Executive Summary
Purpose of the procurement management plan is to develop a procurement management plan for
State Netball and Hockey Centre situated in Melbourne. The project will emphasize on
upgrading the netball and hockey Centre with indoor playing facilities to increase the number of
active play fields. This in turn will promote women’s hockey and playing as an extra-curricular
activity. The aim of this project is to promote sports amongst women by providing playing and

1.0 Introduction
The multipurpose sporting facility situated in Australia, Melbourne is a sports event
conducting place where basketball teams from the National League as well as hockey teams of
the Victorian Vikings practice who also belong to the Australian Hockey League ( Lloyd-Walker
and Walker, 2015). The state netball and hockey Centre is a process undergoing changes, which
is centered on the women’s hockey team. The upgrade will be done in Parkville, which will be
the new home for both the hockey as well as netball, to provide athletes with both strength and
agility in a gym arena and upgraded sports facility with modern technologies. The procurement
plan for the project will help in analyzing and estimating the materials required, total completion
time and the experts involved in upgrading the netball and hockey Centre. The contract work has
been taken up by Kane Contractors to provide the initial designing and delivery of the project.
This venture will promote sports in and around the city as well as State Netball and Hockey
Centre (SNHC) will have provisions for women to participate in all events.
2.0 Discussion
2.1 Procurement Management Approach
Procurement Management plans use is to devise a strategic approach in order to help the
organization and necessary steps required to execute the entire process on time. The procurement
plan is primarily based on the deliverables of a project (Fleming, 2019). The deliverables for the
State Netball and Hockey Centre include, completely new indoor netball courses, another indoor
hockey facility, multi-facility gym, a women sport leadership Centre. The purpose of
procurement plan is to establish a timeline for the project and gather the required raw materials

for timely completion of the project (De Araújo et al., 2017). The raw materials required starting
from artificial turf, wood for flooring, high quality cement and other raw materials. The
importance of a procurement management approach is seen from the starting of a project till the
end of a project. The establishment of timeline, accurate division of workforce and division of
task to allocate to different members with responsibilities to help the project manager in
measuring and monitoring the entire life-cycle of a project to provide with the best quality
outcome of a project. The approach for procurement in a management plan has an importance in
deliverables associated with a project. The State Netball and Hockey Centre will promote sports
events and garner attention to encourage women to take part.
2.2 Type of contract to be used
The types of contract, which are used for projects of such magnanimous venture are often
divided into different sections to help the contractors who have taken the responsibility to
upgrade the state netball and hockey Centre (Guo et al.,g 2014). The contract used for this
project is firm fixed price, which is dependent on a list of contracts where an organization or a
person making the purchase, the seller provides list of items used in large-scale projects to
provide at a fixed price. This amount of procuring materials for a project is independent of any
changes, and this helps both the buyer as well as the seller (Ahola et al., 2014). This is a
beneficial in context to the seller, who helps to provide other additional resources required to
complete the entire project. The State Netball and Hockey Centre is a Victorian government
project, thus the cost involved in upgrading the entire project will be provided by the government
to the contractor taking the project.

manager, financial manager, workers, labors, quality analyst, and material resources such as
construction materials, and equipment. All these resources are needed to complete the project
successful. The buyers and the sellers who are associated with the project completion should

2.8 Contract Approval Process
Contract approval process varies from companies to companies and for redeveloping the
State Netball and Hockey Centre (Basari 2017). The process of contract approval for
redeveloping the hockey center includes selecting proper contract for completing the project.
Selecting proper contract is needed to give contract to the required team.
The contract process also includes collecting proper information about the process that is to be
carried out for completing the project. All information should be conveyed properly in the
system. For establishing proper communication in the project, there should be a proper
negotiator to convey all messages from one stakeholder to another. This would help in efficient
completion of the project. The process of contract should be reviewed so that all the processes

3.0 Conclusion
The above discussion states the procurement management plan for upgrading the State
Netball and Hockey Centre. This project comes under Victorian government and this project is to
be completed within one year. As per the discussion above, 6 new indoor netball courts are to be
built in replacement of 4 outdoor courts. This would increase the total number of courts in the
stadium. This would also increase the strength as well as conditioning of the gym and would help
in better Women Sport Leadership Centre. The project with an estimated cost of $ 64.6 million
have provisions for different facilities, which will include indoor court as well as Sports
Leadership Centre.

used for completing the project and the contract that has been used to complete the project is
stated in the report above. For conducting procurement analysis, there is procurement risk and

process of managing the vendor in completing the redevelopment project.
