3PROJECT PLACEMENT AND DESIGN IMPLEMENTATION
Introduction:
The holiday park and resorts are designed and created for people moving for the holiday. This
can include different kinds of the theatre, takeaway, swimming pools, restaurants, bar, amusements,
activities and accommodations.
The Monet Holiday Park includes the Monet’s garden and house situated at Giverny. It is a
little village located external to Vernon. It is about one hour drive from the city of Paris. In this
report, the project placement and design implementation of the Monet Holiday Park is demonstrated.
Here, various trans-disciplinary theories and models are discussed that underpin to the
analysis. Moreover, different project phases from preparing to deployment are presented along with
an evaluation of effectiveness. To resolve the work based problems, various skills that are developed
through the process is evaluated. Lastly, different actions taken and not taken are assessed and
analyzed in this study.
1. Brief background and context of current project:
The project design and implementation are helpful to understand the scopes in developing
skills for decision making. This is also helpful to integrate the communication and problem solving
with knowledge and skills that are generated in various units under the program to finish the realistic
project.
To understand how projects are designed and implemented there are two parts of the garden.
In the first place, there is the place of entry to enter through ticker gift or office shop. This is the
cottage-style garden known as Clos Normand. This oils present in front of the house of Monet. Here,

the garden is seen to bursting with summer colour. There are foxgloves, roses, salvias and dahlias that
are one of the beautiful flowers present in full bloom.
The house of Monet is a pretty two-storey building in pink and trimmed with various green
shutters. It also consists of artworks and objects that are owned by Monet. However, the blue room
for sitting, yellow room for dining and the kitchen that tiles wall-to-wall having the Rouen is not the
taste of everyone and they have been working effectively there. Here, the discipline of the program
and project management of Monet Holiday Park with an overall appreciation of the purpose and
nature of the project is discussed (Kurkalova 2015). Under the context of development, the practices
and principle of project appraisal techniques, preparations, designs and planning are needed to be
examined. Then the method and theory of skills of management for programme and project
management are evaluated concentrating on soft and hard skills regarding successful project
implementation.
2. Various trans-disciplinary approaches underpinning the analysis:
Under the socio-technical system theory, multiple systems are required to be adapted to fetch
the organizations. Its model is represented through the hexagon. This has been lying at the heart of
the thinking. The Monet Holiday Park under the socio-technical systems is made of various
interacting sub-systems. In this way, the project can implement individuals having capabilities
working for the goals, for smart processes, utilize intelligent technologies (Lees and Webb 2018).
Thus they can operate under the physical infrastructures and share particular cultural norms and
assumptions.

(Source: McGrath et al. 2016, pp.293-302)
The theory of social-technique comprises of the central idea that the performance and design
through which the holiday park’s system is understood. It can be developed as both technical and
social elements can be brought together and can be treated as the interdependent part of com0plicated
systems. Here, the change programs of the organizations can often fail. This is because they are
highly focused at one of the aspects of the system and this is commonly the technology. Thus they
can fail to examine and know the complicated interdependencies that have present (Ruggiero and
Boehm 2016). However, there are some of the individuals who can analyze all the aspects of
interdependency regarding the intricate systems that has been working. This is true of the

organizational system of Monet Holiday Park. Apart from this, the development and understating
needs of the inputs of every primary stakeholder. This involves those who have been working under
various parts of the required system. Besides, in the present case of project design and
implementation, user participation is the pre-requisites for systematic analysis and changes. Thus, the
user can be widely defined to involve all the primary stakeholders.
The various potential advantages of the socio-technical theory approach include the following.
Greater scope of successful developments
More comprehensive analysis of how the system can be developed.
Practical understanding and evaluation of how the overall system has been working
Valid and dependable information of which the agreement can be developed
Strong engagement.
3. Analyzing the various project phases with implementation and preparation and
evaluation of efficiencies:
There are various clear procedures and definitions of different activities. There is also
administrative approval from various competent authorities at various steps of the process of the
project deployment process. These are needed to run the successful project program for Monet
Holiday Park (Clarke et al. 2016). Here, the streamlined administrative processes are able to decline
the various uncertainties at various steps of project approval and development. This is useful to
decrease the cost of the transaction of the project.
Apart from various further details on the tasks at different steps of project implementation and
development are discussed hereafter. Firstly, there is project identification. This involves the in-house
arrangements that are preparatory in nature. Then, there is a conceptual structure of the project.

Further, there is institutional due diligence involving in-house capacities, including additional
departments, policies of governments, regulatory and legal frameworks. Then, there is the strategy of
project deployment, the setting of project committees (Hong et al. 2016). Moreover, the approval of
the government is needed and the appointment of transaction advisors. Then, the terms of references
and arrangements are included here.
Then there is due diligence and project development is to be considered. This involves the
financing plans, preliminary financing plans and approval of governments, independent credit rating
wherever possible. Then, there are essential terms of contracts and output and service specifications.
Besides, government support and business model is involved here (Uhl and Gollenia 2016). Then, the
value for money, financing, risk analysis and project feasibility and planning are to be included here.
Thirdly, there is implementation arrangements band the process of pre-procurement. This
includes the criteria to bid evaluation and committees, particular issues like investment promotion,
foreign exchange and land acquisition for Monet Holiday Park. Apart from this, there are draft
contracts, bidding documents and arrangement of deployments.
Next, there is procurement that involves the pre-qualification of bidders and market sounding.
It also requires the RFP like finalization of output and service specifications. Then, there is final
tender, selection and evaluation of bid.
Then, there is contract management and award. This involves the contract awards, contract
signing and financial closures. Besides, there is service delivery management, relationship
management and contract compliances. Next, there is relationship management and renegotiation are
required. Lastly, there is dispute resolution. Here, the dispute resolution team and processes are
established (Chang 2016).

