Reporting
Mrs. Duvall or Mrs. Blanche Duvall, one of the four mentally unstable is the one accused of
murdering the former chief of police, Al Miller. Along with some reputed officers and guards
to lead her and three others to the ICE (Immigration and Customs Enforcement), they were
residents of the federal jail, in case of Mrs. Duvall, the justice was delivered just after the
crime, the woman was declared to have psychiatric problems, and the action of grand jury
was believed to be nothing else, other than the authorized familiarization of the given verdict.
Out of the four accused, there were three men, but they had no charges against them. Out of
them William Winters was believed to be imbalanced to an extent by the evaluators; the
proper treatment in the mental asylum might help his psychiatric conditions. For John Neimi
and Andrew Svensurd, the case is little bit different, their psychiatric conditions will develop
given the proper treatment to be moderately unbalanced, the lack of proper treatment in this
place where they currently reside, makes the matter of their reaching to the place where they
can get proper care more crucial. It is very important for them to reach the conventional
facilities, like the mental asylum. By judging the gravity of this particular situation, the
Marshal will need as much official help that he can get, enough guards for the men and a
matron for the lady. The primary issue that has been raised in this article is, how Marshal
Love, thought about the patients and how he can get better treatments for them as jail is not a
place for patients with mental instability, the patients suffered through their stay at the federal
jail. Not only they did not get the proper care that their mental situation deserved, the
insufficiency of proper infrastructure and facilities were more than visible, it was prominent.
When it was clearly visible that three men were already suffering from the instability that
required prompt actions and immediate attention with utmost care. This showed, the
negligence of the state, of these patients who are mentally unstable, and that will make their
condition go downhill, by creating an unfavorable environment for them to live in.

Responding
Looking at the safety of a person’s dignity, I feel, the state, despite being completely aware of
the mental conditions of these three patients, showed no consideration, by placing them in a
certain setting, which failed to give them the care they deserved, while the verdict on Mrs.
Duvall was on hold. It can be stated that their condition requires appropriate medications and
treatments to gain improvement in their mental conditions effectively. By reading this report,
it is very clear to me those two patients, John Neimi and Andrew Svensurd are helpless and
they were eligible, and their conditions required a personal care giver to nurse them, while
the verdict was on hold. I feel, it is entitled and justified for them to seek the care and the
state must listen to the plea, as it does the justification to their situation, it is their right to ask
of more facilities, at the place they were residing rather making them travel to the Oregon
mental facility to seek proper medical attention. Considering how culturally and ethically
developed we are, placing them in jail even before verdicts proves the accused has committed
the crime was immoral as well as unethical. The negligence towards their condition, can
cause damage in their state of mind even more then we can imagine (Kelly, 2015). I feel,
giving these patients cognitive behavioral therapy and psychodynamic analysis would
satisfactorily make visible difference in their mental health (Appelbaum, 2013).
Relating
It is visible that, a mental patient often lacks the skill of proper sense of judgment and
decision-making. The most important point of this involvement is not whether criminal
accountability is conceived in terms autonomy, but the prospect that raises an opportunity if
we recognize it in terms of autonomous actions. It is crucial to follow the DSM-5 guidelines
where the consent of the patients are essential , the medical professionals must follow the
general guidelines to offer the treatment to the patients with respect (Stuart 2016). At least
two guards were required to guard Mrs. Duvall, given the history of her violent behavior
