing the project which includes material as well as human.
 It is assumed that the personal cost will not be changed during the project cycle.
 It is also assumed that resource cost and material cost will always remain constant.
 It is assumed that the project scope will not be changed in the life cycle of a project.
Constraints
It is necessary to understand that there are many constraints or risks that will be
identified in the project because there is no project which has not any risk. This project has a
main prospers to gradually return all the staff and students for the full-time face to face
delivery of lectures. In order to accomplish this goal, it becomes necessary for a project
manager to identify the risk and other constraints which will provide a negative impact on the
project (Heigermoser and et.al., 2019). For that purpose, it is necessary for a project manager
to make and use some risk analysis tools and techniques and also create a robust risk register
which guides them in future also. Some important risks related to this project are safety and
health risk, the interest of students and staff risk, etc. It is identified that still, people do not
trust the health and safety measures taken by universities and other institutions. This is the
reason that it creates a risk in the project which will not complete the project and achieve
goals and objectives.
Stakeholders and their Involvement
To understand the importance of stakeholders in a project because without
stakeholders app project cannot be completed on time as well as not able to achieve its goals
and objective. For this reason, the project manager should focus on the engagement of
stakeholders in order to achieve the goals and objectives of the project. The internal
stakeholders include the employees, owner, project manager, project team members, etc. On
the other hand, the external stakeholders include customers, government, suppliers, etc. It is
very important to do a stakeholder analysis so that the project manager is able to prioritise
each stakeholder with the use of a power and interest graph.
Project Organisation Structure and Roles and Responsibilities
It is necessary for the project manager to clearly define the rules and responsibilities
of each project member. This can be possible with the help of an organisational chart which
structures the rules and responsibilities of the project team members. It is necessary to

understand that project organisation structure should include a proper allocation of roles and
responsibilities.
Project Control Mechanisms
A project can become successful only when it is properly controlled. That means if
any deviations are identified then the project manager is able to take immediate actions in
order to control the situation. It includes all the stakeholders as well as project team members.
A project control mechanism should use which includes PRINCE 2 techniques (PRINCE2:
The Reigning Project Management Methodology, 2021). This methodology is based on the
process and it is the approach which focuses on organisation and control over the entire
project. With the help of this methodology, a company is able to effectively manage the
whole project plan and achieve the goals and objectives of the project. It is identified that this
technique is also known as projects in a controlled environment which are widely practised in
project management activity. It includes 7 important principles such as:
 The project should have a business justification.
 It is necessary that the team should know from each and every stage of this
methodology.
 The project manager should clearly define all the roles and responsibilities to the team
members.
 It is necessary to plan the work effectively in the stages.
 Project boards should be managed by exception.
 It is necessary for a team to keep a constant focus on the project quality and
 The last one is that approach should be tailored for each and every project.
Human resource management

Human resources most important asset of an organisation because without
environmental human resources it is not possible for an organisation to achieve their goals
and objective. In order to perform the work, it becomes necessary to involve more and more
human resources and increase their productivity which helps to project aims and objectives
(de Melo and et.al., 2021). It is necessary to manage human resources because every person
has a different mind-set which may create conflicts due to the different backgrounds and
cultures in the project team. This is the reason that it becomes necessary to manage human
resources.
Reporting Framework
It is very important for the successful completion of a project that each and every
member in the project should involve in the process of communication and effectively report
to the authorised regulations. Every project has a hierarchy which they need to follow for the
purpose of communication. In the project University, the students have a right to
communicate with the teachers, teachers have a right to communicate with the senior
teachers, senior teachers have a right to communicate with the principal, and the principal has
a right to communicate with the director. This is the hierarchy of communication in which
people are involved.
Project Planning with Milestones
Milestones are found to be the tools used in project management in order to mark the
specific points along with the project timeline. These specific points act like signal anchors
which show the project start and end date (Frefer and et.al., 2018). It is necessary for external
review and budget checking. My stone of the project is including the beginning and end date,
getting approval from stakeholders in order to move to the next stage, key meetings, events
and deliverables. The project has four stages includes initiation, planning, executing and
closing. It includes step by step framework of best practices. The stages of very well explain
in below points:
 Initiation is found to be the first stage which includes the communication with the
stakeholders for understanding the purpose and outcome of the project, identification
of project scope, clarification of all the resources which include time constraints and
budget, determining SMART goals, confirming the size and roles of team members,
determining that how stakeholders involved in the project and also compiling the
project proposal.

 Planning is the second stage which focuses on deciding the milestones so that they
can lead to goal completion. It also includes the development of scheduled tasks and
milestones as well as the establishment of the change process. It is identified that the
planning stage is also including the creation and signing of documents which includes
a request for proposal and a non-disclosure agreement. The planning phase should
also include the assessment and management of risk with the help of creating a risk
register. In addition to this, it also determines the communication with stakeholders.
 Execution is the stage where the plant is put into action and also keeps the team on
track which results in the achievement of organisational goals and objectives.
 The last stage is using in which the project management life cycle is end when the
project has across the deadline as well as completing the goals and objective.
CONCLUSION
It can be concluded from the above discussion of project management that it is a
process which focuses on the achievement of goals and objectives by managing the whole
project activities. It is also analysed that project management includes many important
elements which help them to achieve the goal. It includes project scope, stakeholders, project
management methodology, etc. With the effective execution of the project management plan,
the project manager will be able to achieve the project goal.
