INTRODUCTION
Project planning refers to the pre-design planning process which identifies problems and
also evaluates the alternatives before any specific design solutions for a project are selected. As
there are many failures in project management that can be tracked back to poorly defined
projects program requirement. Similarly, the present study is based upon a regeneration project
of The Plant and Town in which study will explain ethos and rationale of a project. The chosen
project is failed due to many reasons and that is why, it is redeveloped in order to provide
effective jobs to the local people and also contributes towards social and economical aspects.
Further, it explains the stages by using Gantt chart and then develop risk schedule by considering
top 10 risk. Lastly, it produces risk schedule along with mitigation strategies.
TASK 1
Presenting the ethos and rational of the project
As per the history of Town, it is analyzed that The Plant (manufacturing facility) grew
and also provides employment over 8000 people and that is why, it is considered one of the
major employer in that area. Unfortunately, there are many reasons that support to shut down
The Plant which includes direct loss of job, loss of money to be spent in Town, did not gain
proper support for local facilities and there is no social stability that is linked into Plant
(Farashah, Thomas and Blomquist, 2019). This in turn reflected that Town is collapsed in both
economically and socially. Thus, there is a need to regenerate the Plant in order to increase the
employment opportunities. As per the local history of the Town, it is analyzed that the site
actually covers 50 hectares adjacent to a motorway junction and it is also ready to
redevelopment. However, it is currently in the ownership of Local Unitary Authority.
Another ethos presented for this project is such that without any new development the
junction is currently over capacity with delays on both access roads and slip roads at peak times.
As a result, it leads to delays in motorway. Whereas, both National government and Regional
organizations also considered that the chosen site is quite suitable for redevelopment into a
manufacturing and distribution park (Meredith, Shafer and Mantel Jr, 2017). Also, there are
different sources who also support the site for its redevelopment and generate further
opportunities as well. On the other hand, earlier The Plant also provided funding for local sport
and social club that assists to provide many employment facilities to that area.

The rationale for redevelopment of The Plant is such that it helps to provide many
employment opportunities to the people that also contributes towards an economic situation.
Also, investing upon this plant will not only assist local economy but it will bring about
regeneration of community itself by using economic opportunities via capital investment to bring
wider socio-economic regeneration needed in town. Apart from this, another reason for investing
into such project, it could be facilitating provision of physical or social infrastructure, education
or skills training that helps to improve the overall capabilities among individuals. In addition to
this, redevelopment of this project will also let people aware about coming job opportunities so
that they will be prepared themselves and this in turn also cause positive impact upon the
economic situation as well.
In addition to this, it is realized that there are various reasons of closing the chosen plant
and that is why, project manager should ensure that the same did not perform because it affects
the quality life of individuals. Thus, another reason behind redevelopment of The Plant is such
that it contributed towards economically and socially, also having a prime location assists to
provide range of opportunities to their people. Thus, it is reflected that earlier it provides more
than 10000 jobs to their people and due to intense competition the plant is fall towards decline
profitability. Thus, it is stated that investing into such project will lead to cause many positive
impact upon social life of people and this in turn also provide many facilities to their local people
as well. Overall, it can be stated that by investing and redevelopment of the chosen plan will
assist them to improve their overall performance and also defined range of facilities as well.
TASK 2
Explaining the structure and key component/skills of project team
Structure: The structure of the present project required a team of 6 members in which all
technical, financial and resource manager will be included who share their views and suggest the
further changes if required. On the other side, structure also involved external stakeholders i.e.
government, local communities who provide funding so that the project will be successfully
launched. Also, all the project team members consult with project manager in order to make any
decision so that it do not cause any negative impact upon the project in the terms of its failure or
success.
Key competences: There are different skills required by the project team members hat
support them to successfully launch the project. Also, the team for The Plant comprises variety
