1.0 Introduction
The multipurpose sporting facility situated in Australia, Melbourne is a sports event
conducting place where basketball teams from the National League as well as hockey teams of
the Victorian Vikings practice who also belong to the Australian Hockey League ( Lloyd-Walker
and Walker, 2015). The state netball and hockey Centre is a process undergoing changes, which
is centered on the women’s hockey team. The upgrade will be done in Parkville, which will be
the new home for both the hockey as well as netball, to provide athletes with both strength and
agility in a gym arena and upgraded sports facility with modern technologies. The procurement
plan for the project will help in analyzing and estimating the materials required, total completion
time and the experts involved in upgrading the netball and hockey Centre. The contract work has
been taken up by Kane Contractors to provide the initial designing and delivery of the project.
This venture will promote sports in and around the city as well as State Netball and Hockey
Centre (SNHC) will have provisions for women to participate in all events.
2.0 Discussion
2.1 Procurement Management Approach
Procurement Management plans use is to devise a strategic approach in order to help the
organization and necessary steps required to execute the entire process on time. The procurement
plan is primarily based on the deliverables of a project (Fleming, 2019). The deliverables for the
State Netball and Hockey Centre include, completely new indoor netball courses, another indoor
hockey facility, multi-facility gym, a women sport leadership Centre. The purpose of
procurement plan is to establish a timeline for the project and gather the required raw materials

for timely completion of the project (De Araújo et al., 2017). The raw materials required starting
from artificial turf, wood for flooring, high quality cement and other raw materials. The
importance of a procurement management approach is seen from the starting of a project till the
end of a project. The establishment of timeline, accurate division of workforce and division of
task to allocate to different members with responsibilities to help the project manager in
measuring and monitoring the entire life-cycle of a project to provide with the best quality
outcome of a project. The approach for procurement in a management plan has an importance in
deliverables associated with a project. The State Netball and Hockey Centre will promote sports
events and garner attention to encourage women to take part.
2.2 Type of contract to be used
The types of contract, which are used for projects of such magnanimous venture are often
divided into different sections to help the contractors who have taken the responsibility to
upgrade the state netball and hockey Centre (Guo et al.,g 2014). The contract used for this
project is firm fixed price, which is dependent on a list of contracts where an organization or a
person making the purchase, the seller provides list of items used in large-scale projects to
provide at a fixed price. This amount of procuring materials for a project is independent of any
changes, and this helps both the buyer as well as the seller (Ahola et al., 2014). This is a
beneficial in context to the seller, who helps to provide other additional resources required to
complete the entire project. The State Netball and Hockey Centre is a Victorian government
project, thus the cost involved in upgrading the entire project will be provided by the government
to the contractor taking the project.

2.3 Procurement Risk
There are always potential risks associated with completion of a large-scale project where
different stakeholders are involved with procuring and managing the entire procedure. Probable
risks include procurement of materials that is of bad quality, fraudulent activities conducted in
cost estimation and budget by involved stakeholders. This is mitigated with direct governmental
laws, which define the paradigm of conducting a process (Osei-Kyei and Chan, 2015). The risks
also involve illegal documentation for permits that pose as a huge threat for ventures under direct
compliance of the government. The procurement risks are involved in upgrading the State
Netball and Hockey Centre is wrong analysis of initial requirements leading to errors in the next
stages of a task. There is a pertinent issue related to supply chain management, which should be
centralized as well as transparent to conduct the entire procedure without any pertinent risk.
The identification of risks in a procurement plan should be done during the initial stages
of the project, to mitigate them (Carithers et al., 2015). The potential risk also have inefficiency
in stakeholder management, inefficient third party contract mechanisms as well as corruption
which is a prime concern in large-scale projects with involvement from different stakeholders.
2.4 Procurement Risk Management
The up gradation of the state net ball and hockey centre project is considered as one of
the most significant projects that would bring major effectiveness and efficiency in the
organizational growth. These above mentioned risks could be termed as extremely vulnerable
and could even affect the KPIs. This particular Victorian project could be saved with the
successful integration and implementation of procurement risk management (Sadgrove 2016).
The procurement risk management is a continuous as well as critical procedure that allows

appropriate risk assessment to be managed, reviewed and undertaken in the entire journey of
procurement.
It is extremely vital to get involved with market place in respect to the identification of expected
issues, risks and results. Since, the project manager wants to upgrade the hockey centre and state
net ball centre, it is evident that they would have to consider and manage the risks efficiently so
that they are able to obtain proper results (Hopkinson 2017). The advantages that this particular
project of Victorian government obtain from procurement risk management include incremented
certainty and better service delivery. Moreover, they would be able to effectively manage the
changes with proper utilization of resources. The government would also be able to improve
their decision making process.
2.5 Cost Determination
Another important and significant factor in the procurement management plan for this
project of up gradation of the hockey centre and state net ball centre in Australia is cost
determination (Brahm and Tarziján, 2015). The project should be completed within determined
budget under every circumstance. In this particular Victorian government project, the vendors
eventually submit their quotes, bids and proposals that help in describing the expenses of
services and goods for the core purpose of aiding the client within the process of decision
making (Zhao, Hwang and Phng 2014). These costs are mainly being utilized as the major part of
the criteria of procurement decision, however they might be prioritized differently. Such
prioritization is possible only by depending over the organization.
The Victorian government will have to issue a RFP or Request for Proposal for soliciting
the proposals from several vendors that would be helpful in describing the limit of meeting
requirements as well as costs. These proposals would involve proper support from the vendors

