1.1 Introduction
This project focuses mainly on the issues that have been affecting the Queensland Health
for years, the main issue being on the payroll systems. The organization has been faced
with significant and current issues on the payroll systems since implementation in March
2010 (KPMG, 2012, p. 4). Due to this challenges, KPMG has been deployed to conduct
analysis on the current status, proposed solutions, strategies, programs of work and
governance frameworks in place for the Queensland Health payroll system (KPMG,
2012, p.4). In addition to that, we are going to take a look on the various conflicts and

negotiations that has been all around the Queensland payroll systems as well as
management implication on the issues. The project is subdivided into various sections
and sub section as discussed below.

2 THE PROJECTS
2.1 Project 1: Forward strategy for payroll system
This strategy enrolled for payroll system is well described using the diamond