6. Learning from the project:
The experience from the above project of Monet Holiday Park highlights that there is a
various vital element of the successful project management methodology. One of them is the
implementation is consistent and robust support of stakeholders. Apart from this, the involvement of
the process, it has been impossible to alter the manner in which holiday park has been behaving in the
longer term. Besides, it has been not sufficient to develop the process of the state-of-the-art project
management. Here, the primary element is to deploy that and assure that the holiday park of Monet
has been using that (Liao and Ai Lin Teo 2018). For overcoming the resistance of individuals to
change, one has required to offer some advantages to use the latest processes. There has also been
necessities to address every essential stakeholder. The Monet Holiday Park as a whole has been
exposed to quick wins. It has been coming out from the latest approach towards project management.
Apart from this, one has required to remember that things have been taking time and must not expect
the revolutions to take place. This has been a long-lasting evolution that has been pushed from the
lower level of the business of the holiday park with strong support from the top.

Apart from this evaluation and monitoring is a constant management activity. This is to
analyze as the progress are made to gain the intended results. This is also helpful to spot the
bottlenecks to deploy and highlight whether there are any unexpected effects. This also includes the
negative and confident from the investment plan, project and programme and the activities. The entire
method of evaluation, monitoring and planning have made up the results-based management
approach. It is expected to aid the decision-making in exp0lixit goals (Calabretta et al. 2016). The
planning has been useful to concentrate on the outcomes. This has been facilitating the learning from
previous challenges and successes and those encountered as the implementation goes on.
As these elements are developed along with every stakeholder, the participation of them is
encouraged. This leads to the rise in ownership of the project of Monet. The result frameworks are the
tools that can organize the expected outcomes. This leads to measurable changes in measurable
development. They have been informing the development of the plan and has been consistent with
others (Hopkinson 2017). This consists of the description of all the functions that are needed to
collect the related information over the set indicators. The plan can be utilized in a systematic manner
to manage the particular data to get analyzed. This indicates the responsibilities and roles of the
stakeholders of the current project.
This assured that the significant performance and progress information is the collected
processed. It is analyzed regularly to permit the evidence-based decision making and permit for real
time. In different methods and processes, this includes the monitoring like output data and regular
input, a collection of review, process monitoring and participatory monitoring. This also involves the
evaluation that provides for the financial analysis of the affectivity, surveys and impact evaluation
(Tabacchi et al. 2016). Lastly, this provides for the management of the information system. This is an

organized repository of information. IT is helpful to assist the management of primary numeric data
that is related to analysis and projects.
The primary liability of the deployment of the Monet Holiday project has depended on the
government and external funding. This also includes the progress review of the financial regularly
reviews. This can assure the adherence over agreed-upon comments of the project and regulation and
rules to deploy (Benbya 2016). The support of the implementation has been providing the assistance
taking place beyond scrutiny. The sites where the weaknesses are identified, the Monet Holiday Park
can pace various short-term and more constant expert support to the agency implementing. This is
helpful to identify issues, develop performances and at last strengthen the social ability. Notably, at
the levels of investment planning, it can be assured that the implementations, programs and project
mechanisms can be linked to the results that are agreed on (Lock 2017). Here, the implementation and
priority framework that is defined in the plan is evaluated. Here, the performances can be traced and
the different lessons learnt are to be noted. Suitable accountability and coordination are to be placed
in promoting the coherent kind of implementation.
Conclusions:
The study is helpful to consider the suitability of the strategy of project deployment. This is to
gain the expected outcomes on the ground. This takes places with the expected targeted group. For
Monet Holiday Park this must take place from the anticipated results over the field with the expected
target group and must be done through direct interactions with various project beneficiaries. Further,
the implement progress must be reviewed against the indicators and targets that are defined in the
outcomes of the framework and the yearly working planning. Furthermore, the Monet Holiday Park
should be considering the changes in cases that is foreseen as the design occurs. This is to determine
the constraints and issues that have been emerging. Again, it is also learnt that the evaluation

comprises of various purposes. This is helpful to find out the degree of gaining achievements. This is
helpful to determine the issues related to the implementation and program planning. Apart from this,
it has been generating the data that has permitted the cumulative learning. It has contributed to smart
designing of the program, developed management and intelligent analyzes of the effects. Here, the
original word to the scenario is the lesson learnt. This has been assisting the reformulation of
strategies, policies and objectives in the projects. It is also noted that in many cases, the evaluation is
utilized for solving the issues of non-programs that affects the various donors.