and also base costs. The vendors would outline the respective process by which work could be
accomplished and who would perform the works. Costs are included in the project schedule and
this type of information should be involved in every proposal, required for selection criteria.
2.6 Standardized Procurement Documentation
Procurement risks can be referred to as the potential for subsequent failures of any
particular procedure of procurement that is being designed for purchasing services, resources and
products. The process of procurement management comprises of several steps and ongoing
management of every contract and procurement activity (Roberta Pereira, Christopher and Lago
Da Silva 2014). For this project of up gradation of the hockey centre and state net ball centre in
Victoria, Australia, the objective was to simplify the overall procurement management by every
necessary means for facilitation of successful accomplishment of the project.
There are some of the major standardized procurement documentation for RFP in the
project and these are as follows:
i) Standardized RFP Template.
ii) Internal Source Selection Evaluation Form.
iii) Non Disclosure Agreements.
iv) Intent Letter.
v) Firm Fixed Price Contract.
vi) Procurement Audit Forms.
vii) Procurement Performance Evaluation Forms.

8PROJECT PROCUREMENT PLAN FOR STATE NETBALL AND HOCKEY CENTRE
The standardized RFP of the Victorian government project mainly includes background,
proposal procedure and timeline, proposal guideline, proposal format and medium, source
selection criterion, pricing form, statement of work and finally terms and conditions (Sadgrove
2016). Such standardized documents should be developed as well as revised for continuously
improvising every procurement effort. Thus, it would be much easier for the Victorian
government to upgrade their project.
2.7 Procurement Constraints
The project procurement for upgrading the State netball and Hockey center includes
procurement constraints (Araújo, Alencar and Mota 2017). In the management process of the
procurement, there should be proper schedule for completing the process, the cost associated,
scope, resources, the associated technologies and the relationship between the buyers and the
sellers. All the procurement constraints should be considered as the procurement activities for
completing the project.
The redevelopment of the State Netball and Hockey Centre will take about 1 year to complete.
Many activities are to be covered for completing the project schedule of redeveloping the
project. The total cost estimated, which is involved in completing the redevelopment is $10
million. The main scope of the project is to develop six indoor new net ball courts replacing the
four out courts. This project will also provide a detailed plan to build an indoor hockey facility so
that it can support the new emerging sport in indoor hockey (Ramos-Torres and Rodriguez-
Orellana 2015). The resource associated with the project are project manager, procurement
manager, financial manager, workers, labors, quality analyst, and material resources such as
construction materials, and equipment. All these resources are needed to complete the project
successful. The buyers and the sellers who are associated with the project completion should

9PROJECT PROCUREMENT PLAN FOR STATE NETBALL AND HOCKEY CENTRE
have a good relationship between each other. There should be proper communication to complete
the project successfully.
2.8 Contract Approval Process
Contract approval process varies from companies to companies and for redeveloping the
State Netball and Hockey Centre (Basari 2017). The process of contract approval for
redeveloping the hockey center includes selecting proper contract for completing the project.
Selecting proper contract is needed to give contract to the required team.
The contract process also includes collecting proper information about the process that is to be
carried out for completing the project. All information should be conveyed properly in the
system. For establishing proper communication in the project, there should be a proper
negotiator to convey all messages from one stakeholder to another. This would help in efficient
completion of the project. The process of contract should be reviewed so that all the processes
are carried out properly. The contract signing is to be done for the contractors who are involved
in the system. The person who is involved in decision making is the project manager associated
with the redevelopment process.
2.9 Vendor Management
Vendor management exists in handling the project complexity. This is a management that
states the pricing, the capabilities, as well as quality of the project in the system (Halil et al.
2018). The vendor management includes contract negotiations, job assignments, the performance
evaluation, the relationship management as well as the payment dissemination included in the
system. The vendors should be managed properly so that all the resources for redeveloping the
project are delivered at the scheduled time.

3.0 Conclusion
The above discussion states the procurement management plan for upgrading the State
Netball and Hockey Centre. This project comes under Victorian government and this project is to
be completed within one year. As per the discussion above, 6 new indoor netball courts are to be
built in replacement of 4 outdoor courts. This would increase the total number of courts in the
stadium. This would also increase the strength as well as conditioning of the gym and would help
in better Women Sport Leadership Centre. The project with an estimated cost of $ 64.6 million
have provisions for different facilities, which will include indoor court as well as Sports
Leadership Centre.
